The Board of Washington County Commissioners met in regular session with
=the following members being present: Commissioners Mascara, Petrosky and Paluso.
;Also being present: Chief Clerk Dallatore; Solicitor Bassi; Barbara Davis, I
Administrative Assistant; Earl Bugaile, Planning Commission; David Suski and
Linda Bell, JTPA Office; Linda Hands, Clerk -Steno TT; Jim Jefferson, WJPA; Scott
�Langenfeld, WKEG; Natalie Eddy, Herald -Standard and Jon Stevens, Observer -Reporter.
Chairman Mascara called the meeting to order at approximately 10:00 a.m. I
=and asked if there were any corrections, additions or omissions to Minute No. 96,°
`each member having received a copy,
Moved by Mr. Petrosky, seconded by Mr, Paluso, that Minute No. 96 be
,approved as written.
Roll call vote taken:

Motion carried unanimously.
Special Order of Business:
David Suski, JTPA Director, informed the Board that the Washington -Greene,
County Job Training Agency has met or exceeded all seven performance standards

;established by the federal and state Departments of Labor. He noted that the
I
agency is one of only five statewide to meet all of the benchmarks for successful
r operation. He also noted that the high rating will make the agency eligible fort
additional amounts of incentive money through the current fiscal year which runs`
s ¢
through June 30, 1986. E

Old Business:
Solicitor Bassi noted that the bids for the Waterline Project at the
Washington County Airport are still being reviewed and recommended that the bid4
continue to be tabled.

Moved by Mr. Petrosky, seconded by Mr. Paluso, that the bids for the
Waterline Project at the Washington County Airport continue to be tabled for
further review as per above.

Chief Clerk presented to the Board for their consideration and approval a
:one-year maintenance agreement with Cincinnati Time Recorder of Pittsburgh for
;the gates, computer and related equipment located in the Courthouse Square

parking garage, The term of this agreement is from January 1, 1986 through
:December 31, 1986 at a cost of $6,022,00,
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving the foregoing
,agreement with Cincinnati Time Recorder,

Chief Clerk presented to the Board for their consideration and approval
Change Order No, 3 with Gene DeLattre Corporation of Monongahela, Pa., relative
to the repair of fire damages at the Washington County Jail. The Change Order
is for the replacement of the glass for the new windows with insulated panels t
with, embossed aluminum on each side and increases the contract by $777.00.
Moved by Mr. Petrosky, seconded by Mr. Paluso, approving Change Order No.'3
and authorizing the Chairman of the Board to so execute.

Chief Clerk presented to the Board for their consideration and approval
a proposal from KMG Main Hurdman of Pittsburgh, Pa., relative to a review and
evaluation of manual and proposed computerized accounting system in the Tax Claim
Bureau. Fees for this project will not exceed $5,500 plus out-of-pocket expense .
Moved by Mr, Paluso, seconded by Mr. Petrosky, accepting the proposal of

Chief Clerk presented to the Board for their consideration and approval
an Agreement with the Southwestern Pennsylvania Corporation in the amount of
$9,500.00 relative to work to be done by the County in the 1985-86 Unified
Planning Work Program year.
Moved by Mr. Paluso, seconded by Mr. Petrosky, approving the agreements
with Southwestern Pennsylvania Corporation as per above.

NOTE: This motion is deemed necessary because of the position taken by the County
Controller and is pending resolution of the Court case involving travel re�-

Chief Clerk informed the Board that Mrs. Judy Ansil of California,
`Pennsylvania, has been recommended for reappointment to the Washington County
;Housing Authority for a 5-year term, effective January 1, 1986 to December 31,
�1990.
Moved by Mr. Petrosky, seconded by Mr. Paluso approving the reappointment
Hof Mrs. Judy Ansil to the Washington County Housing Authority as per above.
