Washington County Commissioners
Washington, PA, September 6, 1990
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Coroner
Jackson; Francis Pettit, Executive Assistant; Linda Ritzer, Observer -Reporter;
Pete Skirchak, Herald Standard; and Jim Jefferson and Karen O'Connor, WJPA.
Chairman Mascara called the meeting to order at approximately
10:05 a.m. and entertained a motion to approve Minute No. 314.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving Minute No. 314 as
written.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval an
Application for Federal Assistance in the amount of $775,000.00 to be submitted to the
Federal Aviation Administration for Phase IV of the Washington County Airport Runway
Rehabilitation, Parallel Taxiway Construction and Medium Intensity Taxiway Lighting
(MITL) Project. The estimated total project cost is $861,110.00 with the State and
County each contributing $43,055.00.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving submission of the
Application for Federal Assistance as per above; and authorizing the Chairman of the
Board to so execute.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval a
Location Agreement with Dark Half Productions, Inc., of Pittsburgh, Pennsylvania,
relative to filming at Cross Creek Park.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Location
Agreement as per above.

Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval a
Lease Renewal Agreement with W. Bryan Pizzi, II, Sue K. Pizzi and Janice Rosenberg for
office space for the Highway Safety Program. The term of the renewal would be from
October 1, 1990 through September 30, 1991, at the same rental rate of $750.00 per
month.

Agreement as per above.

Chief Clerk requested authorization to advertise for bids for two (2)
replacement convection ovens for the Washington County Health Center.
Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing the Chief Clerk to
advertise for bids as per above.

Chief Clerk presented to the Board for their consideration and approval the
following travel requests:
(0) 1. Terri Rae Bartosh of Highway Safety Program to attend the 1990
(Reimbursable) Governor's Highway Safety Conference in Harrisburg, Pa., on
October 10, 1990
(0) 2. J. Bracken Burns, Director of Emergency Management Services, to
(Reimbursable) attend a Chemistry of Hazardous Materials Course sponsored by the
Pennsylvania Emergency Management Agency (PEMA) in Lewistown, Pa.,
on September 10-14, 1990 and September 17-21, 1990
(0) 3. George Krcelich of Human Services to attend the Pennsylvania
(Reimbursable) Services Integration Consortium (PSIC) Meeting in Somerset, Pa., on

Classification (CMC) and Risk/Needs Assessment Training Session
sponsored by the Pennsylvania Board of Probation and Parole in
Allison Park, Pa., on August 27-31, 1990

requests and authorizing payment of all necessary expenses related thereto.

duplication or overpayment of real estate or personal property tax:
