The Board of Washington County Commissioners met for their regular sessio
with the following members being present: Commissioners Mascara, Petrosky and
;Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Lou Lignell,
Director of Administration; Coroner Jackson; Administrative Assistant Davis; Judi
Lomago, Executive Secretary; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA;,
?Scott Myers, WKEG; Joann Sarkett, Brownsville Telegraph;and Natalie Moore, Herald'-

Chairman Mascara called the meeting to order at approximately 10:05 a.m.
Viand asked if there were any corrections, additions or omissions to Minute No. 61,
=each member having received a copy.
Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 61 be
,approved as written.

the total amount of $26,120.00.
Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid for the,
two (2) 1985 Model 4-Wheel Drive Crewcab Trucks to DAVIES & TREGEMBO FORD, INC.,,
of Charleroi, Pa.; this being the lowest responsible bid received in accordance

4 news release announcing that the Washington and Greene County Commissioners will
.gain sponsor the Summer Youth Employment and Training Program which is scheduled
to begin on June 10, 1985, and continue for nine weeks, ending on August 16, 1985.a
He noted that this year's total allocation for the program is $1,086,962.
Mr. Lignelli went on to further explain some of the details about the program.
Chief Clerk informed the Board that the Health Systems Agency (HSA) of
Southwestern Pennsylvania is proposing revisions to its Health System Plan and
that a copy of those revisions is available for public comment and review in the
Human Services Department located on the 5th floor of the Courthouse Square Office;
Building. Chief Clerk noted that a public hearing on the proposed revisions will!
be held in Pittsburgh on May 3, 1985.

Chief Clerk presented to the Board for their consideration and approval
the following Resolution:
I f
WHEREAS, on December 27, 1984, the County of Washington
budgeted $1,074,806 of General Revenue Sharing Funds to the
budgetary program known as Human Services, consisting primarily
of the following activities: Health Center, Children & Youth
Services and Adult Welfare Services; and
WHEREAS, the Office of Revenue Sharing requires that the 1
accounting system established must provide an adequate audit
trail so the revenue sharing funds can be traced to the specific
voucher, payroll, etc., where they were expended. It must also
relate to the designated expenditures in the proposed use and
budget hearings which the present accounting system does not
provide for.
NOW, THEREFORE, BE IT RESOLVED, AND IT IS HEREBY RESOLVED,
that the amount of $269,135.23 be transferred to the following
departments to reimburse them for payroll expenses for the period
of October 1, 1984 thru December 31, 1984 as follows:

10:35 a.m. - Meeting re -convened for the purpose of opening bids for the

!ous pavement material, drainage pipe, sign posts and gasoline. It was noted that

;these bid proposals were being accepted by Washington County for participating
municipalities in the Washington County Joint Municipal Purchasing Council.
