Washington County Commissioners
Washington, PA, December 13, 1990
The Board of Washington County Commissioners met in regular session in the
Public Meeting Room, Courthouse Square, Washington, Pennsylvania, with the following
members being present: Commissioners Mascara, Petrosky and Paluso. Also being
present: Chief Clerk Dallatore; Solicitor Bassi; Linda Hands, Clerk -Steno II; Coroner
Jackson; Lou Lignelli, Director of Human Services; Jim Henry, CYS Director; Francis
Pettit, Executive Assistant; Dave Suski, JTPA Director; Coroner Jackson; Jack Welty,
Data Processing; Mary Lynn Drewitz, Court Administrator; Robert Bailey and Robert
Letzeisen of RBA Professional Data Systems; Beverly Small and Mary Heaton of CYS; Kathy
Dunn, representative of the Family Support Group, Company B 1st BN 110th Infantry,
Pennsylvania Army National Guard; Jon Stevens, Observer -Reporter; Colleen Gentilcore,
Herald Standard; and Jim Jefferson, WJPA.
Chairman Mascara called the meeting to order at approximately
10:10 a.m. and entertained a motion to approve Minute No. 327.

SPECIAL ORDER OF BUSINESS
The Commissioners presented Certificates of Appreciation to The Diamond Band
and the Family Support Group of Company B 1st BN 110th Infantry, Pennsylvania Army
National Guard, who co -sponsored a "Canonsburg Country Christmas for Kids" benefit on
December 9th. As a result of the benefit, $943.65 as well as a significant number of
toys were donated to the Children and Youth Program for children in need.
In addition, it was noted that the Washington County Bar Association is also
making a donation of over $1,000.00 to Children and Youth for children in foster care
to purchase winter clothing.
OLD BUSINESS
Robert Bailey of RBA Professional Data Systems reported to the Board on his
review of the two bids which were received for the Support Services for the Judicial
Information System. He noted that the only vendor to successfully meet the
specifications was GTE as Honeywell Bull offered an alternative type bid. He also
noted that Honeywell Bull's proposal does not comply with the bid specifications as
they do not have approval to use the Montgomery County software. Some discussion
followed.

Inc., for a 5-year
period in the maximum amount of $3,339,157.00.

this being the only bid received in accordance with specifications.

CORRESPONDENCE
Chief Clerk noted receipt of correspondence from the Administrative Office of
Pennsylvania Courts that the next course of instruction for prospective district
justices will be conducted February 4 - March 1, 1991.
NEW BUSINESS
Chief Clerk presented to the Board for their consideration and approval a
Contract with the Department of Veterans Affairs Medical Center for the furnishing of
nursing home services at the Washington County Health Center to beneficiaries of the
Veterans Administration for calendar year 1991. The rates are as follows: $100.00 per
day for Skilled Care and $90.00 per day for Intermediate Care.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Contract as per
above and authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval a
Modification to the JTPA Master Plan for FY91/92 to be submitted to the Pennsylvania
Department of Labor and Industry, Bureau of Job Training Partnership.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving submission of the
JTPA Master Plan Modification as per above.

Chief Clerk presented to the Board for their consideration and approval Rate
Adjustment Notices from Blue Cross/Blue Shield of Western Pennsylvania relative to the
monthly premium rates for calendar year 1991. The monthly rates which will be
increased are as follows; the other rates remain unchanged.

Chief Clerk presented to the Board for their consideration and approval a
renewal of the group employee life insurance policy with Medical Life Insurance Company
for calender year 1991 at the same rate of $0.23 per $1,000.00.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the group employee
life insurance policy renewal as per above.

Chief Clerk presented to the Board for their consideration and approval a
revised Fee Schedule of Washington Ambulance and Chair Service in connection with the
Coroner's Office. The revised Fee Schedule reflects an increase from $230.00 to
$295.00 for the removal of deceased bodies, effective November 16, 1990.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the revised Fee
Schedule as per above.

Solicitor Bassi recommended the Board's adoption of a Resolution in
connection with the condemnation and Declaration of Taking of the Robert McKahan
property situate in South Strabane Township. Solicitor Bassi noted that the property
condemnation is in connection with the installation of the Instrument Landing System at
the Washington County Airport.
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
Resolution.
