Washington County Commissioners
Washington, PA, July 12, 1990
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Coroner
Jackson; Francis Pettit, Executive Assistant; Barb Davis, Administrative Assistant;
Dave Suski, JTPA Director; Linda Ritzer, Observer -Reporter; Chris Inserra, Herald
Standard; Scott Herrington and Carla Courie, WJPA; and Ray Williams, interested
citizen.
Chairman Mascara called the meeting to order at approximately
10:05 a.m. and noted that approval of Minute Nos. 304, 305 and 306 would be held in
abeyance.
OLD BUSINESS
Solicitor Bassi recommended that the bids for Office Supplies II for the
period of July 12, 1990 through October 31, 1990, be awarded to the following vendors
for the per unit costs submitted in their bid proposals:
Allegheny Computer Services, Pittsburgh, PA
Alling & Cory, Pittsburgh, PA
Wm. Murphy Data Services, Monongahela, PA
Kero Corporation, Pittsburgh, PA
Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bids as per
above.
REMARKS: It was noted that the Medical Reimbursement Forms were awarded to the next
lowest bidder as the form proposed by the lowest bidder was not the correct
form. All other items were awarded to the lowest bidder.

Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Solicitor Bassi recommended that the bid for Kitchen Ware/Supplies II be
awarded to J. Gregory Restaurant Equipment of Monongahela, Pennsylvania, for the per
unit costs submitted in its bid proposal.
Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bid as per above;
this being the lowest responsible bid received in accordance with specifications.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Solicitor Bassi recommended that the bids for Kitchen & Housekeeping Supplies
for County Buildings for the period of July 1, 1990 through December 31, 1990, be
awarded to the following vendors for the per unit costs submitted in their bid
proposals:

Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids as per
above; and authorizing the Chief Clerk to re -advertise for bids for certain items for
which no bids were received.
REMARKS: It was noted that all items were awarded to the lowest bidder, except for Item
#77 which was specified a Hoover Upright Sweeper. The low bidder was
providing a sweeper which did not meet the specifications; therefore, the bid
was awarded to the second lowest bidder.

for Aging Services for the period of July 1, 1990 through December 31, 1990, be awarded
to the following vendors for the per unit costs as submitted in their bid proposals:

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval an
Agreement with the Southwestern Pennsylvania Corporation relative to the 1990/91
Unified Planning Work Program year.

Chief Clerk presented to the Board for their consideration and approval
Advertising Contracts with Ryno Production, Inc., of Bridgewater, Pennsylvania, for the
production of a 30-second video to be used for public service announcements and paid
advertising to inform Washington County residents of the availability of subsidized
child day care through the LMA Day Care Agency. The total cost for the video
production, copy and advertising is $2,342.00 for a period of thirteen weeks (July 16th
to October 14th).
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Advertising
Contracts as per above; and authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval (1)
submission of the Housing Assistance and Bridge Housing Pre -Expenditure Plans to DPW
for FY90/91 in the amount of $94,967.00; and (2) Agreements with the following agencies
for administering these programs:
Washington County Housing Authority:
Bridge Housing Program $35,792.00
Housing Assistance Program $46,675.00
Washington -Greene Community Action Corporation:
Bridge Housing Program $12,600.00
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving submission of the
Pre -Expenditure Plans and Agreements as per above.

Chief Clerk presented to the Board for their consideration and approval an
invoice in the amount of $400.00 from Arbitrator Elliot Newman of Pittsburgh,
Pennsylvania, relative to the Prison Guards Wage and Policy Unit's overtime grievance.
It was noted that the Union's share of the cost is also $400.00.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving payment of the
County's share ($400.00) of the foregoing invoice.
