HomeMy WebLinkAboutCOMM - Meeting Minutes - 316 - 9-13-1990 - COMMISSIONER528 Washington County Commissioners Washington, PA, September 13, 1990 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Assistant Solicitor Emery; Linda Hands, Clerk -Steno II; Francis Pettit, Executive Assistant; Lou Lignelli, Director of Administration; Bill Sember, Director of Planning; Joe Giecek, Director of Parks and Recreation; Wayne Fleming, Director of Revenue; Mary Lynn Spilak, Debbie DeStefano, Angie Alampi and Christine Barnhart of Aging Services; Kathy Costantino, AAA; Phil Garrow and Floyd Laubham, Planning Commission; Jan Profio, Executive Director, BCC Adult Day Care Center; Jeff Yates, EMS Operations Officer; Ken Krupa, Billie Jane Morris and Kay Jo Fischer, EMS Council Officers; a group of senior citizens from the McDonald Senior Citizens Center; Cliff Gorski, WESA; Linda Ritzer, Observer -Reporter; Pete Skirchak, Herald Standard; and Jim Jefferson, WJPA. Chairman Mascara called the meeting to order at approximately 10:10 a.m. and entertained a motion to approve Minute No. 315. written. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving Minute No. 315 as Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Commissioner Paluso read a Proclamation declaring the week of September 16-22, 1990, as "Adult Day Care Center Week". Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Jan Profio, Executive Director of BCC Adult Day Care Center. Commissioner Petrosky read a Proclamation declaring the week of September 16-22, 1990, as "Emergency Medical Services Week". Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Off icer. The Commissioners presented to the Proclamation to Jeff Yates, EMS Operations Ff 7 Government for Senior Citizens. Lela Young, President, gave a brief history of the McDonald Center. OLD BUSINESS Assistant Solicitor Emery recommended that the bids for Medical Supplies for Washington County continue to be tabled for review. Moved by Mr. Petrosky, seconded by Mr. Paluso, to continue to table the bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a renewal of a System Service Agreement with Moore Business Equipment for the imprint detacher equipment located in Data Processing. The renewal includes an increase from $908.00 to $1,135.00 per year, effective October 1, 1990. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving renewal of the System Service Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with the Washington County Housing Authority to provide homeless assistance under the Human Services Development Fund (HSDF) for FY90/91 for an amount not to exceed $40,000.00. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement as per above. items: Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for the following 1. Installation of Instrument Landing System (ILS) for the Washington County Airport 2. Printed Forms for 1990-91 3. Office Supplies for period of ,11/1/90 - 4/30/91 Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. 530 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R MASCARA, METRO PETROSKY, JR., EDWARD M. PALUSO, COMMISSIONERS Chief Clerk presented to the Board for their consideration and approval a Service Agreement with Building Systems and Services of Bridgeville, Pennsylvania, for two Liebert air conditioning units for computer room equipment. The Service Agreement provides for four inspections per unit per year at a cost of $816.00 per year per unit. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Service Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with AAqua Associates, Limited, of Bethel Park, Pennsylvania, for the provision of professional liquids testing and advice relative to the maintenance and operation of the heating/ventilating/air conditioning systems at the Courthouse, Jail and Courthouse Square buildings. The services will be provided at the rate of $100.00 per service call and will not exceed $1,200.00 per year. above. Chief Clerk presented to the Board for their consideration and approval requests from the following funeral home directors for burial expense reimbursement of deceased indigent county residents in the amount of $300.00: 1. Jerome A. Stefkovich Funeral Home of Avella Deceased Indigent: Michael Roberts of Cross Creek Township 2. William Neal Funeral Home of Washington Deceased Indigent: Earl W. Dawson of North Strabane Township Moved by Mr. Petrosky, seconded by Mr. Paluso, approving payment of $300.00 to each of the funeral home directors listed above; this action being in accordance with Section 2166 of The County Code. Chief Clerk presented to the Board for their consideration and approval a Grant Application in the amount of $15,976.00 to be submitted to the Pennsylvania Commission on Crime and Delinquency for the Crime Victim/Witness Assistance Program for calendar year 1991. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving submission of the Grant Application as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. 531 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. PENNSYLVANIA FRANK R. MASCARA, METRO PETROSKY, JR., EDWARD M. PALUSO, COMMISSIONERS _ _ Chief Clerk presented to the Board for their consideration and approval a Resolution approving an Amendment to the Articles of Incorporation of the Washington County Hospital Authority which will enable the Hospital Authority to expand its authority to cover nursing homes and other types of health care institutions other than hospitals. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a recommendation to appoint Bernard G. Kubitza of Ellsworth to the Washington County Hospital Authority, filling a vacancy of which the term will expire December 31, 1991. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing appointment. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with Rita Ross of Washington for court reporting services, effective October 1, 1990. It was noted that she would replace Susan Relich who has been appointed to the full-time position of Support Court Reporter. above. Chief Clerk presented to the Board for their consideration and approval the following travel requests: (R) 1. Mark Stewart of the Jail to attend the Basic Training Academy sponsored by the Department of Corrections in Camp Hill, Pa., on October 1-26, 1990 (0) 2. Lou Lignelli, Director of Administration, to attend the 1990 (Reimbursable) Governor's Highway Safety Conference in Harrisburg, Pa., on October 10, 1990 (0) Optional (R) Required Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing travel requests and authorizing payment of all necessary expenses related thereto.
