Washington, PA, October 18, 1990
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Francis
Pettit, Executive Assistant; Phil Garrow and Floyd Laubham, Planning Commission;
Coroner Jackson; Barb Davis, Administrative Assistant; Mary Lynn Spilak, Debbie
DeStefano and Angie Alampi of Aging Services; Bill Prentice, Property and Supplies;
Retha Conklin and a group from the Burgettstown Senior Citizens Center; Linda Ritzer,
Observer -Reporter; Colleen Gentilcore, Herald Standard; and Jim Jefferson, WJPA.
Chairman Mascara called the meeting to order at approximately
10:05 a.m. and entertained a motion to approve Minute No. 320.

SPECIAL ORDER OF BUSINESS
A group of senior citizens from the Burgettstown Senior Citizens Center was
in attendance at the meeting as part of the Commissioners Orientation Program of County
Government for Senior Citizens. Retha Conklin gave a brief history of the Burgettstown
Center.
OLD BUSINESS
Solicitor Bassi recommended that the bids for Meat and Produce for the month
of November be awarded to the following vendors for the per unit costs submitted in
their bid proposals:
Meat:
Green Valley Packing Co., Claysville, PA
Jarrell & Rea, Inc., Pittsburgh, PA
Kraft/Behrhorst, Bridgeville, PA
Produce:
Total award to Albano's, Washington, PA,
being the lowest bid in total.
Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids
as per above; these being the lowest responsible bids received in accordance with
specifications.

Washington County Health Center be awarded to Gatti Medical Supply of Indiana,
Pennsylvania, in the total amount of $5,885.00 (28 linen carts).
Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid as per above;
this being the lowest bid received in accordance with specifications.

Chief Clerk made available to the news media News Releases relative to the

NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval an
Agreement with ABCO Fire Protection Company of Pittsburgh, Pennsylvania, for the
purpose of inspecting and maintaining the fire suppresant systems at the Cross Creek,
Washington and Canonsburg Senior Citizens Centers for a total annual cost of $338.10.

Chief Clerk presented to the Board (in their capacity as ex-officio members
of the Board of Elections) for their consideration and approval a request to approve a
rental increase in the polling place for Peters Township A-1, A-2 and D-2 which is
located in the Peters Township Fire Department Social Room. It was noted that the fire
department has leased this facility to a catering service which has requested a rental
fee of $250.00 from the County. It was also noted that Larry Spahr, Director of
Elections, has contacted the Peters Township School Superintendent to obtain available
space for polling places for these voting precincts for 1991 in order to avoid such a
high cost.

Chief Clerk presented to the Board for their consideration and approval a
Memorandum of Agreement with the Genealogical Society of Utah for the purpose of
microfilming 1781-1850 Accounts (Probate Records) located in the Register of Wills
Office. The microfilming will be done without charge; however, the County will provide
space for temporary installation of a microfilm camera. The Society will provide to
the County one microfilm copy of the filmed records.
