Chairman Mascara called the meeting to order at approximately 10:10 a.m. ;and asked if there were any corrections, additions or omissions to Minute No. 65, f ,each member having received a copy. Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 65 be ,approved as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. ;Special Order of Business: Chairman Mascara read the following Proclamation: WHEREAS, older persons represent an ever-growing segment i of our population who havecontributed significantly to our cultural development and social reform during this century; and WHEREAS, the economic and social needs of our older pop- ulation constitute one of our highest national, state and local priorities, and that this County has continued to provide the highest possible standard of living for all senior citizens r through rendering the finest human services possible on their behalf; and WHEREAS, the month of May has been designated for two de- cades as the time for formal recognition of the contributions made by our senior citizens to all levels of society. THEREFORE BE IT RESOLVED, that we, the Board of Washington County Commissioners, proclaim the month of May, nineteen hund- red and eighty-five as OLDER AMERICANS MONTH in Washington County and reaffirm our commitment to programs and services designed to meet the needs of the one in every five Washington County _re'sidents over the age,of sixty years , ,and Chit we further take this oppor tunity to express our appreciation to the-geni.or citizens of this county and urge all citizens to join us in this endeavor. I } The Commissioners then presented the Proclamation to Wilma Toth, Chair- i �person for the Washington County Advisory Council on Aging, who, in turn, pre- ; fsented each Commissioner with a small gift of appreciation. Bob Umstead of the Redevelopment Authority presented to the Board for their consideration and approval a Resolution approving an Agreement amending °,an Option Agreement between the County of Washington and Landmark Limited Partner t ship for the purchase of 2.891 acres of land situate in Chartiers Township, Wash-, ington County, Pennsylvania, and authorizing the execution of a deed from Wash' iington County to Landmark Limited Partnership for said land. Mr. Umstead briefly' explained the details of this amended Option Agreement. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing ,Resolution. G Motion carried unanimously. ;(Lou Lignelli entered the meeting) The Commissioners recognized Earl Bugaile, Publication and Information Coordinator, for a Fourth Estate Award in journalism which he received from the F :Armed Forces Command. Old Business: Solicitor Bassi recommended that the bids for the Washington County Air-� ;port Runway and Taxiway Extension Project, Phase II continue to be tabled for re_� 1 view. Moved by Mr. Petrosky, seconded by Mr. Paluso, that the bids for the Washington County Airport Runway and Taxiway Extension Project, Phase II be tabled ;for further review. i Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. t Solicitor Bassi advised the Board that the County Architect, A. Richard Glance, has recommended that the bid for the restoration of the cupola on the Courthouse Dome be awarded to Graciano Corporation, the lowest bidder. Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid for the restoration of the cupola on the Courthouse Dome to Graciano Corporation of Pitt - burgh, Pa., for the amoutt of $17,983.00; this being the lowest responsible bid received in accordance with the specifications. PALUSO, COMMISSIONERS Solicitor Bassi advised the Board that concerning the case of the pharmacist I ;for the Washington County Health Center (No. 221 Feb. Term, 1985, A.D.), Judge ,Terputac issued an Opinion and Order dated May 1, 1985, directing the Controller r "to approve payment of the billings for drugs and consultative services of Phillip registered pharmacist, from December 15, 1984 to thl prese t and Sollon,/for the future in accordance with the contract? as we 1 as the custom and 'practice of the commissioners, less the payment already made". Some discussion x gfollowed. Solicitor Bassi also advised the Board of an Order issued by Judge Bell oil April 30, 1985, relative to the case of Badzik Printing Service, Inc., vs. Wash- ington County (No. 27 March Term, 1985, A.D.). This Order directed Washington I `County to "pay to the Plaintiff, Badzik Printing Service, Inc., within ten days 3 from this date, $13,027.46, with interest at the rate of six percent, beginning `May 10, 1984, and the sum of $618.08, with interest at the rate of six percent, .beginning November 30, 1984". Correspondence: Chief Clerk informed the Board of the receipt of the following check: 1. Commonwealth of Pa. - $107,732.72 - Medical Assistance ; Chief Clerk made available to the news media News Releases in reference ,to the following projects: 1. Canonsburg Street Improvement Project, Phase II 2. Canon House - Construction of Ramps for the Handicapped and I other concrete improvements iNew Business: Chief Clerk presented to the Board for their consideration and approval "a Change Order to the contract with F. J. Busse Company, Inc., in reference to th :Washington County Health Center Rehabilitation Project. Chief Clerk noted that t !the Change Order increases the contract by $5,389.85. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing ;Change Order and authorizing the Chairman of the Board to so execute. Chief Clerk presented to the Board for their consideration and approval is Resolution authorizing the sale of surplus personal property consisting of one (1) Offset Duplicator. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing ;Resolution; said action being in accordance with P. S. 16, Section 1805, as amended. Chief Clerk presented to the Board for their consideration and approval Ian Agreement with Laura Stankowski of McDonald, Pa., for the purpose of general `office cleaning at the office of Magistrate Paul. Pozonsky. This agreement is i ?effective May 1, 1985, through April 30, 1986, at a cost of $60.00 per month. It was noted that the Countv's uresent lease for office space for Magistrate Pozonsk�,7 ?does not cover general office cleaning. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement ,with Laura Stankowski of McDonald, Pa., as per above. Chief Clerk presented to the Board for their consideration and approval ,a request to renew the Warranty Agreement with Computer Election Systems (CES) 6maintenance on the Alpha Ballot Tabulator for the period of June 1, 1985, to ,June 1, 1986, for the total amount of $4,170.00. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the request to renew the Warranty Agreement with CES as per above. Chief Clerk presented to the Board for their consideration and approval I a request to ratify and confirm the verbal acceptance by the Director of Planning; of the proposal submitted by McDonald Associates Engineering in the amount of 1$2,252.00 for a survey of ten acres on the Breese property adjacent to the Wash- ington County Airport. I Moved by Mr. Petrosky, seconded by Mr. Paluso, ratifying and confirming the action of the Director of Planning as per above; and authorizing payment Ithereof upon receipt of plans. Services Director. Washington County's proposed allocation is $278,809 and Greene County's is $88,478. F Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Human Services Development Fund Plan and Budget for FY85/86 as per above and authorizing its submission to the Pennsylvania Department of Public Welfare. Drewitz, Court Administrator to attend the 1985 President Judge/ District Court Administrator Conference to be held in Harrisburg, Pa., on June 2-5, 1985. 3. Request for Stanley Rockovich of Adult Probation to attend meetings of the County Chief Adult Probation and Parole Officers Association of Pa. on May 14 and 15, 1985 at State College and Harrisburg, Pa. 4. Request for Brupe Morgan, John Pankopf and Cynthia McQuaid of Adult Probation to attend a training session i sponsored by the Pa. Board of Probation and Parole on May 13-17, 1985, at State College, Pa. 5.
