The Board of Washington County Commissioners met in regular session with

the following members being present: Commissioners Mascara, Petrosky and Paluso.t
Also being present: Chief Clerk Dallatore; Solicitor Bassi; Henry Fiumelli, Director
of Human Services; J. Bracken Burns, EMS Director; Bill Sember, Planning Commission
'Director; Administrative Assistant Davis; Judi Lomago, Executive Secretary; Lou

Chairman Mascara called the meeting to order at approximately 10:05 a.m.
and asked if there were any corrections, additions or omissions to Minute No. 70,:
each member having received a copy.
Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 70 be
approved as written.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Special Order of Business:
Tim Harrison, Director of Juvenile Probation, explained to the Board the
,success of the Civic Service Work Program which was instituted in 1983. He re- s

quested that the Board authorize the continuation of this program. Discussion
:followed. Mr. Paluso requested that Mr. Harrison furnish him with statistics on ;
the program.
Ann Shaner, Probation Office Supervisor, requested the Board's approval

for a sub -program to the Civic Service Work Program called the J.A.B.I.T.T. Pro-
ject (Juveniles and Adults Becoming Involved in Theatre Therapy), which is the
!utilization of psycho dramas to involve delinquent youth in a therapeutic means
,of probation to address the problems relevant to the causes of delinquency and
i
adjustment problems during the critical time of adolescence. Discussion followed.

Chief Clerk presented to the Board for their consideration and approval

to request to renew Maintenance Agreements with Simplex Time Recorder for the
`period of one year, effective July 1, 1985, for (a) the fire alarm system/fire
alarm panel at a total cost of $1,950.95 and (b) seven time recorders at a total

cost of $763.00.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the renewal of
Maintenance Agreements with Simplex Time Recorder as per above.

Chief Clerk presented to the Board for their consideration and approval
an Agreement with Mazzaro Coal and Disposal, Inc., for garbage collection at Cross
Creek Park. The term of the agreement is from July 1, 1985 to October 31, 1985,

at a monthly cost of $1-10.v00.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the agreement
,with Mazzaro Coal and Disposal, Inc., as per above.

;an Amendment to Contract No. 5341-14541 with the Department of Public Welfare for!

:subsidized day care services for fiscal year 84/85. The Amendment extends the
`term of the Agreement to September 30, 1985, and increases the maximum contract
cost to $401,348.00.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing
;Amendment to Contract No. 5341-14541 with the Department of Public Welfare.

the following travel request:
1. Request for Jack Welty, Director of Data Processing, to
attend a SPRPC Advisory Committee Meeting on computer
hardware/software in Pittsburgh, Pa., on June 14, 1985.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing
travel request and authorizing the payment of all necessary expenses incident
thereto.

Chief Clerk presented to the Board for their consideration and approval
a request from Richard E. Sollon, Partner of Jetcraft, Inc., to extend the
existing lease between the County of Washington and Jetcraft, Inc., under the same
conditions of the existing lease, for a period of one month.
Moved by Mr. Petrosky, seconded by Mr. Paluso, to extend the lease with
Jetcraft, Inc., for a perkod of one month (June 1, 1985 to June 30, 1985) as per
above.

Chief Clerk announced that the Board of Commissioners has directed the €
'Director of Emergency Services, J. Bracken Burns, to make contact with the affect

'ed counties in the northern tier of the Commonwealth who were ravaged by severe

:storms and tornadoes during the past weekend for whatever assistance that the
!County of Washington might be able to provide. Mr. Burns made a few comments a
;concerning this matter. Some discussion followed.

Chairman Mascara announced that the County has received a Grant Offer from
the Department of Transportation, Federal Aviation Administration, in the amount
i
;of $1,644,000 to continue the extension of the runway and taxiway project at the
Y
r
Washington County Airport. He noted that action would be taken at next week's
„meeting relative to acceptance of the Grant Offer, Mr. Sember, Director of
r I
:Planning and Development, made a few comments relative to this matter. °
