Washington, PA, May 17, 1990
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Dave
Suski, JTPA Director; Gary Gilman and Francis Pettit, Executive Assistants; Coroner
Jackson; Phil Garrow, Publications and Information Coordinator; Barb Davis,
Administrative Assistant; Roland Bourke, Executive Director, Redevelopment Authority;
Linda Ritzer, Observer -Reporter; Pete Skirchak, Herald Standard; Jim Jefferson and
Carla Courie, WJPA.
Chairman Mascara called the meeting to order at approximately
10:05 a.m. and entertained a motion to approve Minute No. 298.

SPECIAL ORDER OF BUSINESS
Roland Bourke, Executive Director of the Redevelopment Authority, presented
to the Board for their consideration and approval a Resolution approving the FY1990
Community Development Block Grant Program and filing of the Final Statement of
Community Development Objectives and Projected Use of Funds.
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
Resolution.

Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Mr. Bourke presented to the Board for their consideration and approval a
Resolution approving budget revisions for the County's Community Development Programs
for Fiscal Years 1983, 1985, 1986, 1987, 1988 and 1989, respectively, authorized under
the Housing and Community Development Act of 1974, as amended.
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
Resolution.

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval an
Agreement with Three Rivers Diving of Canonsburg, Pennsylvania, for the performance of
underwater repair, maintenance and inspection at Cross Creek Lake at the rate of
$350.00 per day.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement with
Three Rivers Diving as per above.

Chief Clerk presented to the Board for their consideration and approval a
Right -of -Way Agreement with Bell Telephone Company relative to the construction of an
electronic switching box to be located on county -owned property in Chartiers Township
(near the fairgrounds).

Agreement as per above.

Chief Clerk presented to the Board for their consideration and approval an
Addendum to the Agreement with General Cryogenics Corporation relative to the provision
of industrial gases. The Addendum provides for the addition of acetylene and oxygen
gases for the Health Center, effective May 1, 1990.

Chief Clerk requested authorization to advertise for bids for (1) Lintel
Repairs at the WCHC; (2) Repairs to the Retaining Wall on Beau Street; and
(3) Housekeeping Supplies for the period of July 1 through December 31, 1990.
Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing the Chief Clerk to
advertise for bids as per above.

Chief Clerk presented to the Board for their consideration and approval a
Maintenance Agreement with Harris 3/M for four (4) new fax machines. The Maintenance
Agreement will become effective ninety (90) days after installation of the machines at
a cost of $218.00 each per year, totaling $872.00. This Maintenance Agreement is in
accordance with the bid proposal submitted by Lanier.

Chief Clerk presented to the Board for their consideration and approval an
Addendum to the Agreement between the Washington -Greene Drug and Alcohol Planning
Commission and the Highway Safety Agency relative to the preparation of artwork and
leasing of billboard space for the Christy Cooper DUI Campaign. The Addendum expands
the scope of the original agreement to allow Highway Safety to charge D&A for all
associated costs for the preparation and leasing of billboard space up to a maximum of
$6,000.00.

Relative to the JTPA Program, Chief Clerk presented to the Board for their
consideration and approval the following items:
1. Lease Agreement with the Trades and Labor Building located at 1 South
College Street, Washington, Pennsylvania, for the Summer Youth
Employment Program for the period of May 21, 1990 through August 31,
1990, at a rental cost of $359.13 for 663 square feet, utilities
included.
2. Rental of ten (10) parking spaces from the First United Methodist
Church at 29 North College Street, Washington, Pennsylvania, to
accommodate the summer staff at a cost of $10.00 per space per month.

relative to the JTPA Program.

MH/MR Annual County Plan and Budget Estimate as per above.
