PALUSO, COMMISSIONERS Minute No. 76 ; Washington County Commissioners Washington, Pa., July 25, 1985 The Board of Washington County Commissioners met in regular session with the, •following members being present: Commissioner Petrosky and Paluso. Absent being:; ,Commissioner Mascara who was out of town. Also being present: Chief Clerk Dalla-4 tore; Solicitor Bassi; Coroner Jackson; Administrative Assistant Davis; Tim Harri- F ,son, Director of Juvenile Probation Department; Ken Krupa, Assistant Director of $the Planning Commission; Linda Hands, Clerk -Steno II; Barbara Miller, Observer- _ � Reporter; Joe Harrington, WJPA; Scott Langenfeld, WKEG. r Vice -Chairman Petrosky called the meeting to order at approximately 10:05 a.m. ;and asked if there were any corrections, additions or omissions to Minute No. 75, each member having received a copy. Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No. 75 be approved w as written. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Old Business: Bid Solicitor Bassi advised the Board that the Washington County Health Center nursing staff has reviewed and evaluated the bids and samples received for the `Disposable Underpads and found that those of the lowest bidder, Stuarts Drug and ,Surgical Supplies, Inc., were not adequate; therefore, it has been recommended that .the bid be awarded to the second lowest bidder, Owens & Minor, Inc., (1200 cases I @ $23.73 = $28,476.00). F Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bid for the Dis- f posable Underpads to the second lowest bidder, Owens & Minor, as per above. NOTE: As per the bid specifications, the quantity of the bid item is an estimate;; therefore, the foregoing amount could increase or decrease, depending on quantity used. r Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. ` Motion carried unanimously. iQew Business i i Chief Clerk presented to the Board for their consideration and approval a r proposal from Casper Construction of Washington, Pa., in the amount of $890.00 for ,resecuring all loose panels and the reconditioning of the entire roof area on f the Washington County Garage. It was noted that this work would be paid from Liquid Fuels monies. Chief Clerk presented to the Board for their consideration and approval a proposal from Thorp, Reed and Armstrong of Pittsburgh, Pa., to undertake a study and provide solutions to the situation concerning "off -base users" at the Washing- ton County Airport. The study would be conducted at a cost not to exceed $7,500., s Some discussion was held concerning this matter. Moved by Mr. Paluso, seconded by Mr. Petrosky, accepting the proposal from Thorp, Reed and Armstrong as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with the Pennsylvania Department of Transportation relative to the Section 203 Transportation Program for the period of August 1, 1985 to December 3i, 1985, for an amount not to exceed $159,972.00. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing Agree - went with the Pennsylvania Department of Transportation; and authorizing the Vice - Chairman of the Board to so execute. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval an Agreement with the Pennsylvania Department of Public,,Welfare relative to the pro- vision of subsidized day care services to needy children for the period of 'October 1, 1985 to June 30, 1986, for a maximum amount of $229,323.00. f Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Agreement with the Pennsylvania Department of Public Welfare as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board a request from the Director of Juvenile Probation, Tim Harrison, to authorize a county expenditure of approximately $733.60 `for anticipated costs for Juvenile Court Day to be held in October and also that ,the appropriate revenue and expenditure line item accounts be established. Some discussion followed. Chief Clerk presented to the Board for their consideration and approval a request to be submitted to the Department of Public Welfare for continuation of the DPW waiver of regulation relative to Section 3130.32 (b), case management ratio, =and Section 3130.31 (3), development of family service plans and service plan up- x ;dates by County Children and Youth staff. ? Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing Reque9t `for Waiver of Regulation to be submitted to the Department of Public Welfare. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval Pur-; 'chase of Service Agreements with the following providers for FY 1985-86 relative to the Children and Youth and Juvenile Probation programs: 1. The Wesley Institute, Inc. 2. Center for Assessment and Treatment of Youth 3. Parental Stress Center Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing Pur- , chase of Service Agreements with reference to the Children and Youth and Juvenile ;Probation programs. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. C Chief Clerk requested authorization to advertise for bids for (1) a pick-up truck for the Washington County Health Center; and (2) Ballot Cards and Pages forthe ;November Election. Moved by Mr. Paluso, seconded by Mr. Petrosky, authorizing the Chief Clerk €to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a re-4- � 6 quest from Lou Lignelli, Director of Administration, to authorize the purchase of! a Public Officials Liability Insurance through the Chambers Insurance Agency for de @signated county officials and board members, with a limit of liability of I 1$3,000,000.00, and the cost of the one year premium to be $35,970.00. The Commissioners then made some comments relative to this matter and noted tht the cost has tripled primarily due to a reorganization of insurance companies throughout the United States. Chief Clerk presented to the Board for their consideration and approval the following travel requests: 1. Request for Barbara Gibbs, Clerk of Courts, to travel to Lycoming County to review the computer program in the Clerk of Courts Office on August 11-12, 1985. 2. Request for Linda Bell of the JTPA Office who attended con- ferences on March 20, May 15, and June 19, 1985, in Meadow- lands, Washington and Butler, Pa., respectively. 3. Request for the following employees of the Washington County Health Center to attend a seminar at the Washington Hospital, Washington, Pa., on August 2, 1985: M. Rowland M. Strawn B. Tucker T. Crawford N. Auld Moved by Mr.Paluso, seconded by Mr. Petrosky, approving the foregoing travel requests and authorizing the payment of all necessary expenses incident thereto. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes. Motion carried unanimously. NOTE: This motion is deemed necessary because of the position taken by the County Controller and is pending resolution of,the Court case involving travel re= requests. Announcements: Chief Clerk announced that there will be a Salary Board Meeting on Thursday, August 1, 1985, immediately following the Commissioners Meeting. Solicitor: Solicitor Bassi presented to the Board for their consideration and approval' the following tax refund. 1. No. 173-42-7879 Moved by Mr. Paluso, seconded by Mr. Petrosky, that the Tax Assessment Office be authorized to prepare the above -mentioned tax refund due to either duplication or over payment of real estate or personal property tax. Roll call vote taken: Mr. Paluso -Yes; Mr. Petrosky - Yes. Motion carried -unanimously.
