MASCARA, METRO PETROSKY, JR, EDWARD M PALUSO, COMMISSIONERS _ -dl YN Minute No. 81 4 Washington County Commissioners Washington, Pa., August 29, 1985 The Board of Washington County Commissioners met in regular session with the following members being present: Commissioners Mascara, Petrosky and Paluso.' Also being present: Chief Clerk Dallatore; Solicitor Bassi; Coroner Jackson; Katr,y Reda, Register of Wills; Barbara Davis; Administrative Assistant; Judi Lomago, i Executive Secretary; Earl Bugaile, Public Relations; Linda Hands, Clerk -Steno II; Jon Stevens, Observer -Reporter; Natalie Eddy, Herald -Standard; Scott Langenfeld, WKEG; Grace Hopwood and Sherri Lavine, K-Country Radio Station; Paul Amic and James Matrogran, Canonsburg Borough Councilmen; and Attorney George Retos. Chairman Mascara called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 80, each member having received' a copy. Motion carried unanimously, ASpecial Order of Business: } Chairman Mascara read the following Proclamation: 80 be approved t s i s WHEREAS, Washington County's current economic conditions have created widespread unemployment; and WHEREAS, families affected by the loss of jobs and finan- cial income have been unable to purchase necessary food to sustain an acceptable standard of living; and WHEREAS, K-Country Radio Station and Earl Thomas Conley have joined forces to fight hunger and poverty among Washington County's unemployed and economically disadvantaged, to stim- ulate community spirit and to demonstrate what can be done when we pull together; and for this purpose have organized the "HELP FESTIVAL" for the purpose of feeding the hungry families of Washington County; and WHEREAS, the "'HELP FESTIVAL" which will take place on Saturday, August 31st, is a celebration of good will and good spirit throughout the County of Washington. THEREFORE, BE IT RESOLVED, that the Board of Washington County Commissioners proclaims the week of August 26th through September 1, 1985, as "HELP FESTIVAL WEEK" in Washington County; and supports the tremendous efforts of K-Country and Earl Thomas Conley to feed the unemployed and hungry citizens of the county. Frank J. Palmero, Jr. - for the acquisition of a building and equipment and renovation of a building to be located at 9 E. Beau Street, Washington, Pa., in an amount not to exceed $180,000.00. 2. Manuel M. Pihakis - for the acquisition of land and equip- ment and the construction of building for a commercial and wholesale laundry facility to be located in Canonsburg, Washington County, Pa., in an amount not to exceed $250,000.00. 3. William Polachek - for the acquisition of land and buildi>g and construction and renovation of a building for a nursing home facility to be located at Kenric Manor, Boroughi of Donora, Washington County, Pa., in an amount not to exceed $200,000.00. 4, Abraham Rizk - for the acquisition of land and building and the renovation of the building fors commercial andMarufacturing purposes of computer hardware and software techr nology in Peters Township, Washington County, Pa., in an amount not to ex- ceed $500,000.00. Attorney Retos gave a verbal itemization of each of the foregoing projects'. 'There were no comments from the public. ,Old Business: Solicitor Bassi recommended to the Board that the bids for the 15-Passenger rVan continue to be tabled for further review. Moved by Mr. Petrosky, seconded by Mr. Paluso, that the bids for the 15- r Passenger Van continue to be tabled as per above. Commonwealth of Pa. - $24,440.83 - Day Care Program - Month of June, 1985 k New Business: Chief Clerk presented to the Board for their consideration and approval a proposal from Reynolds Construction Company of Burgettstown, Pa., in the amount of $1,825.00 for the installation of a water trough and road grading in Hanover Town- ship relative to the Harmon Creek Flood Control Project, Site 486. Moved by Mr. Petrosky, seconded by Mr. Paluso, accepting the proposal fro Reynolds Construction Company as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Moved by Mr. Petrosky, seconded by Mr. Paluso, accepting the proposal from, Graciano Corporation as per above. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the Right -of -Way Agreement with The Bell Telephone Company of Pennsylvania as per above. Chief Clerk requested authorization to advertise for bids for the re -sur- facing of a County -owned bridge which spans Canonsburg Lake (McDowell Bridge). Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing the Chief Clerk, to advertise for bids as per above. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. Motion carried unanimously. Chief Clerk presented to the Board for their consideration and approval a request to authorize a Change Order to the existing contract with DeLattre Corpora_ ation for the repair of the air handling unit at the Jail. The Change Order is ,for additional work required for the installation of a new fan shaft, and will increase the contract by $2,305.05. Moved by Mr. Petrosky, seconded by Mr. Paluso, authorizing a Change Order ,to the contract with DeLattre Corporation as per above. J Chief Clerk presented to the Board for their consideration and approval a proposal from Gross & Weiss of Pittsburgh, Pa., to undertake a study and provide solutions to the situation concerning "off -base users" at the Washington County Airport. The study would be conducted at a cost not to exceed $5,000. Moved by Mr. Petrosky, seconded by Mr. Paluso, accepting the proposal from Gross & Weiss as per above.
