Washington County Commissioners
Washington, Pa., April 4, 1985.
The Board of Washington County Commissioners met in regular session with
the following members being present: Commissioners Mascara, Petrosky and Paluso.
Also being present: Chief Clerk Dallatore; Solicitor Bassi; Administrative
Assistant Davis; Judi Lomago, Executive Secretary; Roland Bourke, Executive
Director of the Redevelopment Authority; Linda Hands, Clerk -Steno II; Earl Bugaila
and Floyd Laubham, of the Planning Commission; Wayne Van Dine, KDKA-TV'; Jon Stevens,
Observer -Reporter; Jim Jefferson, WJPA; Scott Myers, WKEG; Bob Gardner, Valley
Independent; Natalie Moore, Herald -Standard; Joann Sarkett, Brownsville Telegraph;
August Leipold and representatives of the Midway Volunteer Fire Department.
Chairman Mascara called the meeting to order at approximately 10:15 a.m.
and asked if there were any corrections, additions or omissions to Minute No. 62,
each member having received a copy.
Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No. 62 be
approved as written.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Special Order of Business:
Chairman Mascara read the following Proclamat&on:
WHEREAS, modern medical research has res-.lted in new hope
and life for thousands of patients through organ transplants;
and
WHEREAS, the Pittsburgh area and Western Pennsylvania have
become internationally famous for the number of organ donor
transplants which have occurred for patients throughout the
world;, -and
WHEREAS, "Second Chance" is a national program to educate
people about transplanting organs and enlisting their help by
signing uniform donor cards and making living wills; and
WHEREAS, KDKA-TV has created "Second Chance" as a totally
integrated news, public sertrice and public affairs campaign,
providing a unique combination of quality public interest pro-
gramming coupled with a very strong community relations identi-
fication; and
WHEREAS, KDKA-TV and Presbyterian University Hospital have
joined in a cooperative effort to promote "Second Chance" with
a television special, a series of PSA's and a number of other
activities throughout the month of June.
THEREFORE, BE IT RESOLVED, that the Board of County
Commissioners endorses the efforts to promote "Second Chance"
and calls upon the citizens of the County to join the efforts
of KDKA-TV and Presbyterian University Hospital not only during
the educational campaign but throughout the year.

The Commissioners then presented the Proclamation to Wayne Van Dine of
DKA.-TV .
Chairman Mascara read the following Proclamation:
WHEREAS, the Midway Volunteer Fire Department will hold its
annual Maple Festival during April 26 - 28, 1985, and has scheduled
a list of activities which will be for all members of the comm-
unity; and
WHEREAS, the Midway Maple Festival follows the tradition of
many activities in the County which attract and build a following
of visitors from throughout the region; and
WHEREAS, the Midway Volunteer Fire Department should be
commended for its efforts towards the promotion of the Wash-
ti gton County area in all areas where the Festival is advertised.
THEREFORE, BE IT RESOLVED, that the Board of County Commissioners

endorses the efforts of the Midway Volunteer Fire Department in
organizing the community's Maple Festival, which, as it continues
to grow, will be part of the County's spring activity calendar.

lington County health Center be rejected and authorized for re -advertising.

Moved by Mr. Petrosky, seconded by Mr. Paluso, that the bid for the linen
items for the Washington County Health Center be rejected and that the Chief Cler
�Ibe authorized to re -advertise for bids.

New Business: �
Chief Clerk presented to the Board for their consideration and approval
the following Proclamation:
WHEREAS, Washington County recognizes its obligations to
provide quality housing to its citizens; and a
WHEREAS, the seventeenth anniversary of the National Fair
Housing Law during the month of April provides an opportunity
for all Americans to rededicate themselves to the principle of
freedom of choice, and to reacquaint themselves with the rights
and responsibilities that are theirs under the Law; and
WHEREAS, the County of Washington, through the Washington
County Housing Authority and the Washington County Redevelop-
ment Authority, have been actively involved in the development
of fair housing projects for citizens of the County and have
provided the administration of programs to make fair housing I
a right that can be realized by every one of our citizens.
I
THEREFORE BE IT RESOLVED, that the Board of County
Commissioners does hereby proclaim April, 1985, as "Fair
Housing Month" and we urge all citizens to reaffirm that
Fair Housing is a right that is right for all.

Chief Clerk presented to the Board for their consideration and approval
,a Lease Agreement Renewal with the Pennsylvania Railway Museum Association, Inc.,;
=for property situate in Chartiers Township for the operation of a trolley museum
and trolley tracks. The term of the Lease Agreement Renewal is ten years,
,effective March 1, 1985, and ending February 28, 1995, for the sum of $1.00 per
;year. All other conditions of the Lease Agreement Renewal would remain the same
as contained in the original Lease Agreement dated March 13, 1975.

Chairman Mascara read a prepared statement concerning the recent sur-
charge filed against the Board of Commissioners by Controller Beharry in her

1984 Annual Financial Report concerning hospitalization costs for bargaining
Iunit employees. Commissioners Petrosky and Paluso also commented on this matter.

1. All County Offices ,will be closed on Friday, April 5th, in �
observance of Good Friday.
E 2. The April Prison Board Meeting has been re -scheduled from

3. The Commissioners meeting scheduled for Thursday, April llth,
has been cancelled ',due to the Commissioners attending the
g PSACC Seminar. €

cally the Controller, is directed not to pay any sum out of County funds for any
insurance premium for dependent health care for any employee affected by the surf
charge brought by the Controller.
