PALUSO, COMMISSIONERS Minute No. 285 Washington County Commissioners Washington, PA, February 8, 1990 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Gary Gilman, Executive Assistant; Coroner Jackson; Barb Davis, Administrative Assistant; Linda Hands; Clerk -Steno II; Dave Suski, JTPA Director; Phil Garrow, Publications and Information Coordinator; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Pete Skirchak, Herald Standard; and Bruce Sakalik, WESA. Chairman Mascara called the meeting to order at approximately 10:00 a.m. and entertained a motion to approve Minute No. 284. Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No. 284 be approved as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. OLD BUSINESS Solicitor Bassi recommended that the bid for the 125 lb. Washer -Extractor for the Washington County Health Center be awarded to Suburban Textile Equipment Company of Pittsburgh, Pa., in the amount of $15,229.00. Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid as per above; this being the lowest bid received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for the Casebinders be awarded to International Business Products of Hellam, Pa., for the per unit costs submitted in its bid proposal. Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bid as per above; this being the lowest responsible bid received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for the Security Equipment for the Jail continue to be tabled for review. Moved by Mr. Petrosky, seconded by Mr. Paluso, to continue to table the bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Avella Waterline Improvements Project - Independence Township NEW BUSINESS Chief Clerk requested authorization to advertise for bids/proposals for the following items: 1. Replacement of six outside doors at the Washington County Airport 2. Painting of T-hangars at the Washington County Airport 3. Medical Supplies for period of 4/1/90 through 9/30/90 4. Food and Staples for period of 4/1/90 through 9/30/90 S. Kitchen/Ware Supplies for 1990 6. Masonry Repairs at the Jail 7. Office Space for District Justice located in California Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing the Chief Clerk to advertise for bids/proposals as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Renewal Agreement with Varityper, Inc., for maintenance of the typesetting machine located in the Planning Commission at an annual cost of $1,195.00 for the period of February 3, 1990 through February 2, 1991. It was noted that this was a decrease of $209.00 from the previous year. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Renewal Agreement as per above; and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval agreements with Pitney Bowes of Pittsburgh, Pa., for maintenance of the following equipment: Off ice Domestic Relations JTPA (Renewal Agreement) Equipment Mailing Machine Scale TOTAL Mailing Machine Cost $250.00/yr. $124.00/yr. $374.00/yr. $342.00/yr. The term of the agreement is February 12, 1990 through June 30, 1990. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing agreements/modifications. Chief Clerk presented to the Board for their consideration and approval an Agreement with YMCA of McKeesport for the purpose of using their "Camp Soles" for Summer Youth Employment Wilderness Challenge Training. The amount of the agreement shall not exceed $1,650.00, and the term shall be from February 12, 1990 through June 30, 1990. Funds will be provided under Title IIB of JTPA and will serve eleven (11) individuals. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement as per above. Chief Clerk presented to the Board for their consideration and approval a request to approve the following items relative to the JTPA Program: 1. Submission of the FY90-91 Master Plan to the Pennsylvania Department of Labor and Industry 2. Modification to the EDWAAA (Title III) FY89-90 Plan to reflect increased allocations from $265,000 to $322,000 3. Modification to the EDWAAA (Title III) FY89-90 Plan to reflect changes to the Agency's calculations for paying needs based payments to participants Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing request. Chief Clerk presented to the Board for their consideration and approval an Agreement with Westlaw for the provision of computerized legal research services at the following hourly rates: Hours of Database Use 0-3 4-30 31-up Hourly Rate $75.00 $70.00 $65.00 It was noted that, in addition, there will be a monthly subscription charge of $100.00 as well as connect time charges and communications charges. There will also be a separate rate schedule for private attorneys' use. above. Coroner Jackson questioned the Commissioners as to the status of his request to use space at the Washington County Health Center as a morgue. Discussion followed. Chairman Mascara stated that the Commissioners will have to ascertain the exact amount of expenditures required to establish a morgue at the Health Center; and if that is not feasible, then possibly it could be located in the proposed new annex building. He advised Coroner Jackson that the Commissioners would get back to him on this matter. 10:15 a.m. - Meeting recessed. 10:30 a.m. - Meeting reconvened for the purpose of opening bids. (L. Spahr, Director of Elections, and various bidders entered the meeting.) Controller Belcastro opened and read the following bids: ELECTION SUPPLIES FOR 1990 FOR WASHINGTON COUNTY 1.
