Chairman Mascara called the meeting to order at approximately 10:10 a.m. and asked if there were any corrections, additions or omissions to Minute No. 97, ;each member having received a copy. Special Order of Business: Roland Bourke of the Redevelopment Authority presented to the Board for fi 3 ;their consideration and approval a Resolution authorizing the County of Washington to execute Amendment No. 4 to a Grant Agreement with the U. S. Department of Housing and Urban Development for participation in an Urban Development Action xGrant (UDAG) Program No. B-82-AA-42-0242 for Residential Mortgage Assistance in (Washington County. Mr. Bourke explained the details of this amendment. Attorney George Retos, Solicitor for the Washington County Authority, pre- isented to the'Board the following two Resolutions: 1. Resolution approving the Program of the Washington County Authority for providing capital projects to health and higher education institutions throughout the Commonwealth of Pennsylvania. 3 2. Resolution approving the program of the Washington County Authority for providing capital projects to water and r sewage authorities throughout the Commonwealth of Pennsylvania. Old Business: Solicitor Bassi recommended to the Board that the bid for the waterline project at the Washington County Airport be awarded to the lowest bidder, S & R Contractor of Midway, Pa., for the amount of $61,105.00, which is based upon the ;alternates ($68,055 minus $6,950). Moved by Mr. Paluso, seconded by Mr. Petrosky, awarding the bid as per }above; this being the lowest bid received according to specifications. Commonwealth of Pa. - $51,525.00 - Child Welfare Title XX ' Block Grant - 3rd quarter payment a 4 Chief Clerk informed the Board of a notice from the Administrative Office of Pennsylvania Courts that the next course of instruction for prospective Distric� Justices will be conducted February 3 - February 28, 1986, in Chambersburg, Pa. e Chief Clerk noted for the record that the effective date of the contract I ith Dr. Robert Grieco for the provision of medical services to the inmates at the Jail has been changed from December 1, 1985 to January 1, 1986. i Pew Business: I Chief Clerk presented to the Board for their consideration and approval an I �mmendment to Agreement No. 620450 with the Pennsylvania Department of Transportation relative to the Section 203 Program. The Amendment extends the time period to i and June 30, 1936, instead of December 31, 1985, and amends the estimated e eimbursement to $472,619. Chief Clerk presented to the Board for their consideration and approval tho following Resolution: WHEREAS, on December 27, 1984, the County of Washington budgeted $1,074,806 of General Revenue Sharing Funds to the budgetary program known as Human Services, consisting primarily of the following activities: Health Center, Children & Youth Services and Aging Services; and WHEREAS, the Office of Revenue Sharing requires that the E accounting system must provide an adequate trail so that revenue sharing funds can be traced to the specific voucher, payroll, etc., for which they were expended, NOW, THEREFORE, BE IT RESOLVED, that the amount of $263,564.85 be transferred to the following departments to reimburse them for payroll expenses for the period of July 1, 1985 through September 30, 1985 as follows: Children & Youth Services 11,45% or $ 30,178.17 Aging Services 11.82% or $ 31,153.37 Health Center 76.73% or $202,233.31 Verification of the payment of these funds can be traced to the specific employees by consulting the expenditure reports and payroll journals for the period stated above. Ceisler for work performed and to be ,performed in connection with the County parks pursuant to resolution contained in Minute No. 12 of March 18, 1976, at the hourly rate of $70.00 and trial fees at the rate of $500 per day. Chief Clerk presented to the Board for their consideration and approval the following Tax Levy and Appropriation Resolution: A RESOLUTION of the County of Washington, Commonwealth of Pennsylvania, fixing the tax rate for the year 1986 and appropriating specific sums estimated to be required for the specific purposes of the County government, hereinafter set forth, during the fiscal year. BE IT RESOLVED AND ENACTED, and it is hereby resolved and enacted by the Board of County Commissioners of the County of Washington, Commonwealth of Pennsylvania: 1. That a tax be and the same is hereby levied on all real property within the said County subject to taxation for County purposes for the fiscal year 1986, as follows: (a) Tax rate for general County purposes, the sum of nine and 35/100 (9.35) mills on each dollar of assessed valuation (or the sum of ninety-three and 2 (93.5) cents on each one hundred dollars of assessed valuation). (b) For debt purposes, the sum of 95/100 (.95) mills on each dollar of assessed valuation (or the sum of nine and Z (9.5) cents on each one hundred dollars of assessed valuation). 2. That a tax be and the same is hereby levied on all personal property within the said County subject to taxation for County purposes for the fiscal year 1986, at the rate of 4.0 mills on each dollar of assessed valuation (or the sum of forty (40) cents on each one hundred dollars of assessed valuation. 3.
