PALLISO, COMMISSIONERS Minute No. 325 Washington County Commissioners Washington, PA, November 15, 1990 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Phil Garrow and Floyd Laubham, Planning Commission; Coroner Jackson; Duane Kavka, Director of Human Services; Barb Davis, Administrative Assistant; Edward James, Executive Director, Joanne Sarkett, Director of Development and Public Relations, and Dana Quinn, Donor Liaison, representatives of Try -Again Homes, Inc.; Mayor Sonny Spossey; Linda Ritzer, Observer -Reporter; Lynn Mancuso, WKEG; and Jim Jefferson, WJPA. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and entertained a motion to approve Minute Nos. 323 and 324. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving Minute Nos. 323 and 324 as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. OLD BUSINESS Solicitor Bassi recommended that the bids for Meat and Produce for the month of December be awarded to the following vendors for the per unit costs submitted in their bid proposals: Meat: Green Valley Packing Co., Claysville, PA Jarrell & Rea, Inc., Pittsburgh, PA Kraft/Behrhorst, Bridgeville, PA Produce: Total award to Kraft/Behrhorst, Bridgeville, PA, being the lowest bid in total. Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids as per above; these being the lowest responsible bids received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for the Collection Services for Certain Delinquent Accounts of the Office of the Clerk of Courts continue to be tabled for review. CORRESPONDENCE The Commissioners announced that they have submitted a letter to the Pennsylvania Department of Corrections notifying the Department that the County intends to make application for jail construction funds that will come from the $200 million bond issue which was approved by voters in the recent general election. The County will use the funds for the expansion of a minimum security institution. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval Addendums to Provider Agreements with Washington YMCA and Southvue Child Learning Center relative to the LMA Day Care Program for FY90/91. The Addendums reflect minor decreases in the daily rates. above. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Addendums as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following travel requests: (0) 1. Jim Henry, Director of Children and Youth, to attend a conference on "AIDS Policy Development for Non -Profits" sponsored by the Washington Community AIDS Task Force at the Holiday Inn Meadowlands on November 20, 1990 (0) 2. Dawn Miller of the Health Center to attend a seminar entitled "Hearing Impairment and Aging" sponsored by the Southwestern Pennsylvania Area Agency on Aging, Inc., at the Mon Valley Health Center on November 29, 1990 (R) 3. Joseph Meny and Shelley Homme of Adult Probation to attend a course entitled "Getting Organized & Staying Organized" sponsored by the Board of Probation and Parole in Monroeville, Pa., on November 28-29, 1990 (0) Optional (R) Required Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing travel requests and authorizing payment of all necessary expenses related thereto. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. ANNOUNCEMENTS Chief Clerk made the following announcements: 1. The Prison Board meeting cancelled on Wednesday, November 14, has been rescheduled to Wednesday, November 21. 2. The monthly Retirement Board meeting will be held on Thursday, November 29. Solicitor Bassi presented to the Board for their consideration and approval the following tax refunds. Moved by Mr. Paluso, seconded by Mr. Petrosky, that the Tax Assessment Office (or Tax Claim Bureau) be authorized to prepare the following tax refunds due to either duplication or overpayment of real estate or personal property tax: 1. SPECIAL ORDER OF BUSINESS Commissioner Mascara read a Proclamation declaring the week of November 18- 24, 1990, as "Family Week". Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Edward James, Executive Director of Try -Again Homes, Inc. 10:15 a.m. - Meeting recessed. 10:30 a.m. - Meeting reconvened for the purpose of opening bids.
