PALUSO, COMMISSIONERS Minute No. 59 Washington County Commissioners Washington, Pa., March 7, 1985 The Board of Washington County Commissioners met for their regular sessiot ,with the following members being present: Commissoners Mascara, Petrosky and E `Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Coroner ;Jackson; Ken Krupa, Planning Commission; Lou Lignelli, Director of Administration ;Barb Davis; Administrative Assistant; Judi Lomago, Executive Secretary; Linda e ;Hands, Clerk -Steno TI; Earl Bugaile, Public Relations; Gary Stokum and Cliff } ;'Peters, Soil Conservation Services Office; Mayor Spossey and members of City ;Council; Margo Woodwell and Rachell Steiner, members of WQED Station; Jon Stevens `Observer -Reporter; Jim Jefferson, WJPA; Scott Myers, WKEG; Natalie Moore, Herald- 'Standard; Lou Falbo, Chamber of Commerce; James 0, Hansen, City Chief of Police. Chairman Mascara called the meeting to order at approximately 10:05 a.m. and asked if there were any corrections, additions*or omissions to Minute No. 58, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No. 58 be approved as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Chairman Mascara read the following Proclamation: WHEREAS, WQED Television has provided continuous service to the Pittsburgh area and Washington County for over 31 years and is an integral part of classroom education in many county school districts; and WHEREAS, WQED has become a familiar visitor to the homes : of many thousands of Washington County citizens through programs for children and adults; and, overall, is viewed by more than three quarters of a million people each week; and WHEREAS, since becoming the world's first community -owned television station, WQED has brought some of the finest pro- grams in broadcasting to the residents of the County; and WHEREAS, WQED will hold its Great TV Auction during April 19 - 27, 1985, to raise funding for continued broad- casting; and Tuesday, April 23rd, will be designated Washington County Night at which time Washington County business; in- dustry and citizens will join the effort in WQED's behalf; and WHEREAS, this effort will require countywide/angpcooper- ation to raise the items which will be sold at the auction. THEREFORE, BE IT RESOLVED, that the Board of County Commissioners declares the month of March, Nineteen Hundred and Eighty -Five, as WQED MONTH IN WASHINGTON COUNTY; and I that this Board urges our business, industry and citizens to join us in saluting WQED Television and supporting the auction k through their donations of items to be sold. MASCARA, METRO PETROSKY, JR, EDWARD M PALUSO, COMMISSIONERS RESOLVED that we declare Tuesday, April 23, 1985, as WQED DAY and urge the same groups and individuals to watch and participate in the auction through their purchases and don- ations. *See page 47 for motion. Chairman Mascara then presented the Proclamation to Margo Woodwell - WQED Station Manager. Cliff Peters, District Conservationist, and Gary Stokum, District Manager =,of the Washington County Conservation District, gave the Board a verbal report ,of the Rural Abandoned Mines Program (RAMP). They also invited all those in attendance to a groundbreaking ceremony of the Engel -Garrison RAMP site and a Stour of a few other potential and completed sites scheduled for March 15, 1985. Old Business: Solicitor Bassi recommended to the Board that the bids for the (1) furn- 1 } ishing and delivering of three 1985 vehicles; (2) furnishing and delivering of an! Ironer and Folder for the Washington County Health Center; and (3) furnishing and installation of an Electronic Time Clock for the Washington County Health Center continue to be tabled for review. Moved by Mr. Paluso, seconded by Mr. Mascara, that the foregoing bids be tabled for further review. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - No; Mr. Mascara - Yes. Motion carried. Correspondence: Chief Clerk informed the Board of the receipt of the following check: 1. Commonwealth of Pa. - $18,809.28 - Day Care Contract -Month of December, 1984 Chief Clerk made available to the news media News Releases in reference kto the following projects: 1. Washington Storm Sewer Project 2. Washington Demolition and Site Clearance Project New Business: R Chief Clerk presented to the Board for their consideration and approval la request to increase the amount of the contract with Cross Creek Township for ;maintenance of L.R. 62035 from $1,500 to $2,200 due to the severe winter weather. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the increase to 'the contract with Cross Creek Township as per above. t d, Roll call vote taken: k Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Chief Clerk presented to the Board for their consideration and approval Supplemental Engineering Agreement No. 2 with Michael Baker, Jr., Inc., of Beaver, Pa., in the amount of $3,900 for engineering services in connection with Il - MINUTE BOOK BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R MASCARA, METRO PETROSKY, JR, EDWARD M. PALUSO, COMMISSIONERS the preparation of contract documents and specifications for the Washington County i Airport Phase II construction bids. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Supplemental .Engineering Agreement No. 2 as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval F a Real Estate Purchase Option Contract between the County (Optioners) and Clarence R. Breese and C. R. Coen (Optionees) for thirteen (13) acres of property located in South Franklin Township in connection with the Airport Expansion Pro- ;j ect . ; Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing Real Estate Purchase Option Contract, Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a Service Agreement with Revo Disposal, Inc., of Pittsburgh, Pa., for the purpose of solid waste collection at the Cross Creek Senior Citizens Center, The monthly: fee is $10.00 effective April 1, 1985. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing Agreement with Revo Disposal, Inc. ` Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara -_Yes. In connection with the Children & Youth/Juvenile Probation Programs, Chief Clerk presented to the Board for their consideration and approval a Purchase of Pervice Agreement for Placement Services with the Westmoreland County Juvenile k �etention Center for the period of November 1, 1984 to June 30. 1985. at a per diem rate of $58.00. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing I Purchase of Service Agreement. Roll call vote taken: i Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Chief Clerk presented to the Board for their consideration and approval Memorandums of Agreement with Service Employees International Union (SEIU), Local 585, concerning Rebecca Bailey and Shirley Juran of the Controller's Office 4 and Donald George of the Tax Assessment Office. Chief Clerk presented to the Board for their consideration and approval an Endorsement to the Life Insurance Policy No. 337205L with Transamerica Occiden- tal Life Insurance Company which revises the amount of life insurance to $2,500 for members of the Washington County Prison Guards Wageand Policy Unit hired on o .fter Janaury 1, 1985. The amount of life insurance for members of same hired prior thereto will remain at $10,000. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Endorsement s per above. Motion carried unanimou,9ly, MINUTE F300K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R MASCARA, METRO PETROSKY, JR, EDWARD M PALUSO, COMMISSIONERS � Chief Clerk presented to the Board for their consideration and approval .the following travel requests: a 1. Request for Dr. Parks, Washington County Health Center Administrator, to attend the following: x a. Regional PACAH meeting at Westmoreland Manor on March 6, 1985. b. Conference on Marketing and Promotional Communications for Health Care in Monroe- ville, Pa., on May 23, 1985. 2. Request for the Commissioners, Solicitor, Chief Clerk, Chief Assessor and Directors of Administration, Planning i and Human Services to attend a PSACC Seminar in Harris- burg, Pa., on April 11 - 12, 1985, 3. Request to ratify the action of the Sheriff in authorizing the attendance of John Smith at a Police Municipal Training Course held at Greensburg, Pa,, on August 29 - November 23, 1983. (See Minute No. 27, dated June 28, 1984, p. 379 for similar action on James Dalessandro.) Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing travel requests and authorizing the payment of all necessary expenses thereto. Motion carried unanimously. ,**NOTE: This motion is deemed necessary because of the position taken by the County Controller and is pending resolution of the Court case involving travel requests. iSolicitor: r Solicitor Bassi reported to the Board on the status of the mandamus action. =filed by the Commissioners against Controller Beharry concerning the pharmacist !(Phillip Sollon) agreement at the Washington County Health Center. He stated :that by order of Judge Terputac, the hearing scheduled for March 8th has been continued to April 12th in order for Miss Beharry to obtain legal counsel. Dis- �cusssion followed. The Commissioners expressed concern as to their options (i.e. ;transferring the patients to other facilities) if Mr. Sollon would quit suddenly R since he has not been paid for services rendered. Each of the Commissioners then made some comments regarding this issue. !Coroner Jackson expressed to the Board his concern in this matter and stated that= cif he finds through an autopsy that any deaths at the Washington County Health EpCenter have occurred because of a patient not being given proper care or proper 2 R medication, he will file charges against both the County Controller and County Commissioners. r Solicitor Bassi also advised the Board of a suit filed against the County by Henry Badzik concerning his contracts for the printing and delivering of ballot pages for the 1984 Primary Election and the printing and delivering of ballot i ands for the 1984 General Election for which he has not been fully paid. s � r � s E MINUTE 1300K BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R.
