PALUSO, COMMISSIONERS j{ Minute No 294 Washington County Commissioners Washington, PA, April 12, 1990 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Peluso. Also being present: Chief Clerk Dallatore; Assistant Solicitor Emery; Linda Hands, Clerk -Steno II; Dave Suski, JTPA Director; Barb Davis, Administrative Assistant; Gary Gilman and Francis Pettit, Executive Assistants; Coroner Jackson; Phil Garrow, Publications and Information Coordinator; Bob Franks, Prothonotary; Floyd Laubham, Planning Commission; John Abraham, Administrator, Crime Victims/Witness Assistance Program; Bob Umstead, Assistant Director, Redevelopment Authority; Homer Pankey, Vice -President, California University; Dick Webb, Director, Mon Valley Renaissance; Joan Jessen, Natural Resources Director, League of Women Voters; Barbara Horan, Outreach Specialist, Southwestern Pennsylvania Energy Center; Richard Robertson, Alliance for Acid Rain Monitoring; Launa Post, County Conservation District; Josephine Haines, Natural Resources Committee member, League of Women Voters; Linda Ritzer, Observer -Reporter; Susan Gilbert, The Canon; Pete Skirchak, Herald Standard; and Jim Jefferson, WJPA. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 293. Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 293 be approved as submitted. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Chairman Petrosky read a Proclamation designating April 15-21, 1990, as "Volunteer Connection Week". Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Commissioner Mascara read a Proclamation designating April 15-21, 1990, as "Victims' Rights Week". Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to John Abraham, Administrator, Crime Victims/Witness Assistance Program. f 398 ` �I 400 MINUTE B(30K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. COMMISSIONERS H Chief Clerk presented to the Board for their consideration and approval an Agreement with Raggedy Ann's Learning DCC of McDonald, Pennsylvania, for the provision of day care services under the LMA Day Care Program for the period of April 12 through June 30, 1990. above. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement as per Roll call vote taken; Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval price adjustments from Unisys Corporation for maintenance on the following Unisys 5000/95 and Burroughs 1800 software products, effective July 1, 1990s Product Old Annual Rate New Annual Rate OFIS Manager $1,359.00 $1,805.00 T OFIS Plan $ 342.00 $ 540.00 Data Management System $ 563.00 $ 761.00 Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the price adjustments from Unisys Corporation as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Agreement with American Monitoring Sales Corporation relative to the Electronic Monitoring Program at the Jail. The Addendum changes the effective date of the contract to April 1, 1990. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Addendum as per above. REMARKS: Commissioner Petrosky noted that this project had been bid and awarded to American Monitoring Sales Corporation, the only bidder, in December, 1989. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their approval and ratification the Agreement with Service Employees International Union (SEIU), Local 585, for the period of January 1, 1990 through December 31, 1992. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving and ratifying the Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. 401 1 Chief Clerk presented to the Board for their consideration and approval the following travel requests: (0) 1. Lou Lignelli, Director of Administration, Linda Bell and Dave (Reimbursable) Suski (or Myra Barnhart) of JTPA to attend the JTPA Service Delivery Area Association Conference in Lancaster, Pa., on May 7-9, 1990. (0) 2. Michelle Digon of the Budget Office to attend a DPW training (Reimbursable) session on the Title IV-E Random Moment Time Study (RMTS) in Harrisburg, Pa., on April 30, 1990. (0) 3. Deborah Batley of the Health Center to attend a Basic Grants - (Reimbursable) Seeking Workshop sponsored by the California Senior Center and California University in California, Pa., on April 18, 1990. (B/O) 4. Lou Lignelli, Director of Administration, and George J. Krcelich of Human Services (and any other county official or employee so designated) to attend the Fifth Annual Fair Housing Month Luncheon of the Greater Washington Community Housing Resource Board (CHRB) in Washington, Pa., on April 27, 1990. ANNOUNCEMENTS Chief Clerk announced that the County Offices would be closed on April 13th for the Good Friday holiday. 10:29 a.m. - Meeting recessed. 10:35 a.m. - Meeting reconvened for the purpose of opening bids.
