PALUSO, COMMISSIONERS ----- _ _ ....._ Minute No. 326 Washington County Commissioners Washington, PA, November 29, 1990 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Phil Garrow and Floyd Laubham, Planning Commission; Coroner Jackson; Duane Kavka, Director of Human Services; Lou Lignelli, Director of Administration; Francis Pettit, Executive Assistant; Dave Suski, JTPA Director; Bill Prentice, Property and Supplies; Barb Davis, Administrative Assistant; Mary Helicke, Executive Secretary; Angie Alampi and Debbie DeStefano of Aging Services; Jeannie Simms, Field Program Director, American Lung Association; Ann Suhon and a group from the Cross Creek Senior Citizens Center; Ray Kasparek of the Claysville Senior Citizens Center; Linda Ritzer, Observer -Reporter; Lynn Mancuso, WKEG; Colleen Gentilcore, Herald Standard; and Jim Jefferson, WJPA. Chairman Mascara called the meeting to order at approximately 10:10 a.m. and entertained a motion to approve Minute No. 325. written. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving Minute No. 325 as Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. SPECIAL ORDER OF BUSINESS Commissioner Petrosky read a Proclamation declaring the week of December 2-8, 1990, as "Christmas Seal Week". Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. The Commissioners presented the Proclamation to Jeannie Simms, Field Program Director of the American Lung Association. A group of senior citizens from the Cross Creek Senior Citizens Center was in attendance at the meeting as part of the Commissioners Orientation Program of County Government for Senior Citizens. Ann Suhon gave a brief history of the Cross Creek Center. Ray Kasparek, President of the Claysville Senior Citizens Center, made some brief comments concerning the history of the Claysville Center. The Commissioners noted that again this year a series of Christmas concerts, sponsored by Trombino Music, Four Star Pizza and Cameron Coca-Cola, will be held daily 11, beginning December 9th through 21st. PALUSO, COMMISSIONERS OLD BUSINESS Solicitor Bassi recommended that the bids for Office Supplies for the period of November 29, 1990 through April 30, 1991, be awarded to the following vendors for the per unit costs submitted in their bid proposals: Alling & Cory, Pittsburgh, PA Badzik Printing, Donora, PA Cordage Paper Company, Pittsburgh, PA E. W. Curry, Pittsburgh, PA Diskriter, Inc., Pittsburgh, PA Moore Business Forms, Pittsburgh, PA Pengad Company, Bayonne, NJ Slagle's Business Machines, Washington, PA Top Office Products, Charleroi, PA Wm. Murphy Data Services, Monongahela, PA Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bids as per above, these being the lowest responsible bids received in accordance with specifications; and authorizing the Chief Clerk to re -advertise for bids for certain items for which no bids were received or incorrect items were bid. Solicitor Bassi recommended that the bids for the Collection Services for Certain Delinquent Accounts of the Office of the Clerk of Courts be rejected and re -advertised. Moved by Mr. Petrosky, seconded by Mr. Paluso, rejecting the bids as per above and authorizing the Chief Clerk to re -advertise for bids. NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a renewal of the Agreement with Cross Creek Township for maintenance of L.R. 62035 and L.R. 62022 for the period of December 4, 1990 through December 3, 1991, for an amount not to exceed $2,500.00. above. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Agreement as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Technical Assistance Grant Project Application to be submitted to the Pennsylvania Department of Community Affairs for funding in the amount of $4,000.00 for a feasibility study of the Henry House located in Mingo Creek Park. The County's share of the project costs is $6,000.00. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving submission of the Technical Assistance Grant Project Application as per above. Chief Clerk presented to the Board for their consideration and approval a Resolution approving the Southwestern Pennsylvania Partnership for Aging as an association/organization concerned with governmental affairs in accordance with Section 446 of The County Code. above. Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the Resolution as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Relative to the Washington -Greene MH/MR Program, Chief Clerk presented to the Board for their consideration and approval an Agreement with the Western Pennsylvania School for the Deaf of Pittsburgh, Pennsylvania, for the provision of early intervention services to hearing impaired children at the rate of $30.00 per visit, not to exceed $6,000.00. The term of the contract is November 1, 1990 through June 30, 1991. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement as per above. Chief Clerk presented to the Board for their consideration and approval an Agreement with Dennis Presky of Chartiers Township for the use of a pair of amateur radio frequencies to be used by the County's Emergency Management Agency during communication emergencies. There are no costs involved except that the County will assume responsibility for maintenance of the frequencies. above. Chief Clerk presented to the Board for their consideration and approval a recommendation to reappoint Gaylord Sheller of Claysville, Pennsylvania, to the Soil Conservation District Board of Directors for a four-year term, effective January 1, 1991, through December 31, 1994. above. Moved by Mr. Petrosky, seconded by Paluso, approving the reappointment as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Highway Safety Project Grant Agreement with PennDOT in the amount of $113,696.00 for the period of January 1, 1991 through September 15, 1991. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Highway Safety Project Grant Agreement as per above, designating the Director of Administration as Project Director and authorizing the Chairman of the Board to execute the Grant Agreement and the Chief Clerk to attest to same. Chief Clerk presented to the Board for their consideration and approval a renewal Lease Agreement with Millcraft Center Limited Partnership for the provision of office space for hearing rooms for the two-year period effective November 15, 1990 through November 14, 1992. This renewal lease increases the rate from $9.25 to $10.00 per square foot. The annual rental rate is $59,320.08 ($4,943.34 per month). Chief Clerk presented to the Board for their consideration and approval a request to solicit proposals for a minimum of 2500 square feet of storage space. ANNOUNCEMENTS Chief Clerk announced that the proposed 1991 County Budget is available for public inspection and that a final budget will be adopted on either December 20th or December 27th. Each of the Commissioners made a few comments concerning the proposed budget. (Controller Belcastro, Sheriff Fazzoni and Mike Prascak, Director of Information Systems, entered the meeting.)
