Washington, PA, October 4, 1990
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Francis
Pettit and Ed DuJordan, Executive Assistants; Jim Henry, Children and Youth
Administrator; Phil Garrow and Floyd Laubham, Planning Commission; Coroner Jackson;
Dave Suski, JTPA Director; Barb Davis, Administrative Assistant; Mary Helicke,
Executive Secretary; Mary Lynn Spilak, Debbie DeStefano and Angie Alampi of Aging
Services; Jack Welty, Data Processing; Bill Prentice, Property and Supplies; Art
VanBriggle and David Smith, Firemen's Association; John Wilson, Executive Director,
Washington -Greene Community Action Corporation; Frances Leo and a group from the
Charleroi Senior Citizens Center; Linda Ritzer, Observer -Reporter; Colleen Gentilcore,
Herald Standard; and Jim Jefferson, WJPA.
Chairman Mascara called the meeting to order at approximately
10:05 a.m. and noted that approval of Minute Nos. 317 and 318 would be held in
abeyance.
SPECIAL ORDER OF BUSINESS
Commissioner Petrosky read a Proclamation designating the week of
October 7-13, 1990, as "Fire Prevention Week".
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
Proclamation.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
The Commissioners presented the Proclamation to Art VanBriggle, Secretary -
Treasurer of the Firemen's Association.
Commissioner Paluso read a Proclamation designating the week of
October 7-13, 1990, as "Washington -Greene Community Action Corporation Week".
Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing
Proclamation.

Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
The Commissioners presented the Proclamation to John Wilson, Executive
Director of the Washington -Greene Community Action Corporation.
A group of senior citizens from the Charleroi Senior Citizens Center was in
attendance at the meeting as part of the Commissioners Orientation Program of County
Government for Senior Citizens. Frances Leo gave a brief history of the Charleroi
Center.

Chief Clerk made available to the news media News Releases relative to the
following projects:
1. Union Township Waterline Improvements Project
2. HUD Grant Approval for Washington County Housing Authority
Projects at Valley View Terrace, Jollick Manor and Crumrine Tower

Chief Clerk presented to the Board for their consideration and approval a
Proclamation designating October 1-7, 1990, as "Physical Therapy Week".
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
Proclamation.

Chief Clerk presented to the Board for their consideration and approval the
FY91-93 Plan Update and Budget for Children and Youth Social Services to be submitted
to the Department of Public Welfare. The budget figures are as follows:

Chief Clerk presented to the Board for their consideration and approval an
Agreement with Carousel Day Care of Belle Vernon, Pennsylvania, for the provision of
day care services for the period of October 4, 1990, through June 30, 1991.

advertise for bids as per above.

Chief Clerk presented to the Board for their consideration and approval a
proposal from Diversified Evaluation Company of Pittsburgh, Pensylvania, for
professional services in connection with an evaluation overview of the Corning Glass
Works located in Charleroi, Pennsylvania, which will be utilized in connection with an
appeal of the assessed valuation of the Corning Glass Works by Corning Glass. Fees for
these services will be $2,500.00, inclusive of out-of-pocket expenses. In addition,
fees for an appearance before the Board of Assessment would be at the rate of $150.00
per hour.

ANNOUNCEMENTS
Chief Clerk announced that the County Offices would be closed on Monday,
October 8th, for the Columbus Day Holiday.
Chief Clerk also announced that a Salary Board Meeting will be held on
October 11, 1990.
SOLICITOR
Solicitor Bassi presented to the Board for their consideration and approval
the following tax refund.
Moved by Mr. Paluso, seconded by Mr. Petrosky, that the Tax Assessment Office
(or Tax Claim Bureau) be authorized to prepare the following tax refund due to either
duplication or overpayment of real estate or personal property tax:
