PALUSO, COMMISSIONERS Minute No. 318 Washington County Commissioners Washington, PA, September 27, 1990 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Assistant Solicitor Emery; Linda Hands, Clerk -Steno II; Francis Pettit, Executive Assistant; Lou Lignelli, Director of Administration; Bill Sember, Director of Planning; Duane Kavka, Director of Human Services; Jim Henry, Children and Youth Administrator; Bracken Burns, Director of Emergency Services; Phil Garrow and Floyd Laubham, Planning Commission; Coroner Jackson; Dave Suski, JTPA Director; Barb Davis, Administrative Assistant; Mary Helicke, Executive Secretary; Mary Lynn Spilak and Debbie DeStefano of Aging Services; Attorney Jack Cambest; Lynn Loresch, Mental Health Association; Florence Ritacco, Assistant Purchasing Agent; District Justice Ron Amati; Vi Williford, President, Gold Star Mothers; Lawrence Taylor, United Way Coordinator; Richard McVicker, President of the Monongahela Senior Citizens Site Council, and a group from the Monongahela Senior Citizens Center; Linda Ritzer, Observer -Reporter; Pete Skirchak and Colleen Gentilcore, Herald Standard; and Scott Herrington, WJPA. Chairman Mascara called the meeting to order at approximately 10:50 a.m. and noted that approval of Minute No. 317 would be held in abeyance. SPECIAL ORDER OF BUSINESS Commissioner Mascara read a Proclamation designating Sunday, September 30, 1990, as "Gold Star Mothers Day". Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to V1 Williford, President of the Washington County Chapter of the Gold Star Mothers. Commissioner Petrosky read a Proclamation designating the week of October 8-12, 1990, as "United Way Week". Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Lawrence Taylor, United Way Coordinator. 543 DINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. PENNSYLVANIA FRANK R. MASCARA, METRO PETROSKY, JR., EDWARD M. PALUSO, COMMISSIONERS A group of senior citizens from the Monongahela Senior Citizens Center was in attendance at the meeting as part of the Commissioners Orientation Program of County Government for Senior Citizens. Richard McVicker, President of the Monongahela Senior Citizens Site Council, gave a brief history of the Monongahela Center. OLD BUSINESS Solicitor Bassi recommended that the bids for Meat and Produce for the month of October be awarded to the following vendors for the per unit costs submitted in their bid proposals: Meat: Green Valley Packing Co., Claysville, PA Jarrell & Rea, Inc., Pittsburgh, PA Kraft/Behrhorst, Bridgeville, PA Produce: Total award to Kraft/Behrhorst, Bridgeville, PA, being the lowest bid in total. Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bids as per above; these being the lowest responsible bids received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bid for the Excavation, Testing, Transport and Disposal of Contaminated Soil be awarded to the lowest bidder, Weavertown Environmental Group of Canonsburg, Pennsylvainia, for the unit prices submitted in its bid proposal. Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid as per above; this being the lowest responsible bid received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a Resolution signifying the desire and intention of the County to organize an Authority under the Municipality Authorities Act of 1945, as amended; setting forth the proposed Articles of Incorporation of the Washington County Human Services Authority; authorizing the proper officers of the County of Washington to execute said Articles of Incorporation for and on behalf of the County and repealing all resolutions or parts of resolutions inconsistent herewith. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the Resolution as per above. Roll call vote taken. Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. 544 MINUTE B❑❑K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY. PENNSYLVANIA FRANK R. MASCARA, METRO PETROSKY, JR., EDWARD M PALUSO, COMMISSIONERS 1- Chief Clerk presented to the Board for their approval and ratification a Grant Agreement with the Federal Aviation Administration in the maximum amount of $775,000.00 relative to Phase IV of the Airport Runway Rehabilitation and Parallel Taxiway Construction Project. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving and ratifying execution of the Grant Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Memorandum of Agreement with the Federal Aviation Administration which outlines the County's responsibilities for the operation and maintenance of the Partial Instrument Landing System (Localizer, Distance Measuring Equipment (DME) and Nondirectional Beacon (NDB) at the Washington County Airport. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Memorandum of Agreement as per above; and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with Dark Half Productions, Inc., for the purposes of (1) utilizing the Courthouse on either October 2Oth or October 27th to film a scene in its upcoming production for a sum of $750.00 plus any additional expenses that the County may incur as a result of making the Courthouse available for producing a scene; and (2) for the general use of County personnel to assist in the film production at the rate of $11.00 per hour, for a total not to exceed $5,000.00. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement with Dark Half Productions, Inc., as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Meter Rental Agreement with Pitney Bowes for the postage machine located in the Domestic Relations Office at a cost of $50.00 per month. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Meter Rental Agreement as per above. Roll call vote taken; Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. 545 MINUTE B❑❑K Commercial Business for the addition of one slot in professional secretarial training. The contract amount will increase from $67,577.00 to $62,518.00 and the slot level will increase from 11 to 12. above. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Amendment as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with Realty Tax Associates, Inc., of Pittsburgh, Pennsylvania, for the provision of four 5-hour training sessions for Washington County assessors for a total amount of $600.00. above. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Supplemental Budget Appropriation Request in the amount of $50,000.00 for the Economic Development Department. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Supplemental Budget Appropriation Request as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following travel requests: (0) 1. Colleen Martos of Highway Safety Program to attend an Operations (Reimbursable) Lifesavers Conference in Harrisburg, Pa., on October 18, 1990 (0) 2. Darla J. Pepper and Rose Moore of Aging Services to attend a (Reimbursable) Seminar entitled "How to Supervise Better" in Pittsburgh, Pa., on December 5, 1990 (0) 3. Angela Alampi and Deborah DeStefano of Aging Services to attend a (Reimbursable) Seminar on "Senior Center Program Development & Implementation" sponsored by the Pennsylvania Association of Area Agency on Aging Directors, Inc., in Monroeville, Pa., on October 29-30, 1990 (0) d. ANNOUNCEMENT The Commissioners announced that in response to the flooding that occurred in the Houston Borough and Cross Creek Township areas, they have dispatched staff to these areas to examine the streams for possible obstructions that may have contributed to the recent flooding. If there are obstructions in and around the stream beds, and if it is within the County's capability to correct the situation, it will be done. Further, the Commissioners have instructed their staff to: (1) identify property owners along the stream; (2) prepare for work crews to cut trees and clear debris from certain stream banks, if necessary; and (3) communicate with Houston Borough concerning the possible use of vehicles and equipment. The Commissioners also noted that a meeting is being arranged for Thursday, October 4th, among local, county, federal and state officials along with officials from the Army Corps of Engineers and the U.S. Soil Conservation Service to explain the possibility of long term solutions to the flooding problems. The Commissioners stated that they will request the Federal Government to conduct a study of the Chartiers Creek Watershed in the Houston area to determine the best method of flood control. They will also speak to the U.S. Soil Conservation Service concerning the degree of flood protection that exists in the Cross Creek area. SOLICITOR Solicitor Bassi presented to the Board for their consideration and approval the following tax refunds.
