PALUSO, COMMISSIONERS "9 -DONOR .Pk Minute "No. -75 Washington County Commissioners Washington, Pa., July 18, 1985 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioner Petrosky and Paluso. Absent being: ;Commissioner Mascara. Also being present: Chief Clerk Dallatore; Solicitor Bassi; ;Robert Umstead, Redevelopment Authority; Coroner Jackson; Barb Davis, Administra- tive Assistant; Linda Hands, Clerk -Steno II; Natalie Moore, Herald -Standard; Jim !Jefferson, WJPA; Barb Miller, Observer -Reporter; Scott Langenfeld, WKEG; and Ron Chromulak, VFW State Chairman, POW/MIA's. Vice -Chairman Petrosky called the meeting to order at approximately 10:05 a.m. =.and asked if there were any corrections, additions or omissions to Minute No. 74, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No. 74 be approved as,written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. ,Special Order of Business: Commissioner Petrosky read the following Proclamation: WHEREAS, the Vietnam War ended ten years ago, but over 2,000 servicemen remain unaccounted for in spite of continous efforts of the American people to obtain information on their whereabouts; and i t t WHEREAS, the communist government in Vietnam has continually denied knowledge of Americans who are either Missing -in -Action or Prisoners -of -War; and WHEREAS, Washington County has offered its support to the families of the POW/MIA's and became the first county in the nation to fly the POW/MIA Flag until all of the missing Americans are F accounted for; and WHEREAS, the nation will show its support for the release of information of the POW/MIA's with a POW/MIA Recognition Day on July 19, 1985. ThEREFORE, BE IT RESOLVED, that the Board of County Commissioners joins in the observance of POW/MIA RECOGNITION DAY, and that we call upon all residents of the County to join their fellow Americans f in renewing their support of the Vietnam POW/MIA's and their families. a Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Pro- d ilamation. Robert Umstead of the Redevelopment Authority presented to the Board for their consideration and approval a Resolution approving execution of a Sub -Divi- sion Plan for the Washington County Industrial Park in North Strabane Township. Mr. Umstead briefly explained the details of this project. I Moved by Mr. Paluso, seconded by Mr. Petrosky, adopting the foregoing Re- solution. Old Business: Solicitor Bassi advised the Board that the Director of Parks and Recreation has recommended that the bid for the 1985 Model Pontoon Boat for Cross Creek Park# be awarded to the lowest bidder, Boat World of Aliquippa, Pa., for the total amount of $6,800.00. Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bid for the 1985 Model Pontoon Boat to Boat World as per above; this being the lowest responsible bid received in accordance with the specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Solicitor Bassi advised the Board that it has been recommended that the Laundry Detergent portion of the Housekeeping Supplies bid be awarded to the low-= est bidder, Clean Systems of Pittsburgh, Pa., at a cost of $44.00 per 100 lb, cont- ;tainer for a total of $1,760.00 (40 containers). Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the Laundry Deter- j .gent portion of the Housekeeping Supplies bid to Clean Systems as per above; thisF i ,being the lowest responsible bid received in accordance with the specifications. NOTE: As per the bid specifications, the quantity of the bid item is an estimate; z therefore, the foregoing amount could increase or decrease, depending on quantity used. Commonwealth of Pa. - $44,927.00 - Department of Transportation - Section 203 Program New Business: Chief Clerk presented to the Board for their consideration and approval the; following proposals from KMG Main Hurdman of Pittsburgh, Pa,: 1. Proposal to examine the financial statements of the Children & Youth Social Service Agency for the fis- cal reporting period of July 1, 1984 to June 30, 1985. Charges will not exceed $14,900.00 plus out-of-pocket expenses. 2. Proposal to perform a fiscal Audit on subcontractor, Try -Again Homes, Inc., for the fiscal reporting period of July 1, 1984 to June 30, 1985. Charges will not ex- ceed $3,300.00 plus out-of-pocket expenses. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the proposals sub-E mitted by KMG Main Hurdman as per above. The total amountof the services will not exceed $8,000.00. approving the Agreement with! Moved by Mr. Paluso, seconded by Mr. Petrosky, ,Meucci Engineering, Inc., as per above. PALUSO, COMMISSIONERS their consideration and approval a request to amend the lease agreement with Lee-, ' I land by increasing the monthly rental from $400 to $425 per month, effective August 1, 1985. Moved by Mr. Paluso, seconded by Mr. Petrosky, amending the lease agreement4 with Leeland as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request to authorize the purchase of a portion of the current telephone equipment; x F system from AT&T Information Systems, Inc., which is no longer necessary for the e County Office Building and be transferred for use to the Washington County Health# Center. In addition, the purchase includes new multi -button and single line sets, along with installation and wiring costs. Cost of the system is not to exceed $21,726.46. Commissioner Petrosky made a few comments relative to this matter. Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing the purchase of a portion of the current telephone equipment system from AT&T Information Systems, Inc., as per above. Chief Clerk presented to the Board for their consideration and approval a proposal from Omni Evaluation Services, Inc., for professional services in con- k nection with the appraisal of the McGraw -Edison facility located in the Borough `of Canonsburg. The purpose of the appraisal would be to estimate a current mar- Iket value of the unencumbered fee simple interest in the real estate. Fees for this appraisal will range from $20,000 to $25,000 plus expenses. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the proposal from 10mni Evaluation Services, Inc., as per above. Chief Clerk informed the Board that Mr. Peter Celani has been recommended for reappointment to the Washington County Authority for a five-year term, ex- �piring December 31, 1989. Moved by Mr. Paluso, seconded by Mr. Petrosky, reappointing Mr. Peter Celani to the Washington County Authority as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request to renew the -Agreement with Colleen C. Allison, R.R.A., as Medical Record Consultant for the Washington County Health Center for a one-year period of July 1, y 1985 to July 1, 1986-, at -the same rate of $30.00 per hour. Solicitor Bassi presented to the Board for their consideration and approval two Indentures with South Strabane Township for sanitary sewers of the South Straw ,bane Township Sanitary Authority. Solicitor Bassi recommended that a condition of the Indentures should be the consolidation in writing of the proposal that was; made by the Township that the Township would not charge the County any assessment' until the County either developed the property or sold it to some private developer. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing In- dentures with South Strabane Township and that the condition as recommended by Solicitor Bassi be inserted into the Indentures as per above.
