Washington County Commissioners
Washington, PA, October 25, 1990
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Francis
Pettit and Ed DuJordan, Executive Assistants; Phil Garrow, Publications and Information
Coordinator; Coroner Jackson; Barb Davis, Administrative Assistant; Mary Helicke,
Executive Secretary; Debbie DeStefano and Angie Alampi of Aging Services; Bill
Prentice, Property and Supplies; Linda Bell, Assistant Director of JTPA;
Jean Teale and a group from the Bentleyville Senior Citizens Center; Frances Vactor,
Lou Waller, Joan Griffin, Hazel Lewis and Jim McDonald, representatives of the
Washington Branch NAACP; Linda Ritzer, Observer -Reporter; Colleen Gentilcore, Herald
Standard; Jim Jefferson, WJPA; Lynda Taylor, Post -Gazette; Martin Jamison and John
Quayle, KDKA-TV.
Chairman Mascara called the meeting to order at approximately
10:05 a.m. and entertained a motion to approve Minute No. 321.

SPECIAL ORDER OF BUSINESS
Commissioner Mascara read a Proclamation declaring the week of October 21-28,
1990, as "National Association for the Advancement of Colored People Recognition Week".
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
Proclamation.

Motion carried unanimously.
The Commissioners presented the Proclamation to Frances Vactor, President,
Washington Branch NAACP, and Lou Waller, NAACP Convention Chairman.
A group of senior citizens from the Bentleyville Senior Citizens Center was
in attendance at the meeting as part of the Commissioners Orientation Program of County
Government for Senior Citizens. Jean Teale gave a brief history of the Bentleyville
Center.
NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval a
Change Order to the contract with Dick Enterprises, Inc., relative to the WCHC Lintel
Repair Project. The Change Order increases the original contract price by $3,933.00

also provides for an additional four days for completion of the project.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Change Order as
per above; and authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval an
Agreement with Mon Valley Opportunities Industrialization Center for the purpose of
serving ten (10) Single Point of Contact (SPOC) participants in a pre -employment
training program. The contract total would be $12,500.00 and the contract term is
November 1, 1990 to June 30, 1991.

Loss Prevention Program Policy Statement which has been developed in conjunction with
Travelers Insurance Company.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Loss Prevention
Program Policy Statement as per above.

Chief Clerk presented to the Board for their consideration and approval a
request to authorize an Agreement with Heus-Stept Productions for the purpose of using
the Courthouse and Jail to produce a public broadcasting systems movie entitled

"Darrow". The production company will pay the County $300.00 per day plus all
additional costs incurred by the County in support of the production.
Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing an Agreement with
Heus-Stept Productions as per above, contingent upon final review by the Solicitor's
Office.

Chief Clerk requested authorization to advertise for bids for Laundry
Supplies for the Washington County Health Center and Jail for indeterminate 1990/91.
Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing the Chief Clerk to
advertise for bids as per above.

Chief Clerk presented to the Board for their consideration and approval a
Resolution approving the "Pittsburgh Association for the Education of Young Children"
as an association/organization concerned with governmental affairs in accordance with
Section 446 of The County Code.
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
Resolution.

Chief Clerk presented to the Board for their consideration and approval a
Fee Schedule of Brownsville Ambulance Service, Inc., relative to ambulance services for
the Coroner's Office.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Fee Schedule as
per above and authorizing payment of all expenses related thereto.

Chief Clerk presented to the Board for their consideration and approval a
request from the Philip L. DeRienzo Funeral Home, Inc., of Donora, Pennsylvania, for
burial expense reimbursement of a deceased indigent county resident (Mildred Jean
Behanna) in the amount of $300.00.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving payment of $300.00
to the Philip L. DeRienzo Funeral Home, Inc., as per above; this action being in
accordance with Section 2166 of The County Code.

10:50 A.M. - PUBLIC HEARING - IDA PROJECT
At this time, the Board of Commissioners, in conjunction with the Washington
County Industrial Development Authority, held a public hearing for the purpose of
accepting public comments on the following proposed bond issue which was
presented by Attorney George Retos, Solicitor for the Washington County Industrial
Development Authority. Those in attendance included: Commissioners Mascara, Petrosky
and Paluso; Chief Clerk Dallatore; Attorney George Retos; Attorney John Shorall; Jeanne
M. Rudick of Duquesne Light; and Linda Ritzer, Obsever-Reporter.

Project: Refunding of existing financing, $50,000,000
Allegheny County Industrial Development Autority
Pollution Control Revenue Bonds, Series D (Duquesne
Light Company Project), issued in 1981 for the
acquisition, construction and equipping of certain
facilities located at the Elrama Power Station
situate in Allegheny and Washington Counties, and the
Phillips Power Station situate in Allegheny County,
