Washington County Commissioners
Washington, PA, August 2, 1990
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Coroner
Jackson; Lou Lignelli, Director of Administration; Dave Suski, JTPA Director; Barb
Davis, Administrative Assistant; Mary Helicke, Executive Secretary; Francis Pettit,
Executive Assistant; Phil Garrow, Publications and Information Coordinator; Linda
Ritzer, Observer -Reporter; Pete Skirchak, Herald Standard; Jim Jefferson and Carla
Courie, WJPA.
Chairman Mascara called the meeting to order at approximately
10:05 a.m. and entertained a motion to approve Minute No. 309.

OLD BUSINESS
Solicitor Bassi recommended that the bid for the Nightstands for the
Washington County Health Center be awarded to Gatti Medical Supply of Indiana,
Pennsylvania, for the per unit cost of $113.55 (total amount of $11,355.00 for 100
nightstands).
Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bid as per above;
this being the lowest responsible bid received in accordance with specifications.

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval a
Resolution declaring that acquisition, construction and financing of the Washington
Hospital Project through the Washington County Hospital Authority is desirable for the
health, safety and welfare of the people in the area served by the Project. It was
noted that a public hearing relative to the project was held on June 14, 1990.

revised Travel Policy for County officials and employees, effective August 6, 1990.

Policy as per above.

Chief Clerk presented to the Board for their consideration and approval
revised Fee Schedules of (1) Ambulance and Chair Service of Washington, effective
June 1, 1990; and (2) V.F.W. Post 191 Ambulance Service of Canonsburg, effective
January 1, 1990.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the revised Fee
Schedules as per above.

Chief Clerk presented to the Board for their consideration and approval an
Audit Proposal submitted by John S. Milinovich & Associates of Washington,
Pennsylvania, relative to the Washington -Greene Drug and Alcohol Program for FY89/90.
Fees for the audit will be $3,000.00 plus out-of-pocket expenses.
Moved by Mr. Petrosky, seconded by Mr. Paluso, accepting the Audit Proposal
as per above and authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval a
Program Management Agreement and Operation Plan to be submitted to the Pennsylvania
Department of Agriculture relative to the Temporary Emergency Food Assistance Program
(TEFAP) for the period of October 1, 1990 through December 31, 1993. It was noted that
the Agreement and Operation Plan includes designation of the Washington -Greene
Community Action Corporation as the Lead Agency for administering this program. It was
noted that this item had been held in abeyance at the last meeting.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Program
Management Agreement and Operation Plan as per above.

Chief Clerk presented to the Board for their consideration and approval a
Certification to be executed as required by DPW which states that the County is in
compliance with the provisions of Section 2005(a)(9) of Title XX of the Social Security
Act and the federal regulation promulgated under 45 CFR Subpart G - Social Services
Block Grants, which prohibit the use of Title XX funds to provide compensation to
persons or agencies who have been suspended or terminated from the Medicare or Medicaid
Programs (Titles XVIII and XIX of the Social Security Act).

Chief Clerk presented to the Board for their consideration and approval a
recommendation to appoint a 911 Planning Advisory Committee consisting of
representatives of law enforcement, firemen, emergency services/emergency medical
services, hospital and medical community, current community dispatchers, county
representatives and technical support groups, the names of which would be submitted at
a later date. It was noted that this action was being recommended as a result of the
passage of Senate Bill 576 which Governor Casey signed into law on July 9, 1990 (Act 78
of 1990) .

a 911 Planning Advisory Committee as per above.

Pennsylvania State Association of County Commissioners in
Greensburg, Pa., on August 29, 1990

request and authorizing payment of all necessary expenses related thereto.

Chief Clerk made the following announcements:
1. Due to the Commissioners attending the PSACC Convention, the Agenda
and Board meetings scheduled for August 8-9, 1990, have been
cancelled.
2. The August Prison Board Meeting has been rescheduled from Wednesday,
August 8, to Wednesday, August 15.
Solicitor Bassi presented to the Board for their consideration and approval
the following tax refunds.
Moved by Mr. Paluso, seconded by Mr. Petrosky, that the Tax Assessment Office
(or Tax Claim Bureau) be authorized to prepare the following tax refunds due to either
duplication or overpayment of real estate or personal property tax:
