Washington County Commissioners
Washington, PA, March 8, 1990
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Assistant Solicitor Emery; Linda Hands, Clerk -Steno
II; Dave Suski, JTPA Director; Barb Davis, Administrative Assistant; Francis Pettit
and Gary Gilman, Executive Assistants; Jon Stevens, Observer -Reporter; Susan Gilbert,
The Canon; Pete Skirchak, Herald Standard; Jim Jefferson, WJPA; and Dan Caruso, Mayor
of Canonsburg.
Chairman Mascara called the meeting to order at approximately
10:05 a.m. and entertained a motion to approve Minute No. 288.
Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 288 be
approved as submitted.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
OLD BUSINESS
Assistant Solicitor Emery recommended that the bid for Medical Supplies for
the Washington County Health Center for the period of April 1 through September 30,
1990, be awarded to the following vendors for the per unit costs submitted in their bid
proposals:
Gatti Medical Corporation, Indiana, Pa.
General Medical Corporation, McMurray, Pa.
Health Care Concepts, Greensburg, Pa.
Medline Health Care Company, Mundelein, I1.
Redline Medical Supply, Pittsburgh, Pa.
Valley Home Medical Equipment, Beaver Falls, Pa.
Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids as per
above.
REMARKS: It was noted that certain items were not awarded to the lowest bidder as the
sample provided by the lowest bidder was unacceptable.

Motion carried unanimously.
Assistant Solicitor Emery also recommended that the Board authorize the
readvertising of bids for certain Medical Supplies for which no bids were received or
samples were unacceptable.
Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing the Chief Clerk to
readvertise for bids as per above.

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval a
Lease Agreement with Peno's Enterprises, Inc., for the purpose of providing office
space for District Justice Amati in Monongahela, Pennsylvania. The Lease Agreement is
for a 5-year period, effective April 1, 1990, through March 31, 1995, with monthly
rental rates as follows:
April 1, 1990 through March 31, 1991 - $826.00 per month
April 1, 1991 through March 31, 1992 - $850.00 per month
April 1, 1992 through March 31, 1995 - $875.00 per month
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Lease Agreement
as per above.

Chief Clerk presented to the Board for their consideration and approval an
agreement with Cellular One Mobile Phone Company of Pittsburgh, Pa., for air time for
up to three cellular phones at a cost of $31.00 per month each and a one-time charge of
$30.00 for activation of each number.

Chief Clerk presented to the Board for their consideration and approval a
Lease Agreement with the Pennsylvania State Armory Board for property located at the
Washington County Airport, effective April 1, 1990, at an annual rental cost of
$7,955.00.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Lease Agreement
as per above.

Chief Clerk presented to the Board for their consideration and approval an
Agreement with Bedway Security Agency, Inc., of Pittsburgh, Pa., for the provision of
security guard and surveillance services during the recent SEIU work stoppage. The
costs for these services is as follows: (a) security guard services at the rate of
$15.00 per hour; and (b) surveillance services at the rate of $600.00 per day.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing
Agreement.

Chief Clerk presented to the Board for their consideration and approval an
Addendum to the Agreement with RBA Professional Data Systems, Inc., of State College,
Pa., relative to the provision of data processing and management services to county
offices. The purpose of the Addendum is to modify the original agreement to include
data processing and management services for computer systems other than Burroughs which
are currently used by the County and for any other computer systems which the County
may employ in the future.
