HomeMy WebLinkAboutCOMM - Meeting Minutes - 296 - 4-26-1990 - COMMISSIONER414 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Minute No. 296 Washington County Commissioners Washington, PA, April 26, 1990 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara and Paluso. Absent being: Commissioner Petrosky who was out of town. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Dave Suski, JTPA Director; Gary Gilman and Francis Pettit, Executive Assistants; Coroner Jackson; Phil Garrow, Publications and Information Coordinator; Floyd Laubham, Planning Commission; Lou Lignelli, Director of Administration; Terri Bartosh, Coordinator, Highway Safety Program; Christy Cooper, Highway Safety Poster Child, and her family; Dean Zaimes, Race Driver; Joe Wilkerson and Robert Hillberry, Washington County Life Underwriters Association; Linda Ritzer, Observer -Reporter; Pete Skirchak, Herald Standard; Jim Jefferson, WJPA; and Ray Williams, interested citizen. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 295. Moved by Mr. Paluso, seconded by Mr. Mascara, that Minute No. 295 be approved as submitted. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Commissioner Paluso read a Proclamation declaring the week of April 29 - May 5, 1990, as "Life Insurance Week". Moved by Mr. Paluso, seconded by Mr. Mascara, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Joe Wilkerson, President of Washington County Life Underwriters Association. Commissioner Mascara read a Proclamation declaring the month of May, 1990, as "Highway Safety Month". Moved by Mr. Paluso, seconded by Mr. Mascara, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Terri Bartosh, Coordinator, Highway Safety Program. c (The meeting recessed briefly for the purpose of taking pictures and for the purpose of Christy Cooper autographing posters.) OLD BUSINESS Solicitor Bassi recommended that the bids for Office Supplies for Washington County for the period of May 1, 1990 through October 31, 1990, be awarded to the following vendors for the per unit costs submitted in their bid proposals: Alling & Cory, Pittsburgh, PA Badzik Printing, Donora, PA Bruning Company, Mars, PA Cordage Paper Company, McKees Rocks, PA Diskriter, Inc., Pittsburgh, PA E. W. Curry Company, Pittsburgh, PA Granville Associates, Carnegie, PA Hickson's Office Supplies, Washington, PA Mid -City Columbia, Inc., Dayton, OH Pengad Companies, Bayonne, NJ Slagle's Business Machines, Inc., Washington, PA Stenograph Machines, Inc., Mt. Prospect, IL Top Office Products, Charleroi, PA William Murphy Data Services, Monongahela, PA Xerox Corporation, Pittsburgh, PA Moved by Mr. Paluso, seconded by Mr. Mascara, awarding the bids as per above. REMARKS: It was noted that all items were awarded to the lowest bidder, except for Item #54 for which Slagle's, the lowest bidder, did not bid the correct item; therefore, the bid was awarded to Badzik Printing which wAs the only acceptable bid received. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Moved by Mr. Paluso, seconded by Mr. Mascara, authorizing the Chief Clerk to re -advertise for bids for certain Office Supplies for which no bids were received. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for Fax Machines for Washington County continue to be tabled for review. Moved by Mr. Paluso, seconded by Mr. Mascara, to continue to table the bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. • 416 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval Change Order No. 6 to the contract with Frank Gavlik and Sons, Inc., relative to the Western Center Bridge Project. The Change Order increases the contract amount by $5,813.34 and is for additional work involving landscaping of the project site and coordination of final paving of Western Center Road. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Change Order as per above; and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a proposal submitted by KPMG Peat Marwick of Pittsburgh, Pennsylvania, to audit selected subrecipients of JTPA for FY88/89. The fees for this audit will not exceed $4,400.00, including out-of-pocket expenses. Moved by Mr. Paluso, seconded by Mr. Mascara, accepting the proposal of KPMG Peat Marwick as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a proposal submitted by Leslie Yanavich of Washington, Pennsylvania, in the total amount of $410.00 for the sale of two 1980 Chevrolet Impala Four -Door Sedans ($205.00 each). above. Moved by Mr. Paluso, seconded by Mr. Mascara, accepting the proposal as per Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the submission of the Washington -Greene County MH/MR Program's Case Management Plan for FY90/91 in the total amount of $180,000.00. It was noted that all costs associated with Intensive Case Management are 100* State funded and require no county match. Moved by Mr. Paluso, seconded by Mr. Mascara, approving submission of the Plan as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with the Pennsylvania Department of Public Welfare relative to the LMA Day Care Program for FY90/91 in the maximum amount of $923,155.00. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Agreement as per above. Chief Clerk presented to the Board for their consideration and approval an Agreement with Washington -Greene Community Action Corporation for the provision of day care services under the LMA Day Care Program for the period of April 12 through June 30, 1990. above. Moved by Mr. Paluso, seconded by Mr. Mascara, approving the Agreement as per Roll call vote taken: Mr. Paluso - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following travel requests: (0) 1. John Pettit, District Attorney, to attend the National District Attorney's Association Executive Policy Workshop on Juvenile Prosecution in Hollywood, Florida, on May 3-5, 1990 (0) 2. Charles Stock, Law Librarian, to attend a Disaster Planning and Recovery Workshop sponsored by the Pennsylvania Federation of Museums and Historical Organizations in Greensburg, Pa., on May 7-8, 1990 (R) 3. David Neil, Joan Blank, Barbara Gerbec and John Sim of Children and Youth to attend a workshop entitled "Treatment of Children Who Have Experienced Violence" sponsored by the Western Psychiatric Institute and Clinic in Butler, Pa., on May 2, 1990 (0) Optional (R) Required Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing travel requests and authorizing payment of all necessary expenses related thereto. Refer to Minute #(:280 dated January 4, 1990, page 306 - The compensation for Attorney John Solomon as Solicitor for the Controller should read as follows: $3,000.00 annual retainer; and $14,000.00 litigation.
