Minute No. 323 Washington County Commissioners Washington, PA, November 1, 1990 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Francis Pettit and Ed DuJordan, Executive Assistants; Phil Garrow and Floyd Laubham, Planning Commission; Coroner Jackson; Barb Davis, Administrative Assistant; Mary Helicke, Executive Secretary; Mary Lynn Spilak, Debbie DeStefano and Angie Alampi of Aging Services; Bill Prentice, Property and Supplies; Duane Kavka, Human Services Director; Teresa Coulter and a group from the Beth Center Senior Citizens Center; Senator J. Barry Stout; Charles Crouse of Senator Stout's Office; Valeriy Shuikov, Deputy of the Supreme Soviet of Russian and Chief of the Soviet's Permanent Committee; Julia Poger, State Department Interpreter; Linda Ritzer, Observer -Reporter; Colleen Gentilcore, Herald Standard; and Jim Jefferson, WJPA. Chairman Mascara called the meeting to order at approximately 10:10 a.m. and entertained a motion to approve Minute No. 322. written. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving Minute No. 322 as Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Senator J. Barry Stout introduced Valeriy Shuikov, Deputy of the Supreme Soviet of Russia and Chief of the Soviet's Permanent Committee, who is visiting Pennsylvania as part of a five -country delegation participating in the 1990 U.S. Election Study Program sponsored by the American Council of Young Political Leaders. A group of senior citizens from the Beth Center Senior Citizens Center was in attendance at the meeting as part of the Commissioners Orientation Program of County Government for Senior Citizens. Teresa Coulter gave a brief history of the Beth Center. OLD BUSINESS Solicitor Bassi recommended that the bid for the Installation of a Partial ILS (Localizer, DME and NDB) at the Washington County Airport continue to be tabled for review. Moved by Mr. Petrosky, seconded by Mr. Paluso, to continue to table the bid as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. PALUSO, COMMISSIONERS NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a renewal proposal to be submitted to the Pennsylvania Department of Transportation as a continuation of the Highway Safety Program for the Period of January 1, 1991, through September 15, 1991, at an estimated budget amount of $113,696.00. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving submission of the renewal proposal as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes;. Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request to authorize a Highway Safety Mini -Grant in the amount of $350.00 with the Central Greene School District for the purpose of assisting the school district in administering a Car Seat Loan -A -Program to its students. The grant will be used to acquire additional car seats as well as the repair of existing seats. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Highway Safety Mini -Grant as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Addendum to the Agreement with Dark Half Productions in the amount of $500.00 for the purpose of leasing a 1980 Chevrolet in the County fleet for a period up to six working days. In addition, the production company will attach a floodlight which will be made permanent on the vehicle. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Addendum as per above. Roll call vote taken; Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following items relative to the LMA Day Care Program for FY90/91: 1. Addendum to Provider Agreement with Barbara Garrett of California, Pennsylvania, which reflects that the provider does not offer a sibling rate 2. Provider Agreement with Kathleen Zippay of Charleroi, Pennsylvania Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Addendum and Agreement as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. 571 1 u Long Term Care Provider Agreement with the Pennsylvania Department of Public Welfare for the Washington County Health Center's participation in the Medical Assistance Program. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Long Term Care Provider Agreement as per above and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. County Offices would be closed on Tuesday, November 6th, for Election Day 2. A Salary Board Meeting would be held on November 6th 10:30 a.m. - Meeting recessed. (Commissioner Petrosky left the meeting.) 10:46 a.m. - Meeting reconvened for the purpose of opening bids. CHIEF CLERK 10:50 A.M. - PUBLIC HEARING - IDA PROJECT At this time, the Board of Commissioners, in conjunction with the Washington County Industrial Development Authority, held a public hearing for the purpose of accepting public comments on the following proposed bond issue which was presented by Attorney George Retos, Solicitor for the Washington County Industrial Development Authority. Those in attendance included: Commissioners Mascara and Paluso; Chief Clerk Dallatore; Kathy Emery, Assistant County Solicitor; Attorney George Retos; Paul Belcastro, County Controller; Ed DuJordan and Francis Pettit, Executive Assistants; Attorney Wayne D. Gerhold; Tom Walker of American Typlax, Inc.; and a group of Beth Center senior citizens. Applicant: American Typlax Systems, Inc. Project: Acquisition of a rubber and plastic recycling facility at 41 Detroit Avenue, Washington, Pennsylvania Amount of Proposed Issuance: Not to exceed $12,000,000 Public Comments: An unidentified male senior citizen of Beth Center questioned the company's procedure of recycling discarded tires. Tom Walker of American Typlax, Inc., explained the procedure used. Public hearing ended at approximately 11:00 a.m.
