Washington County Commissioners
Washington, PA, July 5, 1990
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Stephanie Parish, Secretary; Coroner
Jackson; Francis Pettit, Executive Assistant; Phil Garrow, Publications and Information
Coordinator; Floyd Laubham, Planning Commission; Lynda Pelky, President of
Fredericktown Area Chamber of Commerce; W. Floyd Gillis, Treasurer of Fredericktown
Area Chamber of Commerce; Andrea Hess, Secretary of Fredericktown Area Chamber of
Commerce; Jon Stevens, Observer -Reporter; Jim Jefferson and Carla Courie, WJPA.
Chairman Mascara called the meeting to order at approximately
10:05 a.m. and noted that approval of Minute Nos. 304 and 305 would be held in
abeyance.
SPECIAL ORDER OF BUSINESS
Chairman Mascara read a Proclamation designating July 13 through July 15,
1990, as "Fredericktown Bicentennial Weekend".
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
Proclamation.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
The Commissioners presented the Proclamation to Lynda Pelky, President of
Fredericktown Area Chamber of Commerce.
OLD BUSINESS
Solicitor Bassi recommended that the bid for the Washington County Health
Center Lintel Repairs be awarded to the lowest bidder, Dick Enterprises of Pittsburgh,
Pennsylvania, in the amount of $27,094.00.
Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bid as per above;
this being the lowest bid received in accordance with specifications.

Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Solicitor Bassi recommended that the bids for Meat and Produce for the month
of July be awarded to the following vendors for the per unit costs submitted in their
bid proposals:

Solicitor Bassi recommended that the bids for: (a) Office Supplies II,
(b) Kitchen Ware/Supplies II, (c) Kitchen & Housekeeping Supplies for Washington
County; and (d) Kitchen & Housekeeping Supplies for Washington County Aging Services
continue to be tabled for review.
Moved by Mr. Petrosky, seconded by Mr. Paluso, to continue to table the bids
as per above.

CORRESPONDENCE
Chief Clerk made available to the news media News Releases concerning the
following projects:
1. Demolition and Site Clearance Project - Borough of Canonsburg
2. 1990 Census "Were You Counted" Campaign
NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval an
Agreement with the Washington County Council on Economic Development for the provision
of office space for the University of Pittsburgh's Outreach Office.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement as per
above.

Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval a
Lease Agreement with North Strabane Township for the purpose of leasing office space
for District Justice Mavrich of Canonsburg, Pennsylvania. The term of the Agreement
will be from August 1, 1990 through July 31, 1993, at the rental rate of $750.00 per
month.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Lease Agreement
as per above.

Chief Clerk requested authorization to advertise for bids for Printed
Envelopes and Stationery.

Relative to the Children & Youth Program, Chief Clerk presented to the Board
for their consideration and approval Agreements with the following providers for the
provision of foster care or residential care services for FY90/91:

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval an
Amendment to the Agreement with the IGCO relative to emergency telephone answering
services. This amendment provides for an increase in the monthly rate from $500.00 to
$545.00 per month, retroactive to January 1, 1990.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Amendment to the
Agreement as per above; subject to final review by the Solicitor's Office.

Chief Clerk presented to the Board for their consideration and approval an
Amendment to the Agreement with Neilan Engineers relative to the provision of general
engineering services which the County uses on an as -needed basis. The purpose of this
Amendment is to increase the upper limit from $20,000.00 to $30,000.00 annually.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Amendment to the
Agreement as per above.

Solicitor Bassi presented to the Board for their consideration and approval

duplication or overpayment of real estate or personal property tax:
