PALUSO, COMMISSIONERS �._ �� - .- Minute No. 300 Washington County Commissioners Washington, PA, May 24, 1990 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Dave Suski, JTPA Director; Francis Pettit, Executive Assistant; Lou Lignelli, Director of Administration; Phil Garrow, Publications and Information Coordinator; Floyd Laubham, Planning Commission; Barb Davis, Administrative Assistant; Mary Helicke, Executive Secretary; Andy Pagac, Veterans Director; Joe Slabodgen of Washington and Carmen Carpenelli of Scenery Hill, Merchant Marine veterans; Jon Stevens, Observer -Reporter; Pete Skirchak, Herald Standard; Jim Jefferson and Carla Courie, WJPA. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute No. 299. written. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving Minute No. 299 as Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Chairman Mascara entertained a motion to adopt a Resolution approving the Addendum in the Sales Proceeds and Trust Agreement between the Redevelopment Authority and Pittsburgh National Bank which shall authorize the Redevelopment Authority to retain proceeds from the sale of proceeds without further County approval and without deposit into the Trust Account; and further authorizing the payment of additional sums to the Redevelopment Authority by the County as are necessary to complete Phase II of the Southpointe infrastructure construction. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Resolution. Roll call vote taken; Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Lou Lignelli, Acting Director of Human Services, and Andy Pagac, Veterans Director, recommended the Board's adoption of a Resolution authorizing that the American Merchant Marines in oceangoing service during the period of armed conflict, December 7, 1941 to August 15, 1945, shall receive all those benefits enumerated within the County Code. Those benefits include: (1) funeral expenses of deceased service persons; (2) burial of spouses of deceased service persons; (3) markers for graves and headstones; and (4) flags to decorate graves on Memorial Day. PALUSO, COMMISSIONERS Washington County will be the first county in the State of Pennsylvania to recognize American Merchant Marines with these benefits. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. OLD BUSINESS Solicitor Bassi recommended that the bids for Meat and Produce for the month of June be awarded to the following vendors for the per unit costs as submitted in their bid proposals: MEAT Green Valley Packing Company, Claysville, PA Jarrell & Rea, Inc., Pittsburgh, PA Kraft/Behrhorst, Bridgeville, PA REMARKS: It was noted that all bids were awarded to the lowest bidder, except for Items #32 and #34 for which Jarrell & Rea, the lowest bidder, did not bid the correct item; therefore the bid was awarded to the second lowest bidder. above. PRODUCE Kraft/Behrhorst, Bridgeville, PA (This was the only bid received.) Solicitor Bassi recommended that the bid for Lumber (Sections 1 and 3, Pine and Plywood) for the period of June 1 through December 31, 1990, be awarded to Donora Lumber Company of Donora, Pennsylvania, for the per unit costs submitted in its bid proposal. Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid as per above; this being the only bid received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for Lumber for Section 2 (Oak) be readvertised since no bids were received. Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing the Chief Clerk to readvertise for bids for Lumber for Section 2 (Oak) as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. 438 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. PALUSO, COMMISSIONERS Solicitor Bassi recommended that the bids for the Furnishing, Delivering and Installation of six (6) Prehung Doors for the Washington County Airport Terminal Building continue to be tabled for review. Moved by Mr. Paluso, seconded by Mr. Petrosky, that the bids for the Furnishing, Delivering and Installation of six (6) Prehung Doors for the Washington County Airport Terminal Building continue to be tabled as per above. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an Addendum to the Agreement with Neilan Engineers relative to the provision of professional engineering services on an as -needed basis. The Addendum provides for an increase in the schedule of rates, effective June 1, 1990. above. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Addendum as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Maintenance Agreement with Clark Cash Register Company of Pittsburgh, Pennsylvania, covering an Esper 7540-900 cash register located in the Sheriff's Office. The Maintenance Agreement is effective for the period of May 9, 1990 to May 9, 1991, at a cost of $240.00. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Maintenance Agreement as per above; and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval the following Addendums to Agreements with Try -Again Homes, Inc., relative to the Children and Youth Program: above. 1. Agreement for the provision of foster care services - Addendum increases contract maximum from $100,000.00 to $200,000.00. 2. Agreement for Title IV-E Independent Living Program for period of 10/1/89 through 9/30/90 - Addendum increases contract amount from $53,795.00 to $56,795.00 to reflect additional allocation from the State. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Addendums as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. PALUSO, COMMISSIONERS Chief Clerk requested authorization to advertise for bids for: (1) Housekeeping and Medical Supplies for Aging Services for the period of July 1 through December 31, 1990; and (2) Upgrading of Current Telephone Equipment for Human Services Departments. Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement for Janitorial Services with George Kelvington of Washington, Pennsylvania, relative to District Justice Lilley's office. The agreement is effective June 1, 1990, at the rate of $50.00 per month. (NOTE: This agreement replaces the agreement with Mary Frances Coleman which she has terminated as of May 31, 1990.) Chief Clerk presented to the Board for their consideration and approval a Resolution acknowledging that the County of Washington will provide the material (sleeper beams) as requested by PennDOT in its letter dated May 16, 1990, relative to the upgrade of the county bridge located on Canton Township Road 623 which will be used as part of an automobile detour route during construction of S.R. 0844, Section O1M, in Canton Township. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the Resolution as per above. REMARKS: Commissioner Petrosky commented that he has received a number of telephone calls from the Transportation Director at Trinity School District and residents of that area expressing concerns relative to this project in that the timeframe of the project (August through October) is one of the busiest times for that area as buses from Trinity School District traverse that route. He recommended that the Board send a letter to PennDOT requesting that PennDOT reconsider its schedule to possibly advance the dates of the project.
