PALUSO, COMMISSIONERS Minute No. 303 Washington County Commissioners Washington, PA, June 14, 1990 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Mary Helicke, Executive Secretary; Phil Garrow, Publications and Information Coordinator; Linda Ritaer, Observer -Reporter; Pete Skirchak, Herald Standard; Jim Jefferson and Carla Courie, WJPA. Chairman Mascara called the meeting to order at approximately 10:06 a.m. and entertained a motion to approve Minute No. 302. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving Minute No. 302 as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. OLD BUSINESS Solicitor Bassi recommended that the bid for the furnishing and delivering of a 1991 Dump Truck for the Parks and Recreation Department be awarded to the lowest bidder, Arnold Pontiac GMC, Inc., of Houston, Pennsylvania, for the amount of $26,728.00. Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid as per above; this being the lowest responsible bid received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for the furnishing and delivering of a 1990 Farm Tractor for the Parks and Recreation Department be awarded to the second lowest bidder, Sichi Farm Supply of Eighty Four, Pennsylvania, for the amount of $10,250.00. Solicitor Bassi explained that the lowest bidder, Bull International, Inc., did not meet the specifications as they pertain to the horsepower and hydraulic system. Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. CORRESPONDENCE Chief Clerk made available to the news media news releases relative to the following projects: (1) Southpointe Phase 2 (2) Malden Industrial Park 452 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. PALUSO, COMMISSIONERS NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval Change Order No. 2 to the contract with Calah Construction Corporation relative to the WCHC Canopy Roof Replacement Project. The Change Order increases the contract price by $353.00 and is for the removal of counterflashing and installation of a new termination bar. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Change Order as per above; and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Amendment to the Land Lease with Baldwin Electric Company (Chapman Corporation) for property located at the Washington County Airport. The Amendment provides for an adjustment of square footage from 26,528 sq. ft. to 24,888 sq. ft. and an increase in rental rates to $0.27Jsq. ft. for the period of June, 1990 through May, 1994 and $0.30jsq. ft. for the period of June, 1994 through May, 1998. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Amendment to Land Lease as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a proposal from York Realty of Washington, Pennsylvania, in the amount of $250.00 to perform an appraisal of a parcel of land situated in South Strabane Township which will be the location of an antennae for the Instrument Landing System (ILS) at the Airport. above. Moved by Mr. Paluso, seconded by Mr. Petrosky, accepting the proposal as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Addendum to the proposal of KPMG Peat Marwick relative to a reconciliation of records in the Controller's Office. The Addendum provides for an increase of,$10,000.00 (from $50,000.00 to $60,000.00) for fees due to the fact that KPMG Peat Marwick, for various reasons, encountered significantly more hours than their original estimate. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Addendum as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. renewal of the Maintenance Agreement with Simplex Time Recorder Company for the fire alarm system/fire alarm panel for the County Office Building for the period of July 1, 1990 through June 30, 1991, at a cost of $2,267.08. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving renewal of the Maintenance Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request to approve a one -month extension of the Christy Cooper billboard campaign which would include two billboards in Washington County and one billboard in Greene County at the following costs: (a) Patrick Media Group, Inc., for posting of two billboards in Washington County - Cost: $240.00 (b) Keystone Posting Company for posting of one billboard in Greene County - Cost: $175.00 (c) J. Michael Murray for four-color processing of three billboards - Cost: $1,722.55 It was noted that funding will be provided by the Washington -Greene County Drug and Alcohol Commission. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving a one -month extension of the Christy Cooper billboard campaign as per above; and authorizing the Chairman of the Board to execute all necessary documents relating thereto. Chief Clerk presented to the Board for their consideration and approval a Request for Waiver of Regulation to be submitted to the Pennsylvania Department of Public Welfare relative to the Children and Youth Program. The Waiver addresses the issues of: (a) 1/30 case management ratio; (b) the development of family service plans and service plan updates; and (c) provision of social services to status offender population. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving submission of the Request for Waiver of Regulation as per above; and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval a request to approve the following insurance renewal and additional endorsements: (1) Washington County Health Center - liability coverages, effective May 12, 1990 to May 12, 1991: Annual premium $75,000 Elevator Inspection Fee $ 600 Building Inspection Fee $ 220 PA Cat Fund Fee $18,750 TOTAL COST $94,670 (2) Two endorsements to automobile policy: (a) Increase number of automobiles to seventy-three (73) to coincide with 1990 car list, effective March 1, 1990; additional premium of $12,586.00 456 MINUTE BOOK Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the insurance renewal and additional endorsements as per above. Chief Clerk presented to the Board for their consideration and approval an Agreement with the Washington Women's Shelter, Inc., of Washington, Pennsylvania, for the purpose of providing expansion of emergency shelter services to the victims of domestic violence for FY90/91. The Agreement is in the amount of $40,000.00 and is funded in total by HUD. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Agreement with Washington Women's Shelter, Inc., as per above. Chief Clerk presented to the Board for their consideration and approval an invoice from Edward E. McDaniel, Arbitrator, relative to the Jail Guards Wage and Policy Unit parking grievance. The cost to the County and the Union is $625.00 each, for a total of $1,250.00. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving payment of the County's share of the invoice from Arbitrator Edward E. McDaniel as per above. Brady of the Court Administrator's Office to attend all meetings of the Pennsylvania Association of Court Management for which she was recently elected Secretary (0) 2. Judges' law clerks to attend the "Evidence Seminar" sponsored by the Pennsylvania Bar Institute at the George Washington Hotel on June 20, 1990 (R) 3. It was noted that this was the second time these items were bid and no proposals were submitted; therefore, these items could be purchased through the purchase order system in accordance with 73 P.S. Section 1641.
