Washington County Commissioners
Washington, PA, April 19, 1990
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara and Paluso. Absent being: Commissioner
Petrosky who was out of town. Also being present: Chief Clerk Dallatore; Solicitor
Bassi; Linda Hands, Clerk -Steno II; Dave Suski, JTPA Director; Barb Davis,
Administrative Assistant; Gary Gilman and Francis Pettit, Executive Assistants; Coroner
Jackson; Phil Garrow, Publications and Information Coordinator; Floyd Laubham, Planning
Commission; Joan Griffin, Rich Galway and Jean Lawton, representatives of the Community
Housing Resource Board; David Tobiczyk, Special Events Coordinator, March of Dimes
WalkAmerica Day; Judy Wilson and Ralph Hunter, representatives of Myasthenia Gravis

Chairman Mascara called the meeting to order at approximately
10:05 a.m. and entertained a motion to approve Minute No. 294.
Moved by Mr. Paluso, seconded by Mr. Mascara, that Minute No. 294 be approved
as submitted.

SPECIAL ORDER OF BUSINESS
Moved by Mr. Paluso, seconded by Mr. Mascara, adopting a Proclamation
designating April, 1990, as "Fair Housing Month".

The Commissioners presented the Proclamation to Joan Griffin, Chairperson of
the Community Housing Resource Board.

designating April 29, 1990, as "March of Dimes WalkAmerica Day".

The Commissioners presented the Proclamation to David Tobiczyk, Special
Events Coordinator.

The Commissioners presented the Proclamation to Judy Wilson, representative
of the Myasthenia Gravis Association.
The Commissioners presented a Certificate of Appreciation to Jack Welty of
the Data Processing Department which was from the Government Management Information
Sciences (GMIS). The award was presented to Jack Welty as the "Data Processing
Professional of the Year 1990 Runner -Up".

OLD BUSINESS
Solicitor Bassi recommended that the bids for Medical Supplies II for the
period of April 19 through September 30, 1990, be awarded to the following vendors for
the per unit costs submitted in their bid proposals:

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval an
Aircraft Hangar Tiedown Lease with Thomas A. Bullions of Canonsburg, Pennsylvania, for
aircraft space at the Washington County Airport, effective May 1, 1990, at the rate of
$91.00 per month.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Aircraft Hangar

Chief Clerk presented to the Board for their consideration and approval the
following Modifications and Agreements relative to the JTPA Program:
1. Modification to Agreement with North Central Pennsylvania Regional
Planning and Development Commission for the purpose of increasing the
contract amount from $35,000.00 to $49,500,00. The increase is due to
an increase in funds made available by the State.
2. Modification to Agreement with Pittsburgh Institute of Aeronautics to
increase the contract amount by $2,788.00; the new contract amount
will be $14,645.00. The purpose of the modification is to add one
student in the avionic technician course.
3. Modification to Agreement with On -The -Job Training Services, Inc., to
increase the contract amount by $11,000.00; the new contract amount
will be $23,000.00. The funds will be used for the purpose of
covering the costs of the salaries and fringe benefits for the peer
counselor for the period from January 1-June 30, 1990.
4. Agreement with the Pennsylvania Department of Labor and Industry for
the purpose of providing unemployment insurance verification for JTPA
participants for FY 90/91. Total costs of the Agreement will not
exceed $2,000.00.
5. Non -Financial Agreement (Service Delivery Area - Employment Service
Component Plan) for FY90/91 with the Pennsylvania Department of Labor
and Industry which outlines the mutual responsibilities of the
Employment Service and JTPA as required by the JTPA Act.

Subgrant Award from the Pennsylvania Commission on Crime and Delinquency in the amount
of $19,996.00 for the Electronic Monitoring/Home Detention Program. It was noted that
the Subgrant Award was made by PCCD with the condition that the State Appropriations
Act for FY90/91 must contain a single line item for PCCD in the amount of $17 million
of the federal Drug Control and Systems Improvement (DCSI) funds.
