Washington County Commissioners
Washington, PA, August 30, 1990
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Assistant Solicitor Emery; Linda Hands,
Clerk -Steno II; Coroner Jackson; Lou Lignelli, Director of Administration; Dave Suski,
JTPA Director; Linda Bell, Assistant JTPA Director; Francis Pettit, Executive
Assistant; Duane Kavka, Director of Human Services; George Krcelich, Assistant Director
of Human Services; Andy Pagac, Veterans Director; Steve Shaner, Director of Drug and
Alcohol; Ron Barshick, Director of MH/MR; Jim Henry, Director of Children and Youth;
Mary Lynn Spilak, Director of Aging Services; Launa Haney Post, Gypsy Moth Coordinator;
Jim Goodrich, Diversified Human Services; Al Janovich; Don Angelone; Bill Stewart of
Burgettstown; Attorney Ken Yablonski; Linda Ritaer, Observer -Reporter; Pete Skirchak,
Herald Standard; and Jim Jefferson, WJPA.
Chairman Mascara called the meeting to order at approximately
10:05 a.m. and entertained a motion to approve Minute Nos. 311, 312 and 313.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving Minute Nos. 311, 312
and 313 as written.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
OLD BUSINESS
Assistant Solicitor Emery recommended that the bid for the Courthouse
Retaining Wall Repair Project be awarded to Tam Construction, Inc., of Bethel Park,
Pennsylvania, for the amount of $41,700.
Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bid as per above;
this being the lowest responsible bid received in accordance with specifications.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Assistant Solicitor Emery recommended that the bids for Meat and Produce for
the Month of September be awarded to the following vendors for the per unit costs
submitted in their bid proposals:

CORRESPONDENCE
Chief Clerk made available to the news media a news release relative to the
following:
1. Canonsburg Borough Street Improvements Project
NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval an
Addendum to the Land Lease with Songer Construction Corporation. The Addendum provides
for Songer Construction Corporation to install and operate a fuel tank on the leased
premises and pay to the County a flowage fee of $.04 per gallon.

Chief Clerk presented to the Board for their consideration and approval an
Engineering Services Agreement with Neilan Engineers for the design and construction of
a sand storage building at the Washington County Airport. Engineering fees for this
project will not exceed $3,500.00.,
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Engineering
Services Agreement as per above; and authorizing the Chairman of the Board to so
execute.

Chief Clerk presented to the Board for their consideration and approval an
Engineering Proposal submitted by Monaloh Basin Engineers of Bridgeville, Pennsylvania,
in the amount of $7,058.97 relative to the Granville Channel Improvement Project
located on Pike and Gorby Runs in the Borough of Granville.
Moved by Mr. Paluso, seconded by Mr. Petrosky, accepting the Engineering
Proposal as per above.

Chief Clerk presented to the Board for their consideration and approval
Modifications to Agreements with the following contractors relative to the JTPA
Program:
per above.
1. Modification to Agreement #1155-90 with Triangle
Tech to allow for the inclusion of one additional
classroom training slot, making a new total of 25
participants. The contract amount will remain the
same. The additional slot is a result of overestimated
costs in other line items.
2. Modification to Agreement #1158-90 with Pittsburgh
Institute of Aeronautics to increase the contract amount
from $33,618.00 to $35,939.00 (increase of $2,321.00).
The increase is to correct an underestimation of
carryover costs.
3. Modification to Agreement #1150-90 with Pittsburgh
Institute of Aeronautics to increase the contract amount
from $24,864.00 to $25,459.00 (increase of $595.00). The
increase is to allow for tools not budgeted in the original
agreement.

Chief Clerk presented to the Board for their consideration and approval a
letter to be submitted to the Pennsylvania Bureau of Forestry, DER, Suppression
Activities Section, requesting that the County be included in the 1991 Gypsy Moth
Suppression Program.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving submission of the
foregoing letter and authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval the
following items relative to Human Services:
1. Authorize an Agreement with Dattilo, Barry, Fasulo and
Cambest, P.C., of Pittsburgh, Pennsylvania, for legal
and advisory services for implementation of a Human
Services Authority at the hourly rate of $125.00, for
a total not to exceed $7,500.00
2. Authorize an Agreement with Diversified Health Services
of Plymouth Meeting, Pennsylvania, for expert advice and
service in developing and implementing a refinancing
structure and obtaining an optimum reimbursement level
and net cost at hourly rates set forth in their proposal
($125.00 - $175.00), for a total not to exceed $10,000.00
3. Authorize an Agreement with J. Wendell Ramey consistent
with and contingent upon approval of the County's PSACC/DPW
Technical Assistance Grant Application; compensation to
Mr. Ramey will not exceed $3,500.00
Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing the foregoing
Agreements.

Chief Clerk announced that County Offices would be closed on Monday,
September 3rd, for the Labor Day holiday.

Assistant Solicitor Emery presented to the Board for their consideration and
approval the following tax refund.
Moved by Mr. Paluso, seconded by Mr. Petrosky, that the Tax Assessment Office
(or Tax Claim Bureau) be authorized to prepare the following tax refund due to either
duplication or overpayment of real estate or personal property tax:

(During the recess, the Commissioners held a news conference for the purpose of
announcing their intent to create a Human Services Authority.)
11:10 a.m. - Meeting reconvened for the purpose of opening bids.
Controller Belcastro opened and read the following bid:
EXCAVATION, TESTING, TRANSPORT AND DISPOSAL OF CONTAMINATED SOIL FOR WASHINGTON COUNTY
1. Weavertown Transport Leasing, Inc.

Total Amount of Bid: $45,817.00
Assistant Solicitor Emery noted that the bid was not accompanied
by the required 10% bid security; therefore, it would have to be
rejected.

rejected and authorizing the Chief Clerk to readvertise for bids.
