Minute No. 298 Washington County Commissioners Washington, PA, May 10, 1990 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Dave Suski, JTPA Director; Gary Gilman and Francis Pettit, Executive Assistants; Coroner Jackson; Phil Garrow, Publications and Information Coordinator; Barb Davis, Administrative Assistant; Mary Lynn Spilak, Debbie DeStefano and Angie Alampi of Aging Services; representatives of Area Agency on Aging; Ray Kasparek, President, AAA Advisory Council; a group of senior citizens; Linda Ritzer, Observer -Reporter; Pete Skirchak, Herald Standard; and Scott Herrington, WJPA. Chairman Mascara called the meeting to order at approximately 10:10 a.m. and entertained a motion to approve Minute Nos. 296 and 297. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving Minute Nos. 296 and 297 as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Chairman Mascara read a Proclamation declaring the month of May as "Older Americans Month". Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Ray Kasparek, President, AAA Advisory Council. OLD BUSINESS Solicitor Bassi recommended that the bids for Kitchen Ware/Supplies be awarded to the following vendors for the per unit costs submitted in their bid proposals: Curran -Taylor, Inc., McMurray, PA J. Gregory Restaurant Equipment, Monongahela, PA Lewis Bros. & Sons, Inc., Pittsburgh, PA Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bids as per above; these being the lowest responsible bids received in accordance with the specifications; and authorizing the Chief Clerk to readvertise for bids for those items for which no bids were received. Solicitor Bassi recommended that the bid for Instant Breakfast Drink for the WCHC be awarded to Bernard Food Industries of Valencia, Pa., for the per unit costs submitted in its bid proposal. Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bid as per above; this being the lowest responsible bid received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an Aircraft Hangar Tiedown Lease with Mark Mohler of Washington, Pennsylvania, for aircraft space at the Washington County Airport, effective May 1, 1990, at the rate of $35.00 per month. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Aircraft Hangar Tiedown Lease as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Reserve Capacity Agreement with F. and J. Landfill Company for a landfill located in Monongahela Township, Greene County. The term of the agreement is for a ten-year period, effective May 10, 1990. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Reserve Capacity Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Agreement with Attorney George Anthou relative to the provision of title searches for the Tax Claim Bureau. The Addendum provides for an increase in the rate of compensation from $130.00 per title search to $160.00 per title search, effective May 10, 1990. above. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Addendum as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for Supplies for Indigent Jail Inmates (indeterminate period 1990-91). 429 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. MASCARA, METRO PETROSKY, JR. EDWARD M. PALUSO, COMMISSIONERS ,_ Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Maintenance Agreement with the Monroe Systems for Business, Inc., of Pittsburgh, Pa., covering one Monroe Programmable Electronic Calculator located in the Domestic Relations Office. The Agreement is effective April 1, 1990, at an annual cost of $90.00. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Maintenance Agreement as per above; and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with Weavertown Environmental Group of Cecil, Pennsylvania, relative to the removal of a 2,000-gallon gasoline tank and associated vents and pumplines owned by the County and located on property now owned by Superior Valve, Inc., (formerly the Old Men's Home). Costs under this agreement will not exceed $4,000.00. above. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following travel requests: (0) 1. George Hagedorn of JTPA to attend a "Workshop in Interviewing Techniques and EEO Compliance" in Washington, Pa., on May 16, 1990 (R) 2. The following deputy sheriffs to attend basic training in Carlisle, Pa., on July 8 - August 3, 1990: T. Hammond, A. Interval, J. Lipniskis, M. Mackor, P. Puskarich and R. Sweeny (R) 3. Dennis Walters of Adult Probation to attend a conference of the Pennsylvania Association on Probation, Parole and Correction in Mount Pocono, Pa., on May 20-23, 1990 (0) 4. Beverly Small of Children & Youth to attend a workshop on "AIDS Education" sponsored by the University of Pittsburgh in Monroeville, Pa., on May 30, 1990 (0) 5. Andy Pagac, Director of Veterans, to attend the Annual Convention of the Pa. State Association of County Directors of Veterans in State College, Pa., on June 18-22, 1990 (0) 6. Lee Hanawalt and Kathi Hansen of LMA Day Care to attend the Second Annual NACCRRA Region II Conference in King of Prussia, Pa., on June 8-9, 1990 (0) 7. John Pettit, John DiSalle and Michael Fagella of the District Attorney's Office to attend the 7th Annual Criminal Law Symposium in Harrisburg, Pa., on June 1-2, 1990 (R) 8. Association of Court Management in King of Prussia, Pa., on June 3-6, 1990 (0) 10. District Justices P. Pozonsky, H. Mavrich, J. Lilley, W. Mark, L. Celaschi, J. Dutton, J. Ellis and R. Amati to attend the Special Court Judges' Association of Pa. Conference at Seven Springs, Pa., on June 20-23, 1990 (B/C) Board/Committee Member (0) Optional (R) Required Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing travel requests and authorizing payment of all necessary expenses related thereto. County Offices would be closed on Tuesday, May 15th, for Election Day 2. The Prison Board meeting cancelled on Wednesday, May 9th, has been rescheduled to Wednesday, May 16th Solicitor Bassi presented to the Board for their consideration and approval the following tax refunds. Moved by Mr. Paluso, seconded by Mr. Petrosky, that the Tax Assessment Office (or Tax Claim Bureau) be authorzed to prepare the following tax refunds due to either duplication or overpayment of real estate or personal property tax: 1. United Mine Workers Local No. 2026 (1990 County Tax) c/o William Finley Box 101 Westland, PA 15378 District: Mt. Pleasant District No: 460 - Section No: 009-01-01-0018-00 Amount: $24.27 2.
