The Board of Washington County Commissioners met in regular session with

'the following members being present: Commissioners Mascara and Petrosky. Ab-
sent being: Commissioner Paluso, who was out of town. Also being present:

:of Human Services; Dave Suski, Acting Director of JTPA; Administrative Assistant'

Jim Jefferson, WJPA; Joann Sarkett, Brownsville Telegraph and Natalie Moore,

Chairman Mascara called the meeting to order and asked if there were any

;corrections, additions or omissions to Minute No. 54, each member having receive

a copy.
Moved by Mr. Petrosky, seconded by Mr. Mascara, that Minute No. 55 be
approved as written.
Roll call vote taken:
Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Special Order of Business:
Henry Fiumelli, Director of Human Services, presented to the Board for
their consideration and approval a Proposal to Provide Social Services to Older
Persons through the Southwestern Pa. Area Agency on Aging for the Adult Day Care

Program at the Washington County Health Center for the period of July 1, 1985 to
June 30, 1986. Mr. Fiumelli noted that the amount of AAA funds requested is

$81,830 and that the County's share of expenditures is expected to be reduced
E from $33,000 to approximately $27,000.
Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the foregoing
Proposal.

Old Business:
s Solicitor Bassi recommended that the Board accept the proposal submitted
by Karl W. Glover for the JTPA Subcontractors Audit.

by the Department of Labor and Industry.

2. Commonwealth of Pa. - $5,874.35 - EMA Expenses for period
of 4-1-84 to 9-30-84
3. Commonwealth of Pa. - $22,411.92 - Day Care Program, Month
of November, 1984
4. Commonwealth of Pa. - $134,688.00 - Foster Care, Title IV-E -
period of 7-1-84 to 9-30-84
Chief Clerk made available to the news media a News Release in reference
to the following project:
1. Phase II Road Reconstruction Project - City of Washington

Chief Clerk requested authorization to advertise for bids for the follow-
king items:

1. One (1) Automobile for the District Attorney
2. Linen items and an Ironer and Folder for the Washington
County Health Center
(It was noted that these items were being bid in conjunction
with the Washington County Health Center processing its
laundry in-house as recommended by Price Waterhouse in its i
Operations Review of the Washington County Health Center.)
3. An Electronic Time Clock for the Washington County Health
Center.
Moved by Mr. Petrosky, seconded by Mr. Mascara, authorizing the Chief
!Clerk to advertise for bids as per above.

Chief Clerk presented to the Board for their consideration and approval
two Service Proposals from MCC Powers of Pittsburgh, Pa., in connection with the

lair -conditioning unit at the Courthouse. The proposals are as follows:

1. Repairs to Centrifugal Chiller Labor ($43.50/hr)
and Material basis
2. Rebuilding of Peabody Floway Pump $3,766.00

ja renewal agreement with Thomas Green, D.M.D., for the provision of dental ser-
vices for patients at the Washington County Health Center.
Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the foregoing
renewal agreement with Thomas Green, D.M.D.

Chief Clerk presented to the Board for their consideration and approval
the following travel requests:

1. Request for James D. Brezenski of the Jail to attend '
a basic training program at Camp Hill, Pa., on
February 11 - March 1, 1985.
2. Request for Dave Daniels of the Planning Commission to
attend a seminar on the $190 million Pa. Economic Re-
vitalization Fund to be held at California, Pa., on
February 8, 1985.
3. Request for Teresa Crawford and Deborah Batley of the
Health Center to attend a Patient Care Planning session
at Washington, Pa., on February 13, 1985.
Moved by Mr. Petrosky, seconded by Mr. Mascara, approving the foregoing
travel requests and authorizing the payment of all necessary expenses incident
thereto.

Motion carried unanimously.
�**NOTE: This motion is deemed necessary because of the position taken by the
County Controller and is pending resolution of the Court case involving
€ travel requests.

!Solicitor:
Solicitor Bassi advised the Board that he is filing today a Motion to
',Quash in reference to the Controller's appeal to the Commonwealth Court of the
Supreme Court's Order dated January 11, 1985, which denied the Controller's
Application and Supplemental Application for Extraordinary Relief filed in re-
iference to the Controller's Solicitor matter.
There being no further business, Chairman Mascara declared the meeting
jadjourned at approximately 10:15 a.m.
