Absent being: Commissioner Mascara who was out of town. E Motion carried unanimously. -Special Order of Business: Vice -Chairman Petrosky read the following Proclamation: WHEREAS, the Central Blood Bank serves over 1.6 million people in Washington and Allegheny Counties by providing blood and related products, services, research and develop- ment and education to 32 member hospitals in the region; and WHEREAS, the Central Blood Bank maintains a permanent collection center in the City of Washington as well as pro- viding mobile operations throughout the two -county area; and WHEREAS, the Central Blood Bank is nationally recognized 5 for its goals and achievements in saving the lives of thou- J 3 sands of persons by providing conprehensive regional blood x services and being a responsive and responsible partnership in the health care delivery system of the region which it serves; and WHEREAS, the President of the United States has declared the month of January , Nineteen Hundred and Eighty -Five, as National Blood Donor Recognition Month. THEREFORE, BE IT RESOLVED, that the Board of County Commissioners joins President Ronald Reagan in recognizing the blood donors and the Central Blood Bank in Washington County for the contributions they have made to improving the health and way of life for our County`s citizens; and that we further proclaim the month of January, Nineteen Hundred and Eighty -Five, to be Blood Donor Recognition Month F in Washington County. Roland Bourke of the Redevelopment Authority presented to the Board for stheir consideration and approval a Resolution authorizing the Redevelopment s QAuthority to submit an Application to the Pennsylvania Department of Community i Affairs requesting a Grant under the Housing and Redevelopment Assistance Programi ;for the North College Street Redevelopment Project. Mr. Bourke briefly outlined ; this project. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing Resolution. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Old Business: Solicitor Bassi recommended to the Board that the bids for the Office Supplies be awarded as follows: Alfred D. Commonwealth of Pa. - $51,525.00 - Child Welfare, Title XX i Block Grant - 3rd quarter Chief Clerk informed the Board of correspondence from the Department of Transportation stating that the State Transportation Commission will be conducting public hearings throughout the State for the purpose of explaining the Twelve -Year; k Program scope and development and soliciting public testimony. � view Business: Chief Clerk presented to the Board for their consideration and approval a Letter of Intent to Apply for Project Assistance to be submitted to the Department of Community Affairs. Chief Clerk explained that the purpose of the project is tot conduct a study to determine the feasibility/type/location/design of revenue generating private enterprises within Cross Creek County Park. The project cost i� estimated at $20,000 comprised of $10,000 grant money and $10,000 local matching funds. t Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing the submission Of the foregoing Letter of Intent to Apply for Project Assistance to the Department E k of Community Affairs. Motion carried unanimously. t Chief Clerk presented to the Board for their consideration and approval a request for a revision in the authorization of April 26, 1984, in regards to the ',Lease/Purchase Agreement with Xerox for the Commissioners` Office (see p. 324). t 'The original request was for the purchase off 1048 a Xerox at a montM co t ?f Xerox at a mon -y c,os o $233.22; this request is for the purchase o a $268.74 for 60 months. The mon t'hly maintenance cost will change from $147.91 to $122.92. The reason for the change is that it is felt that the Xerox 1048 will abetter suit the needs of the office. Busse Company in reference to the Wash- ington County Health Center Rehabilitation Project. Chief Clerk noted that the Ohange Order decreases the contract by $750.00. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Change Order as per above and authorizing the Vice -Chairman to so execute. Bracken Burns, Director of Emergency Services, who attended a Phase II training session sponsored by PEMA in Greensburg, Pa., on November 26, 1984. 3. Elaine Amos of Adult Probation Office who attended a Pa. DUI Association meeting at State College, Pa., on November 28-30, 1984. 4. The following employees of the Adult Probation Office who attended/to attend training sessions sponsored by the Pa. Board of Probation & Parole as follows: a.
