Chairman Mascara called the meeting to order and asked if there were any corrections, additions or omissions to Minute No. 95, each member having received K � t � a copy. Motion carried unanimously. °Special Order of Business: Chairman Mascara read the following Proclamation: WHEREAS, home health care has grown in size and importance over the past decade, offering citizens an alternative of staying at home with family members and friends instead of enter- ing a hospital or nursing home; and WHEREAS, Centennial Home Health -Care Agency, Inc., is a Washington County agency providing nursing care, physical, occupational and speech therapy, medical social services, home health aide services and mental health nursing; and a WHEREAS, the Governor of Pennsylvania has proclaimed the week of December lst through December 7th as Home Health Care Week in Pennsylvania to recognize these agencies for the service they provide to the community; and s WHEREAS, Centennial Home Health Care will provide residents of Washington County with free blood pressure screenings on Friday, December 7th, at the County Courthouse in observance of e H Home Health Care Week and to acquaint residents of the County with the types of services provided by home health care. THEREFORE, BE IT RESOLVED, that the Board of County Commissioners joins our colleagues throughout the Commonwealth of Pennsylvania in proclaiming the week of December lst through I December 7th as HOME HEALTH CARE WEEK in Washington County, and that we authorize Centennial Home Health Care Agency, Inc., to utilize the County Courthouse to provide blood pressure screening F a for citizens of the county. Fern, .President of the Centennial Home Health Care Agency, Inc. Attorney George Retos, Solicitor for the Washington County Hospital Authorty, I presented to the Board for their consideration and approval Resolutions relative to the undertaking of financing projects by Washington Hospital and Canonsburg Hospital. Mr. Retos briefly explained the details of these projects. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing Resolutions as presented by Attorney George Retos on behalf of the Washington County Hospital Authority. Motion carried unanimously. .Old Business: F Solicitor Bassi recommended that the bid for the furnishing and delivering of one (1) 1986 Model Dump Truck for the Bridge Department be awarded to the lowet a Sbidder, Jim Crivelli Chevrolet, Inc., of McKees Rocks, Pa., for the amount of �$24,190.00. Moved by Mr. Petrosky, seconded by Mr. Paluso, awarding the bid as per abode; ,this being the lowest bid received in accordance with the specifications. Roll call vote taken: Mr. Paluso - Yes; Mr. Petrosky - Yes; Mr. Mascara - Yes. , Motion carried unanimously. } Solicitor Bassi recommended that the Board enter into a formal agreement with Bela A. Karlowitz and William M. Hoffman of Berkman, Ruslander, Pohl, Lieber & Engel of Pittsburgh, Pennsylvania, relative to the Washington County Health kCenter structural problems and lawsuits filed. Mr. Bassi noted that the Board `appointed said firm as special counsel relative to this matter back on April 25, 1985 (See Minute No. 65, p. 82). Wendell Ramey has provided 18 years of service i in various capacities as chief executive officer of the Mon Valley United Health Services, Mon Valley United Fund, Mon Valley Health and Welfare Council, Mon Valley Health and Welfare Authority and Southwestern Pennsylvania Human Services, Inc.; and WHEREAS, J. Wendell Ramey has been one of the motivating forces behind human services in the Mon Valley area throughout his professional career; and WHEREAS, J. Wendell Ramey has not only become one of the human services leaders in the Mon Valley, but his published articles on the subject have gained him national recognition as an authority in the field; and t WHEREAS, J. Wendell Ramey has announced his retirement, i ending a long and dignified career in the field of human services for the entire Mon Valley. THEREFORE, BE IT RESOLVED, that the Board of Washington County Commissioners recognizes and congratulates J. Wendell Ramey for his many contributions to the betterment of life for residents of the Mon Valley and this county, and that we extend to him our wish for continued health and success in the future. Chief Clerk presented to the Board for their consideration and approval a ,request to authorize a one -month extension (from December 31, 1985 to January 31,` 1986) to the agreement with Carnegie-Mellon University, relative to the develop- ment of a strategic plan for the County's information systems. It was noted that; ;the extension was being requested due to the fact that CMU conducted more face -toy =face interviews than originally proposed and is still awaiting nearly half of the! ;written surveys. The extension is being requested at no additional cost to the r agreement. Moved by Mr. Paluso, seconded by Mr. Petrosky, approving an exten.aionto t the agreement with Carnegie-Mellon University as per above. Chief Clerk presented to the Board for their consideration and approval a one-year equipment maintenance agreement addendum with Burroughs Corporation `for the Burroughs mainframe computer and other related equipment. The total cost of this agreement addendum would be $54,273.60 and the term would be from January,l, through December 31, 1986. Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the equipment maintenance agreement addendum with Burroughs Corporation as per above; and authorizing the Chairman of the Board to so execute. Request for David Suski, Director of JTPA, to attend the Governor's Older Worker Task Force Meeting in Harris- burg, Pa., on December 9, 1985. Moved by Mr, Paluso, seconded by Mr. Petrosky, approving the foregoing travel requests and authorizing the payment of all necessary expenses incident thereto. Announcements: Chief Clerk made the following announcements; a. The Commissioners have continued the flood emergency in accordance with the Emergency Management Services Code. k b. The County is again sponsoring the "Christmas at the Courthouse" program which is a series of lunchtime choral and instrumental concerts in the Courthouse rotunda. The concerts will beheld from December 9th to December 23rd. C.
