Washington, Pa., September 5, 1985
The Board of Washington County Commissioners met in regular session with
the following members being present: Commissioners Mascara, Petrosky and Paluso.
Also being present: Chief Clerk Dallatore; Attorney George Retos of the Solicitor's
Office; Coroner Jackson; Administrative Assistant Davis; Judi Lomago, Executive

Secretary; William Sember and Earl Bugaile, Planning Commission; Linda Hands,
Clerk -Steno II; Jim Jefferson, WJPA; Natalie Eddy, Herald -Standard; Scott Langen-'
feld, WKEG; and Barbara Miller, Observer -Reporter,
Chairman Mascara called the meeting to order at approximately 10:05 a.m.
and asked if there were any corrections, additions or omissions to Minute No. 81,
each member having received a copy.
Moved by Mr. Petrosky, seconded by Mr. Paluso, that Minute No. 81 be
approved as written.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Old Business: - BIDS
Attorney George Retos of the Solicitor's Office advised the Board that it
'has been recommended that the bid for the 15-Passenger Van be awarded to the low-
est bidder, Scott Motors of Washington, Pa., for the amount of $15,316.00.
Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid for the
15-Passenger Van to Scott Motors of Washington, Pa., as per above; this being the
lowest responsible bid received in accordance with the specifications.

Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara- Yes.
Motion carried unanimously.

`New Business:
Chief Clerk presented to the Board for their consideration and approval a
proposal from Casper Construction of Washington, Pa., in the amount of $410.00 fob
the installation of two gable vents in the County Garage. It was noted that this
:would be paid from Liquid Fuels monies.
Moved by Mr. Petrosky, seconded by Mr. Paluso, accepting the proposal from

Chief Clerk presented to the Board for their consideration and approval a
proposal from Graciano Corporation of Pittsburgh, Pa., in the amount of $1,950.00
,for the purpose of rectifying drainage an the stone steps located on the side en-
trance (Cherry Alley) of the Courthouse.
Moved by Mr. Petrosky, seconded by Mr. Paluso, accepting the proposal from,

Chief Clerk presented to the Board for their consideration and approval a
•Change Order to the contract with F. J. Busse Company, Inc., in reference to the
'Washington County Health Center Rehabilitation Project. Chief Clerk noted that

the Change Order is for an extension of time only (until 8-31-85) in order to comb
kplete the landscaping around the building. There is no increase in the contract
price. o

Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the foregoing
'Change Order with F. J. Busse Company, Inc., and authorizing the Chairman of the #
Board to so execute.

{Amendment to the Agreement with the Pennsylvania Department of Transportation dat4d
February 21; 1985 (and amended on June 21, 1985) relative to the Section 203 Tran'-
portation Program. This Amendment is for the purpose of providing final grant
jadjustments for the 1984-85 fiscal period and also for the additional July 1, 198$ .,
!July 31, 1985 time period.

the Agreement with the Pennsylvania Department of Transportation as per above and,

Chief Clerk presented to the -Board for their consideration and approval
an Agreement with Attorney Katherine Emery of Canonsburg, Pa., for professional
services to be rendered to the County Solicitor's Department, effective Septem-
ber 10, 1985, at an annual contract payment of.$18,000.00 to be paid on a monthly;
basis at the rate of $1,500.00.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the Agreement
with Attorney Katherine Emery of Canonsburg, Pa., as per above.

Chief Clerk presented to the Board for their consideration and approval
the following travel requests:
1. Request for Richard Brady and Pat Zibel of Domestic
Relations to attend the Annual General Meeting of
DRAP in Harrisburg, Pa,, on October 13-18, 1985,
2. Request for John Pankopf, Bruce Morgan, Felicia
Filipponi and Cindy McQuaid of Adult Probation
to attend a training session sponsored by the
Pennsylvania Board of Probation and Parole in
Butler, Pa., on September 11-12, 1985.
3. Request for Ann Shaner of Juvenile Probation
who attended a workshop sponsored by the Abraxas
Foundation, Inc., at Marienville, Pa,, on
August 15-16, 1985.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing
atravel requests and authorizing the payment of all necessary expenses incident
thereto.

Motion carried unanimously.
NOTE: This motion is deemed necessary because of the position taken by the Countl#y
Controller and is pending resolution of the Court case involving travel
requests.
Announcement:
Chief Clerk announced that there will be a Salary Board meeting on
;September 12th immediately following the Commissioners' Meeting.
Meeting recessed at 10:15 a.m.
Meeting reconvened at 10:3 5 a.m. for opening of bids.
