PALUSO, COMMISSIONERS Minute No. 67 I Washington County Commissioners Washington, Pa., May 9, 1985 } The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara, Petrosky and Paluso. Also being present: Chief Clerk Dallatore; Solicitor Bassi; Barb Davis, Admini- strative Assistant; Judi Lomago, Executive Secretary; Ken Krupa, Planning Com- mission; Earl Bugaile and Floyd Laubham, PlIannin& _Comm.; Linda Hands, Clerk - !Steno II; Jon Stevens, Observer -Reporter; Jim Jefferson, WJPA; Natalie Moore, r Herald -Standard; Suzan Mohney, Coordinator, Teacher's Day USA; Anthony Aglio, x President, Charleroi Area Teachers Association; Donal Barnhart and Les Izzo, re - Michael Baker, Jr., Inc. and presentatives of Boy Scouts of America; representatives of Bearer Excavating.' Chairman Mascara called the meeting to order at approximately 10:05 a.m.; z and asked if there were any corrections, additions or omissions to Minute No. 66,; each member having received a copy. Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 66 be approved as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Special Order of Business: Chairman Mascara read the following Proclamation: WHEREAS, public school teachers play a vital role in the growth and development of millions of students each year; and f WHEREAS, America's teachers have brought a commitment to pro- fessionalism into the classroom which has resulted in better educational standards for their students; and I WHEREAS, The Pennsylvania State Education Association has joined in the nationwide effort to recognize the accomplishments and contributions made to the education of America's youth with "Teacher Appreciation Days" on May 8, 9, and 10, 1985; and WHEREAS, these teachers have contributed to the betterment of life for many thousands of students in Washington County. NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners recognizes the professional teachers in the school districts of Washington County, and that this Board calls upon the citizens of the County to join us in saluting the professional teachers during "Teacher Appreciation Days". Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Proclamation. Roll call vote taken: Mr. Paluso - Yes; Mr,Petrosky - Yes; Mr. Mascara - Yes, Motion carried unanimously. Mrs. Mohney thanked the Commissioners for the Proclamation and made some comments, Commissioner Petrosky read the following Proclamation: € WHEREAS, the Boy Scouts of America has served the nation's youth from 1910; and I WHEREAS, more than 70 million youth and adults have benefited from being members of this highly regarded youth movement; and WHEREAS, Scouting is available for all youth regardless of race, religion or socio-economic level who are taught character, citizenship and fitness; and WHEREAS, the Allegheny Trails Council will celebrate the 75th Anniversary of the founding of the Boy Scouts of America.at a Diamond Jubilee Skill-O-Rama at Mingo Creek County Park May 17-19, 1985; and others will be taking part in similar events in Allegheny and Beaver counties. a NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners congratulates and salutes the Boy Scouts of ; America on their 75th Anniversary, and calls upon a111 residents to j:oi.n us in commending the Scouts and their leaders who make it possible for the Scouting program to bring its proven benefits to young people. Moved by Mr. Paluso, seconded by Mr. Petrosky,,adopting the foregoing Proclamation. Roll I Roll call vote taken: 6 Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. ? Commissioner Petrosky then presented the Proclamation to Les Izzo, re - ,presentative of the Boy Scouts of America. Mr. Izzo thanked the Commissioners ?for the Proclamation and made a few comments. :01d Business: g Solicitor Bassi stated that the Director of Planning and Development has ;recommended that the County award the bid for construction of Phase II of the grunway and taxiway extension at the Washington County Airport to Beaver Excavating I }Company of Canton, Ohio, Beaver Excavating Company was the lowest bidder with a ,price of $1,148,202.00. Solicitor Bassi stated that the bid award should be made `contingent upon the following: 1. That Washington County receives a grant offer from the Federal Aviation Administration for a least 90% of the project cost by June 24, 1985. 2. That land acquisition now in progress proceed in a timely fashion and be under county ownership by June 24, 1985. Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bid for con- struction of Phase II of the runway and taxiway extension at the Washington ! In connection with the Washington County Health Center, Chief Clerk pre-� sented tothe Board for their consideration and approval a request to renew the agreements with Laura Newman as beautician and Louis Dagostino as barber for the period of April 1, 1985 to April 1, 1986. Moved by Mr. Petrosky, seconded by Mr. Paluso, renewing the agreements as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Beard for their consideration and approval a Payroll Services Agreement with Pittsburgh National Bank for the JTPA/Summer Youth Employment Training Program. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing Payroll Services Agreement with PNB. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. 1 MINUTE BOOK E 1 BOARD OF COUNTY COMMISSIONERS WASHINGTON COUNTY, PENNSYLVANIA FRANK R. MASCARA, METRO PETROSKY, JR , EDWARD M. PALUSO, COMMISSIONERS Chief Clerk requested authorization to advertise for bids for an IBM Per- �sonal Computer with word processing software for the Domestic Relations Office. §The purpose of the IBM-PC is for Internal Revenue Service intercepts as a means Hof collecting arrearages on child support with the help of the Federal Government ;whether it be a single or joint return. Chief Clerk presented to the Board for'their consideration and approval i 'a proposal from Daniel D. Nemeth of Claysville, Pa., in the amount of $3,950.00 ;for the purpose of delivering ballot boxes with the Election supplies and voting °devices to the Judgesof Elections for the 19a5 Primary Election. Motion carried unanimously. ; k Chief Clerk presented to the Board for their consideration and approval ,an invoice from Westmoreland County in the amount of $1,429.00 for jury fees and juror mileage in reference to the case of Richard and Joan DiSalle vs. Post Ga= zette Publishing Company t/d/b/a/ The Pittsburgh Post Gazette, No. 367 September, 1979. It was noted that the County is responsible for these costs since this I ;case involved a change of venue. g Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the payment of Ithe invoice from Westmoreland County as per above. Motion carried unanimously. 1 Chief Clerk presented to the Board for their consideration and approval a request to amend the minutes of April 4, 1985, (Minute #63, p. 73) regarding x ; the lease with First Financial Plaza for the JTPA Summer Program. The minutes jshould read that the contract period would be from May 13 through August 31, 1985' at a cost of $892.24 per month, totaling $3,122.84. Moved by Mr. Petrosky, seconded by Mr. Paluso, amending the minutes of I April 4, 1985 (Minute #63, p. 73) as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr, Mascara - Yes. Request for employees of Children & Youth Department to attend conferences as follows: James Henry - Sharon, Pa. - May 24, 1985 Ellen Curran and Marcia Wilson - Pittsburgh, Pa. - May 17, 1985 Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing travel requests and authorizing the payment of all necessary expenses incident ,thereto. Motion carried unanimously. **NOTE: This motion is deemed necessary because of the position taken by the County Controller and is pending resolution of the Court case involving travel requests. Chief Clerk informed the Board that Dr. R. Kirk Wicker of Washington, Pa.!, ihas been recommended for appointment to the Washington County Conservation Dis- s strict as an Urban Director, filling the unexpired term of Daniel4rrett which a ends on December 31, 1985.
