The Board of Washington County Commissioners met in regular session with }
the following members being present: Commissioners Mascara and Petrosky. Absent`

being: Commissioner Paluso who was out of town. Also being present: Chief Clerk.
Dallatore; Solicitor Bassi; Administrative Assistant Davis; Judi Lomago, Executive
,Secretary; Linda Hands, Clerk -Steno II; Jim Jefferson, WJPA; Jon Stevens, Obser-
tver-Reporter; Scott Myers, WKEG; Natalie Moore, Herald -Standard; and Joann Sarket_,
*Brownsville Telegraph.
Chairman Mascara called the meeting to order at approximately 10:05 a.m.
and asked if there were any corrections, additions or omissions to Minute No. 53,f
,each member having received a copy.
Moved by Mr. Petrosky, seconded by Mr. Mascara, that Minute No. 53 be
approved as written.
Roll call vote taken:
Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Old Business:
Solicitor Bassi recommended to the Board that the bids for the JTPA Sub-
contractors Audit continue to be tabled for review.
Moved by Mr. Petrosky, seconded by PZr. Mascara, that the bids for the
JTPA Subcontractors Audit continue to be tabled for review.
Roll call vote taken:
Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
=Correspondence:
Chief Clerk informed the Board that the Health Systems Agency (HSA) of
Southwestern Pennsylvania is proposing revisions to its Health Systems Plan and
;that a copy of those revisions is available for public comment and review in the

human Services Department located on the 5th floor of the Courthouse Square Office
s
Building. Chief Clerk noted that a public hearing on the proposed revisions will;
'be held in Pittsburgh on Feburary 28, 1985.
lNew Business:

Chief Clerk requested authorization to advertise for bids for two vehicles
for the Sheriff's Office. It was noted that the payment of these vehicles would
'be paid out of the Capital Budget.
Moved by Mr. Petrosky, seconded by Mr. Mascara, authorizing the Chief
jClerk to advertise for bids as per above.

Chief Clerk presented to the Board for their consideration and approval
the 1985 Grant -in -Aid Applicationsfor the Adult Probation and Juvenile Probation
Departments to be submitted to the Pennsylvania Board of Probation and Parole and`

Juvenile Court Judges' Commission, respectively.
Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the 1985 Grant-!
in -Aid Applicationsas per above.

Chief Clerk presented to the Board for their consideration and approval

an Agreement with Philip B. Sollon, R. PH. ,for the provision of professional
pharmaceutical services at the Washington County Health Center. Chief Clerk note.

'that the agreement is on a month -to -month basis, effective January 1, 1985, at

,,the rate of $416.00 per month. (This agreement replaces the agreement with
,William DuVall.)
Moved by Mr. Petrosky, seconded by Mr. 1.1ascara, approving the
,Agreement with Philip B. Sollon, R. PH., as per above.

Chief Clerk presented to the Board for their consideration and approval a
an Agreement with HRC Community Outreach, Inc., for the provision of professional
physical therapy services at the Washington County Health Center. Chief Clerk

noted that the agreement is effective January 24, 1985 thru January 23, 1986, at
a
,the rate of $20.00 per hour for servicesrendered. (This agreement replaces the
,agreement with B.F.W., Inc.)
Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the foregoing
`Agreement with HRC Community Outreach, Inc.

Chief Clerk presented to the Board for their consideration and approval
a Professional Services Proposal from Main Hurdman of Pittsburgh, Pa., to per-
form an independent fiscal audit for the Washington County Planning Commission,
Airport Development Fund for the following grants from the Federal Aviation
Administration,
1. Grant No. 3-42-0101-01-82, $415,000 dated September 28, 1982

2. Grant No. 3-42-0101-02-83, $800,000 dated October 28, 1982
3. Grant No. 3-42-0101-03-83, $402,840 dated August 29, 1983

The audit will cover the three grants from the initial date of each grant
h� through December 31, 1934.
