The Board of Washington County Commissioners met in regular session with
the following members being present: Commissioners Mascara, Petrosky and Paluso.

Chairman Mascara called the meeting to order at approximately 10:05 a.m.
and asked if there were any corrections, additions or omissions to Minute No.
each member having received a copy.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving Minute No. 56
as written.

'Special Order of Business:
Chairman Mascara read the following Proclamation_:
WHEREAS, heart disease, stroke and related disorders
will kill nearly one million Americans, a total which ex-
ceeds all other causes of death combined; and

WHEREAS, more than 200,000 of these victims will die
before retirement age; and
a
WHEREAS, the Western Pennsylvania Chapter of the
American Heart Association is the only voluntary health
g agency in the County whose sole mission is to reduce early
death and disability from heart disease, stroke and re-
lated disorders; and
WHEREAS, the month of February has been designated
throughout the nation as the month in which the public
is urged to join the Heart Association's relentless fight
against this American epidemic.
THEREFORE, BE IT RESOLVED, that the Board of County
Commissioners proclaims the month of February, Nineteen
Hundred and Eighty -Five, as HEART MONTH IN WASHINGTON COUNTY;
and that we urge the citizens of this County to join the
Washington County Council of the Western Pennsylvania Chapter
of the American Heart Association by supporting the educa-
tional and fundraising campaigns with their time and finan-
cial contributions.

Chief Clerk informed the Board of the receipt of the following check:

1. Commonwealth of Pa. - $11,627.53 - Reimbursement for
Section 406, New/Expanded Service - Transportation Program
',New Business:

Chief Clerk presented to the Board for their consideration and approval
a Proposal to Provide Social Services to Older Persons through the Southwestern
,Pa. Area Agency on Aging for the Adult Services Program for the period of July 1,'
1985 to June 30, 1986. The amount of AAA funds requested is $556,906. It was
,noted that the County's share of expenditures is expected to be reduced by
approximately $6,000.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing
iProposal.

Chief Clerk presented to the Board for their consideration and approval
a Resolution authorizing the sale of surplus personal property consisting of a
J979 Ford 3/4 Ton Pick -Up Truck.
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing
Resolution; said action being in accordance with P.S. 16, Section 1805, as amended.

jan Agreement with the Washington -Greene Community Action Program for coordination
of the County's grant in the amount of $173,600 in connection with the Pennsyl-
vania Department of Agriculture's $8 Million Food Program,
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing

Chief Clerk presented to the Board for their consideration and approval
.n agreement with Betty J. Tidball of Burgettstown, Pa., for the provision of taxii
service in connection with the Section 203 of Act 101 of 1980 Transportation Pro-
gram. Chief Clerk noted that the agreement will be effective for the period of
February 14, 1985 to June 30, 1985.

Chief Clerk presented to the Board for their consideration and approval
an Agreement with South Franklin Township for the maintenance of a road that pro-

,vides access to the Airport. Chief Clerk noted that the term of the Agreement is
from January 1, 1985 thru December 31, 1985.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing
Agreement with South Franklin Township.

Moved by Mr. Petrosky, seconded by Mr. Paluso, donating the flagpole to
the Arden Trolley Museum as per above.

a request from the Avella Volunteer Fire Department for permission to use the

abandoned Lerby house located in Cross Creek Park for fire training purposes.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the request
of the Avella Volunteer Fire Department as per above.

stration meeting in Philadelphia, Pa., on March 1, 1985.
2. Request for Linda Bell of the JTPA Office to attend
a JTPA Planning meeting and a meeting of the Pa. Service
Delivery Area Association in Harrisburg, Pa., on
February 20-21, 1985.

3. Request for the following employees of the Adult Pro-
bation Office to attend a training session sponsored by
the Pa. Board of Probation & Parole to be held at State
i College, Pa., on February 18-20, 1985:

4. Request for Stan Rockvich of the Adult Probation Office
to attend a meeting of the County Chief Adult Probation
and Parole Office Association of Pa. to be held at
State College, Pa., on February 26-27, 1985.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing
'travel requests and authorizing the payment of all necessary expenses incident
thereto.

*'NOTE: This motion is deemed necessary because of the position taken by the
County Controller and is pending resolution of the Court case involving
travel requests.

Chief Clerk announced that the County Offices will be closed on Monday, p
jFebruary 18th in observance of Presidents Day.
Chief Clerk also announced that the Board meeting scheduled for
}
!February 21st has been cancelled due to the Commissioners being out of town.
