MASCARA, METRO PETROSKY, JR , EDWARD M. PALUSO, COMMISSIONERS Minute No. 307 Washington County Commissioners Washington, PA, July 12, 1990 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Coroner Jackson; Francis Pettit, Executive Assistant; Barb Davis, Administrative Assistant; Dave Suski, JTPA Director; Linda Ritzer, Observer -Reporter; Chris Inserra, Herald Standard; Scott Herrington and Carla Courie, WJPA; and Ray Williams, interested citizen. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and noted that approval of Minute Nos. 304, 305 and 306 would be held in abeyance. OLD BUSINESS Solicitor Bassi recommended that the bids for Office Supplies II for the period of July 12, 1990 through October 31, 1990, be awarded to the following vendors for the per unit costs submitted in their bid proposals: Allegheny Computer Services, Pittsburgh, PA Alling & Cory, Pittsburgh, PA Wm. Murphy Data Services, Monongahela, PA Kero Corporation, Pittsburgh, PA Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bids as per above. REMARKS: It was noted that the Medical Reimbursement Forms were awarded to the next lowest bidder as the form proposed by the lowest bidder was not the correct form. All other items were awarded to the lowest bidder. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for Kitchen Ware/Supplies II be awarded to J. Gregory Restaurant Equipment of Monongahela, Pennsylvania, for the per unit costs submitted in its bid proposal. Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bid as per above; this being the lowest responsible bid received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for Kitchen & Housekeeping Supplies for County Buildings for the period of July 1, 1990 through December 31, 1990, be awarded to the following vendors for the per unit costs submitted in their bid proposals: U-0-1 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. PALUSO, COMMISSIONERS AGF Company, Pittsburgh, PA Amsco/Bionics Corporation, Pittsburgh, PA Airkem Professional Products, Pittsburgh, PA A-Z Janitorial Supply, Washington, PA Jack Frye Sales & Service, Clairton, PA Joseph Gartland, Gloucester, NJ Kraft/Behrhorst, Bridgeville, PA Marston Industries, Philadelphia, PA Morris Paper Company, Mars, PA Pitt Chemical & Sanitary Supply, Pittsburgh, PA West Penn Chemical, Bridgeville, PA Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids as per above; and authorizing the Chief Clerk to re -advertise for bids for certain items for which no bids were received. REMARKS: It was noted that all items were awarded to the lowest bidder, except for Item #77 which was specified a Hoover Upright Sweeper. The low bidder was providing a sweeper which did not meet the specifications; therefore, the bid was awarded to the second lowest bidder. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for Kitchen & Housekeeping Supplies for Aging Services for the period of July 1, 1990 through December 31, 1990, be awarded to the following vendors for the per unit costs as submitted in their bid proposals: AGF Company, Pittsburgh, PA Amsco/Bionics Corporation, Pittsburgh, PA A-Z Janitorial Supply, Washington, PA Jack Frye Sales & Service, Clairton, PA Kraft/Behrhorst, Bridgeville, PA Marston Industries, Philadelphia, PA Morris Paper Company, Mars, PA Pitt Chemical & Sanitary Supply, Pittsburgh, PA Washington Bar & Restaurant, Washington, PA Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids as per above; these being the lowest responsible bids received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval an Agreement with the Southwestern Pennsylvania Corporation relative to the 1990/91 Unified Planning Work Program year. 487 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R MASCARA, METRO PETROSKY, JR., EDWARD M. PALUSO, COMMISSIONERS above. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Advertising Contracts with Ryno Production, Inc., of Bridgewater, Pennsylvania, for the production of a 30-second video to be used for public service announcements and paid advertising to inform Washington County residents of the availability of subsidized child day care through the LMA Day Care Agency. The total cost for the video production, copy and advertising is $2,342.00 for a period of thirteen weeks (July 16th to October 14th). Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Advertising Contracts as per above; and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval (1) submission of the Housing Assistance and Bridge Housing Pre -Expenditure Plans to DPW for FY90/91 in the amount of $94,967.00; and (2) Agreements with the following agencies for administering these programs: Washington County Housing Authority: Bridge Housing Program $35,792.00 Housing Assistance Program $46,675.00 Washington -Greene Community Action Corporation: Bridge Housing Program $12,600.00 Moved by Mr. Petrosky, seconded by Mr. Paluso, approving submission of the Pre -Expenditure Plans and Agreements as per above. Roll call vote taken: Mr, Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an invoice in the amount of $400.00 from Arbitrator Elliot Newman of Pittsburgh, Pennsylvania, relative to the Prison Guards Wage and Policy Unit's overtime grievance. It was noted that the Union's share of the cost is also $400.00. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving payment of the County's share ($400.00) of the foregoing invoice. Krcelich of Human Services to attend the Pennsylvania Services Integration Consortium (PSIC) Summer Meeting in Huntingdon, Pa., on July 26-27, 1990 (0) 3. James E. Henry, Director of Children and Youth, Roger Metcalfe and Shelly Digon of the Budget Office, to attend a Western Regional Meeting of CYS Administrators regarding FY91/93 Plan in Clarion, Pa., on July 20, 1990 (0) 4. John Pettit, District Attorney, to attend the National District Attorney's Association Annual Summer Conference in Kalispell, Montana, on July 15-18, 1990 (0) Optional Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing travel requests and authorizing payment of all necessary expenses related thereto.
