Washington County Commissioners
Washington, Pa., June 20, 1985
The Board of Washington County Commissioners met in regular session with
the following members being present: Commissioners Mascara, Petrosky and Paluso.'
Also being present: Chief Clerk Dallatore; Solicitor Bassi; Roland Bourke, Exe-
cutive Director of the Redevelopment Authority; Debbie DeStef4no, Aging Services;
Coroner Jackson; Linda Hands, Clerk -Steno II; Judi Lomago, Executive Secretary;
Joann Sarkett, Brownsville Telegraph; Natalie Moore, Herald -Standard; Jim Jeffer-
son and Jeff Blaney, WJPA; Denise Brna and Joe Manning, WKEG; Jon Stevens, Obser-
ver -Reporter.
Chairman Mascara called the meeting to order at approximately 10:05 a.m.
and asked if there were any corrections, additions or omissions to Minute No. 72,
each member having received a copy.
Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 72 be

Central Business District Renewal Area
Project
in the Borough of Charleroi.

Incorporated, that IRECO has purchased the facilities currently operated by Her-

DER an operating permit to continue the same operation in Donnra.

be $5.00 per day higher than the double room rates. Thus, the per diem structure°

Chief Clerk presented to the Board for their consideration and approval
a Lease/Purchase Agreement for one Sharp 815 Coin -Op Copier and one Sharp 760
Copier for the office of Recorder of Deeds. This would be a three (3) year lease
with a monthly payment of $247.50__ for tha copiers. The monthly maintenance
cost would be $150.00 per month for both copiers.

Agreement as per above.

In connection with the JTPA Program, Chief Clerk presented to the Board
for their consideration and approval a request to approve agreements with the
following contractors. The purpose of the agreements is to provide classroom
training, on-the-job training and assessment to JTPA participants in program year
1985-86 at a total cost not to exceed $1,510,000. The contract term is July 1,
1985 thru June 30, 1986 and will be funded under Title IIA. The contract amount
will not exceed the authorization amount.

Chief Clerk informed the Board that the Health Systems Agency (HSA) of
Southwestern Pennsylvania is proposing revisions to its Health Systems Plan and
that a copy of those revisions is available for public comments and review in
the Human Services Department located on the 5th floor of the Courthouse Square
Office Building. Chief Clerk noted that a public hearing on the proposed revisions
will be held in Pittsburgh on August 2, 1985.

Chief Clerk presented to the Board for their consideration and approval
an Agreement with D & D Disposal of Prosperity, Pa., for garbage collection at
the Claysville Senior Citizens Center at a monthly rate of $15.00.

the Board request the Department of Public Welfare to increase the County's al-
location by an additional $43,000.00.

Chief Clerk presented to the Board for their consideration and approval
a request to designate RCl/Amertel as the County's equal access long distance
carrier.
Lou Lignelli: As a result of the d-ivestiture of AT&T and the Bell System, com-
panies and individuals are being requested, starting July 7 and for the next year,
based upon their local areas will be requested to make a decision as to whether
to continue with AT&T as their long distance carrier or to designate another
Iequal access or primary carrier, as they call it, to handle your long distance
i trafficking of calls. We have done some extensive reviews and this is a very
complicated matter in regards to what companies are offering. I think what we
are recommending here is RCl/Amertel which is basically one of your cheaper pro
? viders of long distance costs in America today with relatively little or no chan-e
at all in regards to how we dial and how we get access of long distance phone ca:.ls.

Under what is being recommended, Amertel was purchased by RCI which was aRochester
Communications, Inc.; they have a national network and their rates are much cheaper
than AT&T at this time. We're recommending a savings of around 25% of our long ;
distance calls,. An analysis of the April phone bill showed that we have long dis-
tance calls of $1,500; that had we had it in April, it would have been less than
$1,100 with RCI. So at this time we're recommending RCl/.Amertel; and provided
,there are any changes in terms of tariff changes or increases in costs which must`
go through the PUC, we are free to always change our equal access designation any
time for only the cost of $5.00 per trunk line. We have 15 trunk lines in the k

'County so if we're ever to change or decide to change, we can do that with 30
days' notice and only at the cost of $75.00. So I think at.this particular time
;though a lot of people are not changing or not designating anybody, I think that
this would be best in terms of cost benefit to the County. You have 6 months to 3
make a decision, if you don't during the 6 months that you have to make a deci-
sion, Bell will continue to traffic your calls through AT&T. Then after 6 months
if you don't make a decision on your own, Bell's going to make a decision for your
and they are going to split the business based upon the percentage of business
that each company receives during the 6-month period, (Mr. Lignelli further ex-
plained how Bell will split the business.)

Chief Clerk presented to the Board for their consideration and approval an
'Agreement with Aptech Computer Systems, Inc., for the purposes of providing a
°telephone costs management reporting system service beginning July 1, 1985, on a
year to year basis. This service will provide a cost detailed reporting system of
;all telephone calls, collect and report all calls made on the system. This ser- I
vice much like a payroll service, it will be charged at a rate of 2.3 cents per
call record, with a minimum charge of $300.00. In addition,there are costs for
,changes in the data base/master file development and data base changes and hand-
ling of disks.
:Lou Lignelli: In conjunction with the phone system, as a result of the divesti-�
a
ture of AT&T, we made a decision back in November or December to purchase our ex-�
isting telephone lines, stations and so forth to the County from AT&T with an up
=grade to the present system we have. Presently, under the Bell System our tele-
phone bill, the bill that we receive, is simply a recording of calls by phone
numbers and it doesn't give us any cost accounting records to our phone distri-
bution of costs. For what we are receiving from Bell we pay around approximately
t$750.00 to receive the bill each month, and there is a lot of manual labor that
then goes in to distributing costs to various cost centers that we have in the
=county, all of our departments. With the acquisition of our telephone system we
are no longer required, so to speak, to continue the Bell service in the manner
iof which we receive the bill. We are recommending here that we go with Aptech 4
gComputer System to supply us with a cost management report and information report
Hof distribution of all our phone costs at a cost of .23�- per call and that would a
japproximate 30,000 calls a month, the same cost that we're now paying Bell Tele- f
!phone. We estimate our calls at approximately 20,000 calls a month so this service

ment with Gene DeLattre Corporation for the Repair of Fire Damages at the Washing-
ton County Jail. Chief Clerk noted that the Board had awarded this contract to
Gene DeLattre Corporation back in January, but due to the County's negotiations
with Travelers Insurance Company, execution of a contract had been held in abeyance.
Solicitor Bassi made a few comments and recommended that the following motion be
made.

striction of February 25, 1985, in the contract be removed and that the clause
