HomeMy WebLinkAboutCOMM - Meeting Minutes - 297 - 5-3-1990 - COMMISSIONER420 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Minute No. 297 Washington County Commissioners Washington, PA, May 3, 1990 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Assistant Solicitor Emery; Linda Hands, Clerk -Steno II; Dave Suski, JTPA Director; Gary Gilman and Francis Pettit, Executive Assistants; Coroner Jackson; Phil Garrow, Publications and Information Coordinator; Barb Davis, Administrative Assistant; Allan Cenis, President, Mental Health Association; Edward James, Executive Director, and Joann Sarkett, Director of Development, Try -Again Homes; Betsy Dane, Prevention/Education Coordinator, The CARE Center; Linda Ritzer, Observer - Reporter; Pete Skirchak, Herald Standard; and Jim Jefferson, WJPA. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and noted that approval of Minute No. 296 would be held in abeyance. SPECIAL ORDER OF BUSINESS Commissioner Petrosky read a Proclamation declaring the month of May as "Mental Health Month". Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Allan Cenis, President, Mental Health Association. Commissioner Mascara read a Proclamation designating May 5, 1990, as "Bowl for Kids Day" and recognizing the efforts of Big Brothers/Big Sisters and Try -Again Homes, Inc. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Edward James, Executive Director, Try -Again Homes, Inc. Commissioner Paluso read a Proclamation designating the week of May 8-14, 1990, as "CARE Center Week". Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr; Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Betsy Dane, Prevention/Education Coordinator of The CARE Center. (The meeting recessed briefly for the purpose of taking pictures.) OLD BUSINESS Assistant Solicitor Emery recommended that the bids for FAX Machines be awarded as follows: Machine I - $1,845.00 (Purchasing Office) Slagle's Business Systems, Washington, PA Machine II - $995.00 each (Health Center and Domestic Relations) Lanier Worldwide, Inc., Pittsburgh, PA Machine III - $995.00 each (two for EMS) Lanier Worldwide, Inc., Pittsburgh, PA Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bids as per above. REMARKS: It was noted that Machines I and II were awarded to the lowest bidder. The lowest bidder (Copy World) on Machine III submitted a proposal on a machine which did not meet the requirements of EMS. Machine II proposed by Lanier is lower in price than any other machine proposed for EMS which would meet the specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Assistant Solicitor Emery recommended that the bids for Kitchen Ware/Supplies continue to be tabled for review. Moved by Mr. Paluso, seconded by Mr. Petrosky, to continue to table the bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. CORRESPONDENCE Chief Clerk made available to the news media a news release relative to the following project: NEW BUSINESS items: 1. Monongahela Second Street Demolition and Site Clearance Project Chief Clerk requested authorization to advertise for bids for the following 1. Varied Types of Lumber (period of June -December) 2. Dump Truck and Farm Tractor for the Parks Department Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. 422 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval the adoption of an Infections Control Policy which provides general information and procedures for employees concerning persons infected with HIV or AIDS. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the Infections Control Policy as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Resolution adopting an Automobile Loss Prevention Program. above. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the Resolution As per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following proposal and agreements relative to the Highway Safety Program and the Christy Cooper Poster Child Campaign: 1. Proposal from J. Michael Murray of Pittsburgh, Pa., in the amount of $3,087.45 for the supplying of six billboards which will be a four- color process of the Christy Cooper poster which will appear on five highways in Washington County and one in Greene County. Funding for this aspect of the campaign will be provided by the Washington -Greene County Drug and Alcohol Commission. 2. Agreement with Patrick Media Group, Inc., of Pittsburgh, Pa., for the posting of five billboards in Washington County at a cost of $120.00 each per month. 3. Agreement with Keystone Posting Company of Waynesburg, Pa., for the posting of one billboard in Greene County ata cost of $175.00 per month. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing proposal and agreements; and authorizing the Chairman of the Board to execute any and all necessary documents relating thereto. Chief Clerk presented to the Board for their consideration and approval an Agreement with the Music Performance Trust Fund, through the American Federation of Musicians, Local 592, for the provision of eleven musical performances to be held in various communities throughout the County. The County's cost will be $2,313.00, representing 60% of the total cost; and the Trust Fund's cost will be $1,542.00. The term of the Agreement is from May 1 through September 30, 1990. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. 423 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA Chief Clerk presented to the Board for their consideration and approval a Lease Agreement with Ernie Miller of California, Pennsylvania, for the purpose of providing office space for District Justice Zeaman. The term of the Agreement is for five years, effective August 1, 1990 through July 31, 1995, at a cost of $750.00 per month. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Lease Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Revenue Replacement Grant Application to be submitted to the Pennsylvania Department of Transportation. Moved by Mr. Petrosky, seconded by Mr. Paluso, agreeing for the County of Washington, acting on behalf of the Washington County Transportation Program, administered by Comsis Corporation, to apply to the Pennsylvania Department of Transportation for a Revenue Replacement Grant, under Section 203, Act 101, which is a shared -ride, demand responsive, reduced -fare program for senior citizens in Washington County also opened to the general public at full fare. Said grant is for the period of July 1, 1990 through ,Tune 30, 1991, and is in the amount of $1,058,643.00. Roll call vote taken; Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with Allegheny Rehabilitation Associates, Inc., of Cheswick, Pennsylvania, for the provision of physical and occupational therapy services at the Washington County Health Center at the following rates of compensation, effective immediately: Licensed Physical Therapist $35.00/hour above. Licensed Occupational Therapist $50.00/hour Certified Occupational Therapy Asst. $25.00/hour Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Maintenance Service Agreement with IBM Corporation of Philadelphia, Pa., for computer terminals and printers located in the offices of Planning, Tax Assessment, Human Services and Data Processing. The total cost is $1,075.30 for the period of February 1, 1990 through January 31, 1991.
