PALUSO, COMMISSIONERS Minute No. 287 Washington County Commissioners Washington, PA, February 22, 1990 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara and Petrosky. Absent being: Commissioner Paluso. Also being present: Chief Clerk Dallatore; Assistant Solicitor Emery; Coroner Jackson; Bill Sember, Director of Planning; Max Morgan, Economic Development Coordinator; Steve Shaner, Director of Drug and Alcohol; Linda Hands, Clerk -Steno II; Dave Suski, JTPA Director; Floyd Laubham, Planning Commission; Barb Davis, Administrative Assistant; Jo H. DeBolt, Chairman, Steel Industry Heritage Task Force; Jon Stevens, Observer -Reporter; and Jim Jefferson, WJPA. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and noted that approval of Minute No. 286 would be held in abeyance. SPECIAL ORDER OF BUSINESS Commissioner Mascara read a Proclamation designating Thursday, February 22, 1990, as "STEEL INDUSTRY HERITAGE DAY". Moved by Mr. Petrosky, seconded by Mr. Mascara, adopting the foregoing Proclamation. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Jo H. DeBolt, Chairman of the Steel Industry Heritage Task Force. Commissioner Petrosky read a Proclamation designating the week of February 18-24, 1990, as "HOMELESSNESS AWARENESS WEEK". Moved by Mr. Petrosky, seconded by Mr. Mascara, adopting the foregoing Proclamation. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Steve Shaner, Director of Drug and Alcohol. (The meeting recessed briefly for the purpose of taking pictures.) OLD BUSINESS Assistant Solicitor Emery recommended that the bid for the Collection and Disposal of Solid Waste for the Washington County Health Center continue to be tabled for review. Moved by Mr. Petrosky, seconded by Mr. Mascara, that the bid for the Collection and Disposal of Solid Waste for the Washington County Health Center continued to be tabled as per above. Assistant Solicitor Emery recommended that the bid for the Ten (10) Air Conditioning Modules for the Washington County Health Center be awarded to Allegheny Engineering Company of McMurray, Pennsylvania, for a total cost of $13,930.00 ($1,393.00 per unit cost). Moved by Mr. Petrosky, seconded by Mr. Mascara, awarding the bid as per above; this being the only bid received in accordance with specifications. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Assistant Solicitor Emery recommended that the bid for Law Enforcement Uniforms for the period of February 22, 1990 through February 21, 1991, be awarded to Petrocelli's Uniforms of Bridgeville, Pennsylvania, for the per unit costs submitted in its bid proposal. Moved by Mr. Petrosky, seconded by Mr. Mascara, awarding the bid as per above; this being the lowest responsible bid received in accordance with specifications. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Assistant Solicitor Emery recommended that the bids for Meat and Produce for the month of March be awarded to the following vendors for the per unit costs submitted in their bid proposals: Meat: Green Valley Packing Company, Claysville, Pa. Kraft/Behrhorst, Bridgeville, Pa. above. Jarrell & Rea, Inc., Pittsburgh, Pa. Produce: Kraft/Behrhorst, Bridgeville, Pa. (This bid was the lowest bid in total. Paragon Foods, the other vendor bidding on produce, does not wish to deliver individual items.) Assistant Solicitor Emery recommended that the bids for Two Used Duplicating Machines be rejected and readvertised; also, that the Board authorize a two -month extension to the present lease on the Xerox 1038 and 1040 copying machines. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Assistant Solicitor Emery recommended that the bid for the Jail Plumbing Renovations be rejected and readvertised. Moved by Mr. Petrosky, seconded by Mr. Mascara, rejecting the bid for the Jail Plumbing Renovations as per above and authorizing the Chief Clerk to readvertise for bids. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. CORRESPONDENCE Chief Clerk made available to the news media News Releases in reference to the following projects: 1. Charleroi Street Improvements Project 2. Centerville and Deemston Street Reconstruction Projects NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an Agreement with Airshows Unlimited, Inc., of Beaver Falls, Pennsylvania, which provides for the conducting of an annual Family Airshow event at the Washington County Airport at no cost to the County. Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the foregoing Agreement. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Applications for allocations of County Liquid Fuel Tax Funds from Mount Pleasant Township and Cross Creek Township in the amounts of $5,000.00 each for general road maintenance. Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the Applications as per above. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with the Pennsylvania Department of Transportation proposing State assistance OM BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. PALUSO, COMMISSIONERS in the maximum amount of $41,670.00 for the Washington County Airport Runway Rehabilitation (Phase III) and Connector Taxiway Construction Project. Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the Agreement with the Pennsylvania Department of Transportation as per above and that the County of Washington has the funds and will make them available for its share of the project costs ($41,670.00); said motion also authorizes the Chairman of the Board to execute all necessary documents related thereto and the Chief Clerk to attest the same. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with Biro Tech, Inc., of Coraopolis, Pennsylvania, for the provision of engineering services, resident inspection and support services related to the Washington County Airport for the completion of the phased runway line -of -site project. The total costs of this agreement amount to $115,669.00, with the County's share amounting to $5,783.00 (representing 5%). Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the Agreement as per above, contingent upon FAA approval. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a recommendation to establish a charge of $1.00 per page for FAX machine usage. Moved by Mr. Petrosky, seconded by Mr. Mascara, to approve the establishment of a charge for FAX machine usage as per above. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Amendment No. 2 to the Agreement with the Pennsylvania Department of Health, Office of Drug and Alcohol Programs, for FY89j90 which provides additional funding in the total amount of $38,652.00 at no additional expense to the County. The total amount of $38,652.00 is appropriated as follows: $7,859.00 for HRD salary subsidies for direct line personnel; $20,000.00 for treatment; and $10,793.00 for prevention services. Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the Amendment as per above; and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval a request to approve the purchase of service allowance for retirement purposes for the 54 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. PENNSYLVANIA FRANK R. MASCARA, METRO PETROSKY, JR., EDWARD M. PALUSO, COMMISSIONERS following two employees: (1) Katheryn Penn of the Health Center for a personal leave of absence for the period of August 11, 1976 to October 1, 1976; and (2) Jean Hamel of the Coroner's Office for a personal leave of absence for the period of January 1, 1990 through January 26, 1990. Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the foregoing purchases of service allowance; this action being in accordance with P.S. 16, Section 11662. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Resolution creating a scholarship fund for post -secondary educational purposes for children in court -ordered placement under the Children and Youth Program. Moved by Mr. Petrosky, seconded by Mr. Mascara, adopting the foregoing Resolution. Roll call vote taken: Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following travel requests: (0) 1. Two Staff Members of JTPA to attend the Regional Service Delivery (100% state Area Association meeting in Butler, Pa., on March 1, 1990 funded) (R) 2. Tim Harrison and David Scrip of Juvenile Probation to attend a conference entitled "Violence and Aggression in Adolescence" co- sponsored by The Mental Health Association in Washington County at the Holiday Inn Meadowlands on March 7, 1990 (0) Optional (R) Required Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the foregoing travel requests and authorizing payment of all necessary expenses related thereto.
