I Also being present: Chief Clerk Dallatore; Solicitor Bassi; Coroner Jackson; ;Henry Fiumelli, Director of Human Services; Administrative Assistant Davis; Judi �Lomago, Executive Secretary; Earl Bugaile, Public Relations; Linda Hands, Clerk- S ;Steno II; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Scott Myers, WKEG;' Joann Sarkett, Brownsville Telegraph; Natalie Moore, Herald -Standard; Regina fl ,Mayolo, Mr. &e; Mrs. Ed Schultz, representatives of the Heart Association of Western Pennsylvania. z Chairman Mascara called the meeting to order at approximately 10:05 a.m. and asked if there were any corrections, additions or omissions to Minute No. each member having received a copy. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving Minute No. 56 as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. f Motion carried unanimously. 'Special Order of Business: Chairman Mascara read the following Proclamation_: WHEREAS, heart disease, stroke and related disorders will kill nearly one million Americans, a total which ex- ceeds all other causes of death combined; and r WHEREAS, more than 200,000 of these victims will die before retirement age; and a WHEREAS, the Western Pennsylvania Chapter of the American Heart Association is the only voluntary health g agency in the County whose sole mission is to reduce early death and disability from heart disease, stroke and re- lated disorders; and WHEREAS, the month of February has been designated throughout the nation as the month in which the public is urged to join the Heart Association's relentless fight against this American epidemic. THEREFORE, BE IT RESOLVED, that the Board of County Commissioners proclaims the month of February, Nineteen Hundred and Eighty -Five, as HEART MONTH IN WASHINGTON COUNTY; and that we urge the citizens of this County to join the Washington County Council of the Western Pennsylvania Chapter of the American Heart Association by supporting the educa- tional and fundraising campaigns with their time and finan- cial contributions. The Commissioners then presented the Proclamation to Regina Mayolo and rt � Mr. & Mrs. Ed Schultz, representatives of the Heart Association of Western Penn - I �sylvania. ;Correspondence: 9 Chief Clerk informed the Board of the receipt of the following check: a 1. Commonwealth of Pa. - $11,627.53 - Reimbursement for Section 406, New/Expanded Service - Transportation Program ',New Business: s Chief Clerk presented to the Board for their consideration and approval a Proposal to Provide Social Services to Older Persons through the Southwestern ,Pa. Area Agency on Aging for the Adult Services Program for the period of July 1,' 1985 to June 30, 1986. The amount of AAA funds requested is $556,906. It was ,noted that the County's share of expenditures is expected to be reduced by approximately $6,000. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing iProposal. Motion carried unanimously. s ,(Lou Lignelli entered the meeting) Chief Clerk presented to the Board for their consideration and approval a Resolution authorizing the sale of surplus personal property consisting of a J979 Ford 3/4 Ton Pick -Up Truck. Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing Resolution; said action being in accordance with P.S. 16, Section 1805, as amended. Tidball of Burgettstown, Pa., for the provision of taxii service in connection with the Section 203 of Act 101 of 1980 Transportation Pro- gram. Chief Clerk noted that the agreement will be effective for the period of February 14, 1985 to June 30, 1985. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing I 4greement. Chief Clerk noted that the term of the Agreement is from January 1, 1985 thru December 31, 1985. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval ,a Change Order to the contract with F. J. Busse Company in reference to the ;Washington County Health Center Rehabilitation Project. Chief Clerk noted that � I ,the Change Order is for an extension of time only (21 days). I Chief Clerk presented to the Board for their consideration and approval �a request from the Arden Trolley Museum that the County donate to the Museum the !flagpole which is situated at the County's former Old Men's Home. Moved by Mr. Petrosky, seconded by Mr. Paluso, donating the flagpole to the Arden Trolley Museum as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Chief Clerk presented to the Board for their consideration and approval a request from the Avella Volunteer Fire Department for permission to use the I abandoned Lerby house located in Cross Creek Park for fire training purposes. Request for Linda Bell of the JTPA Office to attend a JTPA Planning meeting and a meeting of the Pa. Service Delivery Area Association in Harrisburg, Pa., on February 20-21, 1985. t 3. Request for the following employees of the Adult Pro- bation Office to attend a training session sponsored by the Pa. Board of Probation & Parole to be held at State i College, Pa., on February 18-20, 1985: S. Rockovich K. Gloeckl 1 C. Meny F. Filipponi 4. Request for Stan Rockvich of the Adult Probation Office to attend a meeting of the County Chief Adult Probation and Parole Office Association of Pa. to be held at State College, Pa., on February 26-27, 1985. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing 'travel requests and authorizing the payment of all necessary expenses incident thereto. Motion carried unanimously. *'NOTE: This motion is deemed necessary because of the position taken by the County Controller and is pending resolution of the Court case involving travel requests. :Announcements: Chief Clerk announced that the County Offices will be closed on Monday, p jFebruary 18th in observance of Presidents Day. Chief Clerk also announced that the Board meeting scheduled for } !February 21st has been cancelled due to the Commissioners being out of town.
