Washington County Commissioners
Washington, PA, May 10, 1990
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Dave
Suski, JTPA Director; Gary Gilman and Francis Pettit, Executive Assistants; Coroner
Jackson; Phil Garrow, Publications and Information Coordinator; Barb Davis,
Administrative Assistant; Mary Lynn Spilak, Debbie DeStefano and Angie Alampi of Aging
Services; representatives of Area Agency on Aging; Ray Kasparek, President, AAA
Advisory Council; a group of senior citizens; Linda Ritzer, Observer -Reporter; Pete
Skirchak, Herald Standard; and Scott Herrington, WJPA.
Chairman Mascara called the meeting to order at approximately
10:10 a.m. and entertained a motion to approve Minute Nos. 296 and 297.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving Minute Nos. 296 and
297 as written.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
SPECIAL ORDER OF BUSINESS
Chairman Mascara read a Proclamation declaring the month of May as "Older
Americans Month".
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
Proclamation.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
The Commissioners presented the Proclamation to Ray Kasparek, President, AAA
Advisory Council.
OLD BUSINESS
Solicitor Bassi recommended that the bids for Kitchen Ware/Supplies be
awarded to the following vendors for the per unit costs submitted in their bid
proposals:
Curran -Taylor, Inc., McMurray, PA
J. Gregory Restaurant Equipment, Monongahela, PA
Lewis Bros. & Sons, Inc., Pittsburgh, PA
Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bids as per
above; these being the lowest responsible bids received in accordance with the
specifications; and authorizing the Chief Clerk to readvertise for bids for those items
for which no bids were received.

Solicitor Bassi recommended that the bid for Instant Breakfast Drink for the
WCHC be awarded to Bernard Food Industries of Valencia, Pa., for the per unit costs
submitted in its bid proposal.
Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bid as per above;
this being the lowest responsible bid received in accordance with specifications.

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval an
Aircraft Hangar Tiedown Lease with Mark Mohler of Washington, Pennsylvania, for
aircraft space at the Washington County Airport, effective May 1, 1990, at the rate of
$35.00 per month.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Aircraft Hangar
Tiedown Lease as per above.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval a
Reserve Capacity Agreement with F. and J. Landfill Company for a landfill located in
Monongahela Township, Greene County. The term of the agreement is for a ten-year
period, effective May 10, 1990.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Reserve Capacity
Agreement as per above.

Chief Clerk presented to the Board for their consideration and approval an
Addendum to the Agreement with Attorney George Anthou relative to the provision of
title searches for the Tax Claim Bureau. The Addendum provides for an increase in the
rate of compensation from $130.00 per title search to $160.00 per title search,
effective May 10, 1990.

Chief Clerk presented to the Board for their consideration and approval a
Maintenance Agreement with the Monroe Systems for Business, Inc., of Pittsburgh, Pa.,
covering one Monroe Programmable Electronic Calculator located in the Domestic
Relations Office. The Agreement is effective April 1, 1990, at an annual cost of
$90.00.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Maintenance
Agreement as per above; and authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval an
Agreement with Weavertown Environmental Group of Cecil, Pennsylvania, relative to the
removal of a 2,000-gallon gasoline tank and associated vents and pumplines owned by the
County and located on property now owned by Superior Valve, Inc., (formerly the Old
Men's Home). Costs under this agreement will not exceed $4,000.00.

ANNOUNCEMENTS
Chief Clerk made the following announcements:

1. County Offices would be closed on Tuesday, May 15th, for Election Day
2. The Prison Board meeting cancelled on Wednesday, May 9th, has been
rescheduled to Wednesday, May 16th
Solicitor Bassi presented to the Board for their consideration and approval
the following tax refunds.
