PALUSO, COMMISSIONERS Minute No. 317 Washington County Commissioners Washington, PA, September 20, 1990 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Chairman Mascara called the meeting to order at approximately 10:15 a.m. and entertained a motion to approve Minute No. 316. Moved by Petrosky, seconded by Mr. Paluso, approving Minute No. 316 as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS The Commissioners presented a $500.00 educational scholarship award from the Daubenspeck Scholarship Fund to Damon Pabst who has been in foster care for the past eight years and has enrolled at California University in the environmental science department. The Commissioners presented a certificate to Cindy Giles of Fredericktown, Miss Mon Valley 1990. Commissioner Petrosky read a Proclamation designating Friday, September 21, 1990, as "POW -MIA Recognition Day". Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Proclamation. 536 MINUTE BULK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. PENNSYLVANIA FRANK R. The Commissioners presented the Proclamation to Tom Paciorek, Board Member, Vietnam Veterans of America, Chapter 444. Launa Haney Post, Educational Coordinator, Washington County Conservation District, reported on her recent trip to Washington, DC, to accept the "Take Pride in America" award which was presented to the Conservation District and Foodland supermarkets for its participation in the national "Take Care - Be Environmentally Aware" program. (The meeting recessed briefly for the purpose of taking pictures.) OLD BUSINESS Solicitor Bassi recommended that the bids for Medical Supplies for the period of October 1, 1990 through March 31, 1991, be awarded to the following vendors for the per unit costs submitted in their bid proposals: Calgon Vestal Laboratories, Wheeling, WV Gatti Medical Supply, Indiana, PA General Medical Corporation, Erie, PA Hollister, Inc., Libertyville, IL McKnight Respiratory Homecare Service, New Eagle, PA Medline Health Care Company, Mundelein, IL Penn Medical Supply, Inc., McMurray, PA Redline Medical Supply, Pittsburgh, PA Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bids as per above. Motion carried unanimously. CORRESPONDENCE Chief Clerk announced that the next course of instruction for prospective district justices will be conducted November 12 - December 8, 1990. Chief Clerk made available to the news media a news release relative to the Dunlevy Street Improvement Project. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a Memorandum of Understanding with the Washington City Mission whereby the County will donate to the City Mission recycable solid waste products as mandated by Act 101 and, in turn, the City Mission will use all monies derived from the donated solid waste products for the provision of shelter to the homeless or near homeless of Washington County. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Memorandum of Understanding as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Chief Clerk presented to the Board for their consideration and approval Resolutions in connection with the following two projects of the Washington County Hospital Authority: per above. 1. Applicant: Bethesda Foundation Project: Acquisition of nursing home facilities in Waynesburg, Meadville, Cambridge, Titusville and Altoona Maximum Amount of Issue: $45,000,000 2. Chief Clerk presented to the Board for their consideration and approval a Service Contract Renewal with Sani-Air Service for the servicing of air fresheners at the Washington County Health Center at the rate of $3.50 per air freshener per month. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Service Contract Renewal as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Extension to the Lease Agreement with Xerox Corporation for an additional 24-month period for the Xerox 5042 copier located in the Recorder of Deeds Office. The Extension would be effective October 1, 1990, through September 30, 1992, at a cost of $204.00 per month in accordance with State Contract #3610-01. HOUSTON FLOOD MATTER Mayor Henry Polinski of the Borough of Houston, Barbara Antonietta, Borough Council President, other Council Members and Debbie Leroy and a group of Houston Borough residents attended the meeting in order to seek the Commissioners' support for a flood control project along Chartiers Creek in light of the recent flooding which occurred on September 7th. Both Mayor Polinski and Council President Barbara Antonietta requested that a meeting of local, county, state and federal officials be set up in order to discuss possible solutions to the flooding problems. The Commissioners noted that preliminary cost estimates to extend the Chartiers Creek Flood Control Project amount to approximately $6.5 million and the sponsor's share would be approximately $2 million. The Commissioners also noted that the rain and flooding that occurred in the Houston and Avella areas exceeded the 100-year flood frequency. However, some Houston residents who live near the creek stated that they have experienced flooding when less rain has fallen. Roland Bourke, Executive Director of the Redevelopment Authority, explained how the original flood control project developed and the reasons why Phase II was not completed. Jeff Yates, EMS Operations Officer, commented on EMS's response time and activities during the rainstorm that began on September 6th. Wayne Fleming, Director of Revenue, reported on the preliminary damage assessment that his staff did following the flood. The Commissioners suggested that the residents explore the matter of purchasing flood insurance as there are sixty-one homes in the Houston area that would be eligible for flood insurance but only eleven property owners currently carry flood insurance. 541 budget to see if there is any money available to assist in the clean-up of the flood area. He further stated that a study should be undertaken, in conjunction with the federal and state government, as soon as possible to make recommendations as to what should be done to solve the flooding problems. He also suggested that the Borough enforce its dumping ordinance so that the streams remain clean. The Commissioners stated that they would make arrangements to set up a meeting of local, county, state and federal officials in order to discuss possible solutions to the flooding problems.
