The Board of Washington County Commissioners met for their regular session.
;with the following members being present: Commissioners Mascara, Petrosky and

WHEREAS Hospice Care Inc is a non-profit agency serving I
Washington and Greene Counties, providing medical, nursing,
spiritual, emotional and social support services to terminally
ill individuals in the familiar surroundings of their homes;
s and furthermore provides counseling and emotional care to the
` families of their atients• and

WHEREAS, Hospice Care, Inc., was the first such hospice in-
corporated in Pennsylvania, and has been serving Greene County
since 1980, and Washington County since 1983; and

WHEREAS, Hospice Care, Inc., has provided services to more
than 500 terminally ill individuals and their families by pro-
viding the highest levels of care while minimizing costs by
supplementing existing services, and providing an inexpensive
alternative to hospitalization or other institutionalization;
and
WHEREAS, both professional and volunteer members of the staff
of Hospice Care, Inc., have provided continual services and
support to those who are in need, regardless of their ability to
pay -
THEREFORE, BE IT RESOLVED, that the Board of County
Commissioners declares the week of March 4 through March 10,

Chairman Mascara read the following Proclamation:
WHEREAS, mental retardation is a problem which today
affects six million individuals and their families across
America; and
WHEREAS, the most effective weapons for prevention and alle-
viation of this serious problem are public knowledge and under-
standing; and
WHEREAS, the potential for citizens with mental retardation
to function more independently and productively must be fostered;
and
WHEREAS, during the month of March .1,,600 state and local
units of the Association for Retarded Citizens of the United
States are carrying on educational and fundraising campaigns.
THEREFORE, BE IT RESOLVED, that the Washington County Board
of Commissioners does hereby proclaim the month of March, 1985,
as MENTAL RETARDATION MONTH in this County and urges that the
citizens of this County give full support to this effort to
overcome mental retardation.

,monthly fee is $10.00, effective March 1, 1985.

a request from the Carnegie Museum of Natural History to approve an additional
$amount of $250.00 to its proposal in connection with the Phase I archaeological
,survey of the Washington County Airport (see Minute No, 45 dated November 15,
1984, P. 477). The increased amount is for additional work to be completed in
Ithe barrow area. The total cost of this project will thus be $1,309.50.

1985.
2. Request for the following employees of the Children and
Youth Department to attend a Child Sexual Abuse Confer-
ence to be held in Washington, Pa., on March 7, 1985:

!**NOTE: This motion is deemed necessary because of the position taken by the
County Controller and is pending resolution of the Court case involving
travel requests.
Chief Clerk brought to the Board's attention a Roadway Lighting ,System
Agreement signed on February 19, 1976 between the County and the Pennsylvania
sDepartment of Transportation whereby the County agreed to assume half of the ;
ienergizing costs for the forty lights located in Washington County on the Donora-j
�Ionessen Bridge. Chief Clerk explained that due to financial constraints, the
I
project was not completed at that time. However, PennDOT now plans to let the
1project for construction in the summer of 1986 and wants to know if the County is
still prepared to comply with the terms of that agreement.

ton will comply with the terms of the agreement dated February 19,
above.

Chief Clerk presented to the Board for their consideration and approval
a Vicinity Property Remedial Action Agreement with the U. S. Department of Energy
'in reference to property located on the West Bank of Chartiers Creek in North
;Strabane Township. Chief Clerk noted that the Commissioners signed a similar
;agreement a few years ago, but it is necessary to execute a revised agreement duel
ito the fact that the property description of the remedial action has changed.

Chief Clerk presented to the Board for their consideration and approval
°an Agreement with Attorney George Anthou which increases the title examination
,fee for the Tax Claim Bureau from $50.00 per title search to $100.00 per title
,search, effective March 1, 1985. It was noted that the increase is due to a re -
.cent ruling by the Commonwealth Court mandating personal service on tax delinquent
f
property owners which will require more time to certify title owners and a corre-'
'sponding exposure of legal liability on the title examiner.

!Hospitals during the past few years and the amount anticipated to be spent during
1985. Reference was made to letters written by the Board to the area legislatorsi
urgi-tgtheir support in having the legislation changed to relieve the counties of
these costs.
