The Board of Washington County Commissioners met in regular session with
the following members being present: Commissioners Mascara, Petrosky and Paluso.;
Also being present: Chief Clerk Dallatore; Attorney George Retos of the Solicitor's
'Office; Barbara Davis, Administrative Assistant; Judi Lomago, Executive Secretary;
Roland Bourke and Terry Warco, Redevelopment Authority; C. Wayne Fleming, Chief
Assessor; Gary Stokum and Eugene Painter, Conservation District; Linda Hands,
Clerk -Steno II; employees of the Tax Claim Bureau; Paul Amic, Canonsburg Borough
,Manager; James Matrogram, Canonsburg Borough Councilman; William Pihiou and Diana,
Jordan, Central Chartiers Valley Chamber of Commerce; William Johnston, photographer
from Canonsburg Borough; Jim Jefferson, WJPA; Natalie Eddy, Herald -Standard; Scott

Chairman Mascara called the meeting to order at approximately 10:00 a.m.
and asked if there were any corrections, additions or omissions to Minute No. 83,=
each member having received a copy.
Moved by Mr. Paluso, seconded by Mr. Petrosky, that Minute No. 83 be
approved as written.
Roll call vote taken:
Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes.
Motion carried unanimously.
Special
Order of Business:
Chairman Mascara read the following Proclamation:
WHEREAS, the Borough of Canonsburg with the cooperation
of the Washington County Commissioners has been actively engaged
in economic and commercial redevelopment activities; and
WHEREAS, those activities included acquisition and demoli-
tion of blighted properties within the Borough's business
district in an effort to assemble parcels for new development; and
WHEREAS, those activities have resulted in the expenditure
of nearly $6.5 million through the Community Development Block Grant
Program; and
WHEREAS, as a result of those activities, there has been
in excess of $12.6 million in private investment in the Canons-
burg business district represented by the construction of 25 a
new businesses and professional buildings; and
WHEREAS, on October 28, 1985, the Pennsylvania Chamber of
Commerce will recognize the Borough of Canonsburg's efforts by
presenting the First Annual "Outstanding Pennsylvania Community t
Award" to the Borough of Canonsburg at the Annual Pennsylvania
Chamber Dinner.

NOW, THEREFORE, BE IT RESOLVED, by the County Commissioners of
the County of Washington that October 28, 1985, is hereby proclaimed
"BOROUGH OF CANONSBURG DAY" in Washington County in recognition of q
the presentation of the "Outstanding Pennsylvania Community Award"
to the Borough of Canonsburg by the Pennsylvania Chamber of Commerce.

The Commissioners then presented the Proclamation to representatives of

The Commissioners presented a Certificate of Appreciation to Dorothy f

`Plummer, employee of the Tax Claim Bureau, who is resigning after working for the:
,County for 21 years. Her resignation is effective September 23, 1985. Mrs. Plummer
made some comments.
Chairman Mascara read the following Proclamation:
WHEREAS, the conservation of the natural, scenic, historic
and aesthetic resources of Washington County, Pennsylvania, is
of concern to the Washington County Commissioners; and
WHEREAS, the Washington County Commissioners established the
Washington County Conservation District on August 10, 1947, as a
result of this concern for our resources; and
WHEREAS, the Washington County Conservation District, as one
of the 66 conservation districts in Pennsylvania, is playing a
key role in developing and implementing programs and practices to
protect the natural resources in Washington County and the Common-
weath of Pennsylvania.

NOW, THEREFORE, the Washington County Commissioners proclaim
the week of September 22 - 28, 1985, as CONSERVATION DISTRICT WEEK
and urge all citizens to give recognition to the people involved
in the Washington County Conservation District and participants in
d their events and activities. �

Roland Bourke of the Redevelopment Authority presented to the Board forV

a approval a Resolution approving the Redevelopment Proposal

for the North College Street Redevelopment Project. Mr. Bourke briefly explained #
the details of this project.
Moved by Mr. Paluso, seconded by Mr. Mascara, approving the foregoing Re -

$Correspondence:
Chief Clerk informed the Board of the receipt of the following checks:
1. Commonwealth of Pa. - $257,249.49 - Medical Assistance
2. Commonwealth of Pa. - $146Z272.00 - Child Welfare Services,
period of 1-1-85 to 3-31-85
In reference to the Board's action taken on June 20, 1985 (Per Minute No. 73,
page 130) approving the submission of an Application and Grant Agreement to PEMA
relative to the County's Radiological Emergency Response Plan, it was noted that
.since that time, the State has reduced the available funding amount. Therefore,
it was necessary for the County to re -submit the application, changing the amount
requested from $19,606.00 to $7,435.00.
Moved by Mr. Paluso, seconded by Mr. Petrosky, ratifying the foregoing
change in the application to PEMA as per above.

New Business:
Chief Clerk presented to the Board for their consideration and approval a

policy to be adopted relative to employee work -related injuries/sick leave occur-;
xences in connection with the SEIU labor agreement. The Board directed that this;
matter be held in abeyance for further review.
Chief Clerk presented to the Board for their consideration and approval a
renewal Agreement with J. R. Kruppa and Associates for the provision of consulta-

;tive speech and hearing services to the Washington County Health Center. The

cAgreement is effective September 24, 1985, thru September 23, 1986, and the hourl�
=rate remains the same at $20.00 per hour, j

=palities located in the Cross Creek region at the last meeting.)

3. Request for David Suski, JTPA Director, to attend a Pennsylvania
Service Delivery Area meeting at Harrisburg, Pa., on Sept. 26, 1985,:
