The Board of Washington County Commissioners met for their regular session
:with the following members being present: Commissioners Mascara, Petrosky and
�Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Administra-
itive Assistant Davis; Roland Bourke, Executive Director of the Redevelopment
;Authority; Judi Lomago, Executive Secretary; Henry Fuimelli, Director of Human 1

Services; Steve Shaner, Director/Casework Supervisor of the Aging Services De-
partment; Linda Hands, Clerk -Steno II; Jon Stevens, Observer -Reporter; Jim Jeffer
son, WJPA; Scott Myers, WKEG; Earl Bugaile, Public Relations; Natalie Moore,
;Herald -Standard; William Campbell, Ellen Clark and Allan Cenis, representatives of
the Amen Red Cross and a representative from the Brownsville Telegraph.
Chairman Mascara called the meeting to order at approximately 10:05 a.m.
and asked if there were any corrections, additions or omissions to Minute No. 59,'
each member having received a copy.
Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 59 be
.approved as written.

Special Order of Business:
Chairman Mascara read the following Proclamation:
WHEREAS, the Washington County Chapter of the American
Red Cross has a mission to improve the quality of life, en-
hance self-reliance and concern for others, and help people
avoid, prepare for and cope with emergencies; and
WHEREAS, the Washington County Chapter of the American
' Red Cross has continually provided support to the community,

not only during the time of large disaster, but through well-
defined aid to victims of one -family disaster caused by fire,
flood or other natural causes; and g

WHEREAS, the Red Cross has always been a link between
families at home and servicemen at armed forces bases through-
out the world, and also provides assistance to armed forces
veterans applying for benefits and services; and
WHEREAS, the Washington County Chapter of the American

Red Cross has established and coordinated many volunteer
service and safety programs in the community, bringing bene-
fit to all County residents.
THEREFORE, BE IT RESOLVED, that..the Board of County
Commissioners officially recognizes the Washington County
Chapter of the American Red Cross for its continued service
to the County and its citizens by proclaming the month of
March, nineteen hundred and eighty-five, as AMERICAN RED CROSS
MONTH in Washington County.

The Commissioners then presented the Proclamation to William Campbell,
Ellen Clark and Allan Cenis, representatives of the Washington County Chapter of

Roland Bourke, Executive Director of the Redevelopment Authority, present-'
ed to the Board for their consideration and approval a Resolution approving re-
visions for the County's Community Development Programs for Fiscal Years 1979, 1980,
}
!1981, 1982, 1983 (including the "Jobs Bill") and 1984, respectively, authorized
)under the Housing and Community Development Act of 1974, as amended. Mr. Bourke
;briefly outlined the revisions.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing s
Resolution.

Solicitor Bassi recommended that the bids for the furnishing and deliver-!

ding of Three (3) 1985 Vehicles be rejected due to the fact that vehicles are now
`available through the State's piggyback purchase system.
Moved by Mr. Petrosky, seconded by Mr. Paluso, that the bids for Three (3�
J985 vehicles be rejected as per above.

Solicitor Bassi recommended that the bids for the furnishing and install -
ration of an Ironer and Folder for the Washington County Health Center be awarded

Amount: $14,000 - Ironer (Used)
$16,500 - Folder (Alternate - New)
Moved by Mr. Paluso, seconded by Mr. Petrosky, that the bid for the Ironer
land Folder be awarded as per above; this being the lowest Y responsible bid
received in accordance with specifications.

Chief Clerk made available'to the news media a News Release with reference

1. Chartiers Township Streets Improvement Project
New Business:
Chief Clerk presented to the Board for their consideration and approval
ithe following Resolution:
BE IT RESOLVED, that the name of Washington County
Adult Services be hereby changed and hereafter be known
as Washington County Aging Services to more properly re-
flect the type and kind of services such agency provides.
Moved by Mr. Petrosky, seconded by Mr. Paluso, adopting the foregoing

Chief Clerk presented to the Board for their consideration and approval
an Agreement with the Pennsylvania Department of Environmental Resources for the
operation of a Pennsylvania Conservation Corps at Cross Creek Park for a Re -
:creational Development Project. Chief Clerk noted that the agreement is effective
;April 29, 1985 thru December 27, 1985 and that DER will provide the sum of
�$29,619 for the project.

'with the Pennsylvania Department of Environmental Resources as per above.

1for the County for the year ended December 31, 1984. The fees for this project

;will be $14,250 plus out-of-pocket expenses.

Main Hurdman as per above.

In connection with the Children & Youth Program, Chief Clerk presented to
the Board for their consideration and approval an Addendum to the contract dated"
!June 1, 1984 with Specialized Foster Care Service which amends the original Budget
Summary from $40,296.00 to $65,998.50 (increase of $25,702.50). Chief Clerk noted
that the increase is due to the fact that the program has provided more place-
ment services to a higher number of youth than originally anticipated.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing
Addendum.

the following travel requests:
1. Request for the Commissioners, Chief Clerk, Solicitor and
Directors of Administration, Planning and Development and
Human Services to attend NACo's Annual Conference in Orlando,
Florida, on July 13-16, 1985.
2. Request for Earl Bugaile of the Planning Commission, to
attend a DCA Seminar in Monroeville,Pa., on March 28, 1985.
3. Request for Mesdeo Rubis, Veterans Director, to attend the
State Association of Veterans Affairs Annual Convention to
s be held in White Haven, Pa., on June 17-20, 1985.
4. Request for Dr. Barry Parks, Washington County Health Center
ti Administrator, to attend a Conference on Applied Personnel
Management Skills to be held in Pittsburgh, Pa., on April 30 May 1, 1985.
