MASCARA, METRO PETROSKY, JR., EDWARD M. PALUSO, COMMISSIONERS Minute No. 327 Washington County Commissioners Washington, PA, December 6, 1990 The Board of Washington County Commissioners met in regular session in the Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Coroner Jackson; Duane Kavka, Director of Human Services; Francis Pettit, Executive Assistant; Dave Suski and Linda Bell, JTPA Office; Jon Stevens, Observer -Reporter; Barbara Loeper, WKEG; Colleen Gentilcore, Herald Standard; and Jim Jefferson, WJPA. Chairman Mascara called the meeting to order at approximately 10:10 a.m, and entertained a motion to approve Minute No. 326. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving Minute No. 326 as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. OLD BUSINESS Solicitor Bassi recommended that the bids for Lumber for the period of December 15, 1990 through June 1, 1991, be awarded to the following vendors for the per unit costs submitted in their bid proposals: Donora Lumber Company Donora, PA West Elizabeth Lumber Company Elizabeth, PA Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bids as per above; these being the lowest responsible bids received in accordance with specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Solicitor Bassi recommended that the bids for the Support Services for the Judicial Information System continue to be tabled for review. Moved by Mr. Paluso, seconded by Mr. Petrosky, to continue to table the bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. CORRESPONDENCE Chief Clerk made available to the news media a News Release in reference to the following project: 1. Street and Sidewalk Reconstruction Projects East Bethlehem - Ellsworth - Beallsville 594 MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. PALUSO, COMMISSIONERS NEW BUSINESS Chief Clerk presented to the Board for their consideration and approval a Right -of -Way Agreement with West Penn Power Company for the purpose of relocating an existing power line at the Arden Fairgrounds which crosses the power line at the Arden Trolley Museum. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Right -of -Way Agreement as per above and authorizing the Chairman of the Board to so execute. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Grant Application to be submitted to DPW for the CYS Title IV-E Independent Living Program. The Grant Application is in the amount of $51,595.00. In addition, the County is requesting a supplemental grant of $8,000.00. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving submission of the Grant Application as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Resolution approving the Pennsylvania Association for Consolidated Transportation (PACT) as an association/organization concerned with governmental affairs in accordance with Section 446 of The County Code. above. Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the Resolution as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following maintenance price adjustments from Unisys Corporation, effective February 1, 1991: Burroughs 1800 equipment Current Monthly Cost: $5,227.46 New Monthly Cost: $5,593.38 Unisys 5000/95 hardware Current Monthly Cost: $1,509.48 New Monthly Cost: $1,601.56 Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the maintenance price adjustments as per above. PALUSO, COMMISSIONERS x.r..W Chief Clerk presented to the Board for their consideration and approval a Resolution providing to salaried, management and non -union personnel the benefit of reimbursement for unused accumulated sick days up to 140 days at the rate of $25.00 per day, upon retirement or death. above. Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the Resolution as per Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk requested authorization to advertise for bids for integrated data processing services and equipment for the Domestic Relations Office. Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing the Chief Clerk to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval the following travel requests: (0) 1. John Sim, David Underwood, Nancy Gray and Barbara Gerbec of Children & Youth to attend a Seminar entitled "Borderline Personality Disorder" sponsored by the Western Psychiatric Institute and Clinic Center for Continuing Education in the Health Sciences - University of Pittsburgh at the Holiday Inn Meadowlands on December 17, 1990 (0) 2. John Penderville of Juvenile Probation to attend a Seminar on "Children & Youth Act 148 (CY28) Reporting Requirements" sponsored by DPW in Brookville, Pa., on December 7, 1990 (0) 3. Marilyn Raytak of the Clerk of Courts Office who attended a Seminar on "Act 122" sponsored by the Pennsylvania Department of Transportation in Warrendale, Pa., on December 4, 1990 (0) 4. Tom Zibrida, Director of Engineering and Maintenance, to attend a PENNVIP meeting sponsored by PSACC in Hershey, Pa., on December 11, 1990 (0) Optional Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing travel requests and authorizing payment of all necessary expenses related thereto.
