Absent being: Commissioner Mascara, who was in the hospital. Also being present i jChief Clerk Dallatore; Solicitor Bassi; Administrative Assistant Davis; Judi ;Lomago, Executive Secretary; Linda Hands, Clerk -Steno II; Representatives from the Pennsylvania Department of Transportation which included John Claypool, Dis- D °trict Engineer, John Secrist, Maintenance Manager, and Don Vega, Assistant to I IMr. Secrist; Earl Bugaile and Floyd Laubham of the Planning Commission; Jim Wood,, ;Bridge Superintendent; Jon Stevens, Observer -Reporter; Joann Sarkett, Brownsville ;Telegraph; Natalie Moore, Herald -Standard; Jim Jefferson, WJPA; and Scott Myers, ni�l:�e� Vice -Chairman Petrosky called the meeting to order at approximately :10:05 a.m. and asked if there were any corrections, additions or omissions to r 5 ;Minute No. 60, each member having received a copy. I r Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No. 60 be :approved as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. 'Special Order of Business: 3 Commissioner Paluso made some comments concerning PennDOT's campaign to 1"Keep Pennsylvania Beautiful" and then read the following Proclamation. WHEREAS, the Pennsylvania Department of Transportation, PennDOT, established the "Keep Pennsylvania Beautiful" campaign in 1979 to maintain a litter pick-up program along state highways and roads; and WHEREAS, the "Keep Pennsylvania Beautiful" campaign involves coordination of volunteer efforts in each of the State's 67 counties through specially designated individuals, and PennDOT's Community Relations Coordinators; and WHEREAS, the approach of warm weather emphasizes the need Ifor a concerted effort of volunteers to renew this annual campaign because regular department employees are busy throughout the Common- wealth making repairs to roads damaged by winter weather; and 9 S WHEREAS, the 1985 "Keep Pennsylvania Beautiful Day" has been scheduled for Saturday, April 27, 1985, and that a renewed effort has begun to enlist volunteers to assist in the campaign. THEREFORE, BE IT RESOLVED, that the Board of County Commissioners hereby proclaims the month of April, nineteen hundred and eighty-five, as "KEEP PENNSYLVANIA BEAUTIFUL MONTH" in Washington County, and that this Board further urges citizens of the County to join in the state- wide effort on April 27 to clean up the area roads and highways by volunteering their services to the cause. Behrhorst & Sons, Inc. $1,972.84 Fayette Frozen Foods $ 849.39 TOTAL $4,376.34 Moved by Mr. Paluso, seconded by Mr. Petrosky, that the bids be awarded as per above for the Washington County Health Center. Chief Clerk presented to the Board for their consideration and approval a Sublease Agreement with the Washington County Redevelopment Authority for ioffice space in Courthouse Square for the period of January 1, 1985, through !December 31, 1985. Chief Clerk noted that the monthly rental rate for the months; :of January and February, 1985, is calculated at the 1984 figures. Beginning ,,March 1, 1985, the monthly rental rate is calculated at $10.00 per square foot. 3 I Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Sublease i Agreement as per above. S In connection with the Children and Youth Program, Chief Clerk presented 4to the Board for their consideration and approval a Purchase of Service Agreement! i ;for placement services with the Washington County Association of Retarded Citizens. RChief Clerk noted that the agreement is for the period of February 22, 1985, through June 30, 1985, at a per diem rate of $35.00. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing Purchase of Service Agreement. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. j Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request from the Adult Probation Office to renew its Accident Insurance Policy;, for the Community Service Program. Chief Clerk noted that the renewal policy is for the period of March 19, 1985, to March 19, 1986, at a premium of $157.50.,' Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Accident Insurance Renewal Policy as per above. Chief Deputy Sheriff Littleton to attend a conference of the Deputy Sheriffs Association in Philadelphia, Pa., on March 27-29, 1985. 2. Delmar Bird, Paul Rock and Jacquelynn Salyer, Deputy Sheriffs, to attend a training course sponsored by the Pennsylvania State Police at Greensburg, Pa., from March 18 to June 12, 1985. k 3. The following employees of Adult Probation to attend a training session sponsored by the Pennsylvania Board of Probation and Parole at North Park (Pittsburgh area), Pa., on April 10-11, 1985.(D. Walters, D. Tkach, C. Meny, F. Filipponi) Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing travel requests and authorizing the payment of all necessary expenses incident € "thereto.
