Washington County Commissioners
Washington, Pa,, May 16, 1985
The Board of Washington County Commissioners met in regular session with
the following members being present: Commissioners Mascara, Petrosky and Paluso'
Also being present: Chief Clerk Dallatore; Solicitor Bassi; Roland Bourke, Exe-#
cutive Director of the Redevelopment Authority; Linda Hands, Clerk -Steno II;
Ed DuJordan, Executive Assistant; Judi Lomago, Executive Secretary; Jon Stevens,;
Observer -Reporter; Jim Jefferson, WJPA; Natalie Moore, Herald -Standard; Joann
Sarkett, Brownsville Telegraph; and Bill Prentice, interested citizen.
Chairman Mascara called the meeting to order at approximately 10:10 a.m.
and asked if there were any corrections, additions or omissions to Minute No. 67,
each member having received a copy.
Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 67 be
approved as written.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara- Yes,
Motion carried unanimously.
Special Order of Business:
Roland Bourke of the Redevelopment Authority presented to the Board for
their consideration and approval a Resolution approving proposal for redevelop-
ment of Disposition No. 1 in the South Street Redevelopment area, Washington, Pat,
by Ross Mould, Inc., a Pennsylvania Corporation, and the form of the Redevelop-
ment contract with said developer. Mr. Bourke briefly outlined this project.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing
Resolution.

Chief Clerk informed the Board of the receipt of the following check:
1. Commonwealth of Pa. - $5,496.38 - Section 406 Transportation
Program - new/expanded service, payment for incurred 4
capital/start-up costs
Chief Clerk made available to the news media News Releases in reference
to the following projects: a
1. Railroad Street Improvement Project - Stockdale Borough

Chief Clerk requested authorization to advertise for bids for a pontoon
boat for Cross Creek Park,
Moved by Mr. Petrosky, seconded by Mr, Paluso, authorizing the Chief Clergy_`
to advertise for bids as per above.

Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes,
Motion carried unanimously,
Commissioner Petrosky briefly commented on the successful opening of the
Cross Creek Park lake for fishing which occurred on May 11, 1985.
Chief Clerk presented to the Board for their consideration and approval
an Application forDam or Water Obstruction Permit to be submitted to the Depart-
ment of Environmental Resources for the purpose of constructing an embankment for
a runway extension at the Washington County Airport.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Application
;for Dam or Water Obstruction Permit as per above and authorizing the Chairman of
the Board to so execute.

Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval
a proposal from Victor Uhutch of Roscoe, Pa., in the amount of $840.00 for the
repair of three hangars at the Washington County Airport.
Moved by Mr. Petrosky, seconded by Mr. Paluso, accepting the foregoing
proposal.

Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Chief Clerk presented to the Board for their consideration and approval
a Personal Service Agreement with the National Benevolent Association Christian
'Church in reference to the operation of Senior citizens activity center program.
Chief Clerk noted that the County will contribute the sum of $4,550.65 to the
church for personal service expenses and that the Personal Service Agreement will
sbe for the period of July 1, 1985 to June 30, 1986.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing
Personal Service Agreement with the National Benevolent Association Christian
Church.

Chief Clerk announced that the County Offices would-be closed on Tuesday,,

Solicitor Bassi updated the Board concerning the case of Russell F. Walker
,vs. John F. Yoney, et al.

Solicitor Bassi advised the Board that Attorney Frank C. Carroll, repre-
rsenting Controller Beharry, filed a Motion for Post Trial Relief concerning the
Washington County Health Center Pharmacist matter (No. 221 Feb. Term, 1985, A.D.)
Solicitor Bassi also advised the Board of the following additional billings
